1. Enrollment principles
1. The principle of "three unifications" of household registration, real estate and actual residence. Adhere to the principle of "three unifications" of household registration, real estate (accounting for 51% or more of property rights), and actual residence to apply for registration and admission to the park (including three generations of the same household, that is, the child's household registration and grandparents and the legal guardian live in the same household register, and the legal guardian and the child have no other housing in the urban area).
2. The principle of time limit. The deadline for the relocation of real estate and household registration (excluding registered households) is June 30, 2024. 5. The principle of strictly controlling the scale of enrollment. Each kindergarten shall be in strict accordance with the approved number of planned enrollment to implement enrollment, shall not arbitrarily expand and reduce the scale of enrollment.
6. The principle of "learning with the elderly" is preferred. If there are already children in the school-age children's families who are studying in kindergarten (excluding the original graduating class), and other new children who meet the requirements for entering the kindergarten, they can apply for priority admission to the kindergarten with the same echelon when entering the kindergarten. Parents of school-age children who meet the conditions of "Elder and Kindergarten Follow-up" must submit a written application to their kindergarten from July 2 to 3, and failure to apply within the time limit will be deemed to have given up their qualifications.

(3) Voluntary supplementary recording outside the area. Children who are not admitted to kindergartens in the area will be randomly generated again under the supervision of comrades from relevant departments such as the National People's Congress, the Chinese People's Political Consultative Conference, the Discipline Inspection and Supervision Department, and on-site parent representatives. According to the balance of places in kindergartens outside the area, the kindergarten with the priority of the sequence number and the principle of following the volunteer will be supplemented in the kindergartens with remaining places outside the corresponding area.
(3) The third echelon: private kindergarten enrollment
Other school-age children can apply for admission to the nearest private kindergarten held in accordance with the law.

(2) Application for certification (before July 1)
Parents of young children in the six streets of Sanyuan City who meet the conditions of the "three unifications" can download the "e-Sanming" APP or follow the "e-Sanming" official account for real-name authentication.
(3) Online registration (July 2-3)
1. Online registration. Enrollment objects who meet the conditions of the first echelon (including provincial and municipal education preferential care policies) shall register in the kindergarten corresponding to the entrance of the "first echelon" on the "e Sanming" platform. Enrollment objects who meet the conditions of the second tier shall register at the entrance of the "second tier" on the "e-Sanming" platform according to their respective districts. 2. Convenient service. If there is no Internet condition, the online registration is unsuccessful or the registration materials cannot be authenticated online, parents should go to the kindergarten within the specified time to register on-site or submit relevant review. After review, it is confirmed that the enrollment objects who meet the conditions of the second echelon will choose all kindergartens with a balance of places in this area and other areas in the corresponding area (including Chenda Central Kindergarten in Sanyuan District, Yangxi Central Kindergarten in Sanyuan District and Sanming University Experimental Kindergarten in Jingdong) according to their own wishes.

Kindergartens review, summarize and review the list of school-age children who intend to participate in the computer allocation registration.

(4) Voluntary admission in the area (July 19)

(6) List of each park announced (July 19)
Each kindergarten announces the official admission list.
(7) Each 园办理入园 (July 20-July 21)
Parents should bring valid vaccination certificates and other relevant materials to go through the registration procedures within the specified time.
Note: The registration object fills in the relevant information truthfully on the enrollment platform, and the platform can automatically obtain the relevant information such as the household registration, real estate, and no housing certificate of the enrollment object, except for the platform or the kindergarten notifies the individual objects who cannot obtain information to submit materials to the corresponding kindergarten site, and other registration objects do not need to submit materials on the spot.
(8) Other matters
1. Sanyuan District Third Experimental Kindergarten Xiayang Branch and Sanyuan District Second Experimental Kindergarten Taijiang Branch is still under construction, the opening time is initially scheduled for September, to be completed by the kindergarten construction party to deliver to the Education Bureau, with the opening conditions of the park in due course.
2. According to the remaining places in the small class of public kindergartens in Sanyuan District, the remaining places will be announced by the kindergartens with remaining places.

4. Strengthen discipline enforcement and supervision. All kindergartens should strictly regulate enrollment management in accordance with laws and regulations, consciously standardize enrollment behavior, and strictly abide by enrollment policies and enrollment discipline.
