On June 25, the Ministry of Natural Resources issued the "Recommended Catalogue of Land-saving Technologies and Land-saving Models (Fourth Batch)", focusing on "exchanging stock for increment", "underground for aboveground" and "capital, technology and data for space", guiding all localities to further improve the level of saving and intensive land use, and promote high-quality development of urban and rural areas. Among them, a total of 38 typical cases of land-saving technology and land-saving models from 26 provinces (autonomous regions and municipalities) are included, covering four major fields: 8 in the field of infrastructure, 10 in the field of public service facilities, 13 in the field of industrial parks and industrial projects, and 7 in the field of high-quality urban and rural development. There are a total of 12 typical cases of "exchanging stock for increment" to carry out practice, mainly through the "trade-in" of equipment and facilities, which greatly improves production efficiency without adding new land. The case made up for the shortcomings of public service facilities such as education, culture, and sports through the revitalization and utilization of old factories, the overall utilization of corner land in the central urban area, and the three-dimensional transformation of old sports facilities. Through overall planning and perfect construction, the functional layout of the industrial park will be optimized; Through the support of collection and storage and policy incentives, the continuous transformation of old factories will be implemented to promote the transformation and upgrading of the industrial park; Through optimized design and technological innovation, we will promote the saving of land for industrial projects; Through the implementation of the redevelopment of urban inefficient land, we will revitalize the use of old industrial areas, old factories and traditional style protection areas, protect and inherit history and culture, and promote the integrated development of industry and city. There are a total of 15 typical cases of "exchanging underground for aboveground", mainly through the interconnection of urban transportation systems, the integrated construction of stations and cities, and the comprehensive development of aboveground and underground space, and the construction of railway and airport transportation hub complexes. Through the rational development and utilization of underground space, public service facilities such as parking lots, municipal pipelines, school wind and rain playgrounds, and sewage treatment plants are laid to support the construction of "peacetime and emergency" public infrastructure. Ore transportation is carried out through air corridors and tunnels to reduce the land occupied by road transportation; Through the three-dimensional division of municipal road space, the construction of overhead corridors, surface roads, and underground passages to strengthen regional connectivity and alleviate regional traffic pressure; Through the three-dimensional development and composite utilization of above-ground and underground space, the construction of above-ground hospitals, "school + underground parking lots", "above-ground squares + underground commercial" complexes, "above-ground parks and green spaces + underground sewage treatment plants", etc., to solve the problem of parking for schools and medical treatment, increase the commercial service space of tourist cities, and realize the transformation of sewage treatment facilities from "neighbor avoidance" to "neighborhood benefit". There are a total of 11 typical cases of "exchanging capital, technology and data for space", mainly in the application of land-saving technology in the design feasibility study, site selection and layout, construction and construction of highway engineering projects, the adoption of land-saving measures such as optimizing cross-engineering design, and the use of new technologies to save land and occupy less cultivated land. In the case, technologies such as the construction of multi-storey parking buildings, three-dimensional mechanical parking, and Internet digital parking were used to improve the efficiency of land use and realize intelligent parking management. Apply digital 3D simulation technology and BIM (Building Information Modeling) technology to accurately match the development needs of industrial land, carry out the planar layout of facilities in detail, and accurately demonstrate the planned land for project implementation; The "well factory" model is adopted, and dozens of wells share a piece of land to save land for oil and gas exploitation; Encourage the use of 3D model platforms, establish a global database of inefficient land, and combine aerial photography technology achievements to improve the level of identification and judgment of inefficient land and the ability to revitalize and utilize. It is reported that the Ministry of Natural Resources continues to summarize the practical experience of local conservation and intensive land use, and has previously released three batches of recommended catalogues of land-saving technologies and land-saving models in October 2017, January 2020 and January 2022, and promoted a total of 46 typical cases, which has played a good role in demonstration and guidance. The Ministry of Natural Resources will continue to implement the decision-making and deployment of the CPC Central Committee on the implementation of a comprehensive conservation strategy, guide all localities to vigorously promote the conservation and intensive utilization of land resources, and encourage all localities to give priority to the use of land-saving technologies and land-saving models in the construction of various projects, so as to continuously improve the level of conservation and intensive land use.
