Private colleges and universities can also be compiled for careers
Generally speaking, private colleges and universities are divided into non-profit and for-profit. A non-profit school is a school in which the organizer does not obtain income from running the school, and the school's surplus continues to be invested in education, and the assets formed are owned by the school legal person, and are registered as a public institution legal person or a private non-enterprise unit (legal person) in accordance with the law.

The main reason is that in order to support the development of local higher education, the governments of some regions will help some non-profit private colleges and universities solve the problem of establishment. The career establishment provided by private colleges and universities is generally for high-level talents or talents with special needs.

That is, they can enjoy the relevant wages and benefits of the staff of public institutions stipulated by the state, but they are not really established.
In order to promote the construction of the teaching staff of non-profit private colleges and universities in Quanzhou, Quanzhou City has strengthened the management of non-profit private university teachers' posts (private posts refer to the review and filing of non-profit private colleges and universities), and solved outstanding problems such as top-notch non-profit private universities, difficulty in introducing high-end talents, and inability to retain. In 2023, the Quanzhou Municipal Bureau of Human Resources and Social Security issued the "Administrative Measures for the Reporting of Teachers in Non-profit Private Colleges and Universities in Quanzhou (Trial)", some of which can be seen in some of the differences between the reported posts and the establishment of undertakings:
☞ According to the industry attributes, development status and other factors of private colleges and universities, the Municipal Party Committee shall approve a certain number of reported post indicators, which shall not exceed 10% of the number of full-time teachers in principle, and implement separate and dynamic management.
☞ Private reporting posts can only be used for full-time teachers in private colleges and universities, and may not be used for service and logistics personnel. When a private university is cancelled, the post reported by the private university shall be recovered by the Municipal Party Committee.
☞ After being included in the management of private reported posts, teachers with private reported posts do not implement the personnel system of public institutions, are not included in the scope of personnel management of public institutions, and cannot be directly transferred to public institutions and included in the internal management.
☞ After being included in the management of private registered posts, the remuneration and benefits of teachers in private reported posts shall be guaranteed by the employer, and the evaluation and appointment of professional titles, length of service and teaching years shall be calculated with reference to the relevant policies of similar teachers in public universities.
Of course, regardless of whether it is a private university or a public university, they need to carefully screen the recruitment of career establishment. Direct allocation, inclusion in establishment management, reporting of posts, preparation of turnover pool...... Different expressions may represent different management styles, and some establishments are different from the "iron rice bowl" that many people understand.
The treatment of some non-profit private colleges and universities is worth mentioning
The Ministry of Education's reply to the Letter on the Reply to Proposal No. 3379 (Education No. 343) of the Third Session of the 13th National Committee of the Chinese People's Political Consultative Conference (CPPCC) has made it clear that non-profit private schools enjoy the same treatment as public schools, and are exempt from corporate income tax on non-profit income after being determined for tax exemption in accordance with the provisions of the tax law. Teachers in private schools enjoy the same rights as teachers in public schools in areas such as qualifications, job evaluation, training, and commendations. Teachers of non-profit private schools enjoy the same talent introduction policies as local public schools.
The "Opinions on Deepening the Construction and Reform of the Modern Vocational Education System" issued by the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council also mentioned that local governments can refer to the relevant funding standards and support policies such as the per capita funding of similar public schools at the same level, and give appropriate subsidies to non-profit private vocational schools.
Judging from the current situation, in addition to the above-mentioned career establishment issues, the relevant treatment of teachers in some non-profit private colleges and universities is still worth mentioning.
From the provincial point of view, the Shandong Provincial Department of Education's 2022 special fund allocation plan clearly states that 80 million yuan of funds for the basic capacity building project of private colleges and universities will be supported by non-profit private ordinary colleges and universities (hereinafter referred to as private universities, excluding independent colleges and private non-academic higher education institutions). Among them, 76 million yuan will be arranged for the assessment awards and subsidies of private universities. The pension insurance for teachers in non-profit private schools is 4 million yuan in the same treatment as public schools.
From the perspective of colleges and universities, Hunan Institute of Information has implemented a salary guarantee system for faculty and staff who are higher in service and retired than those of public colleges and universities at the same level in the same city, breaking through the obstacle of "establishment" in the introduction of talents in private colleges and universities, and changing the status quo of the difference between public and private retirements caused by "establishment"; Changsha Medical College greatly increased the salaries and benefits of faculty and staff last year, and in May last year, the salaries of faculty and staff achieved a one-time increase of 5,000 yuan/month (60,000 yuan/year) per capita, and the full amount was distributed to faculty and staff every month......
