On June 24, the Jiangxi Provincial Procuratorate held a press conference on "Severely Punishing Drug Crimes and Guarding a Healthy Life" to release the achievements and typical cases of the provincial procuratorate's anti-drug work. From January 2023 to May 2024, the provincial procuratorate approved the arrest of 3,412 people in 2,544 cases of drug crimes and prosecuted 2,878 people in 2,189 cases of drug crimes. While cracking down on drug crimes, the provincial procuratorate has strengthened the "double investigation of one case" and simultaneously carried out clues and evidence review of drug-related money laundering crimes. On June 24, the Guizhou Provincial Procuratorate held a press conference. According to reports, the provincial procuratorial organs adhere to the whole chain of cracking down on new types of drug crimes, pay attention to digging deep and thoroughly investigating the network chain of drug crimes, crack down on drug-related money laundering crimes in accordance with the law, and increase the disposal of drug-related assets. Since 2022, the provincial procuratorate has accepted and prosecuted 171 people in 59 cases of drug-related money laundering crimes. According to the report of the Shandong Provincial Procuratorate, the provincial procuratorial organs actively promote the pilot work of compulsory isolation and drug rehabilitation procuratorial supervision, deepen the "stationed + roving" procuratorial mechanism, promote the integration and development of drug treatment law enforcement and procuratorial supervision into the "government inspection linkage" working mechanism, and regularly organize and convene joint meetings with the Provincial Department of Justice on compulsory isolation and drug rehabilitation procuratorial supervision to unite the work. On December 4, 2023, the Shanxi Provincial Procuratorate, together with the Provincial High Court and the Provincial Public Security Department, signed the "Minutes of the Meeting on Issues Concerning Evidence in Handling Cases of Major Criminal Offenses such as Intentional Homicide, Robbery, Smuggling, Trafficking, Transportation, and Manufacturing of Drugs" to jointly improve the quality and efficiency of handling drug-related cases. The Gansu Provincial Procuratorate has relied on the Office of Investigation Supervision and Coordination to establish a mechanism with the public security organs to strengthen cooperation in the reporting of information on drug crime cases, the exchange of case handling, and the supplementary investigation of evidence, and to improve the quality and efficiency of work through the normalization of the joint conference system for anti-drug work and the joint deployment of major anti-drug special work. In addition, the provincial procuratorial organs regularly hold anti-drug work forums with courts and public security organs to report on the handling of difficult and new drug crimes, and to discuss and exchange the difficulties in the collection and review of evidence in the judicial practice of drug crimes, the identification standards and the strengthening of cooperation.
Focus on cracking down on drug-related crimes in new fields and new methods
At the present stage, the problem of narcotic and psychotropic substances for medical purposes being substituted and abused as addictive substances is becoming increasingly prominent, and it has also become a key area for procuratorial organs to crack down on drug-related crimes.
The Yunnan Provincial Procuratorate will focus on punishing all kinds of cases involving narcotic drugs in accordance with the law, resolutely prevent and curb the spread and development trend of the problem of addictive substances such as narcotic drugs replacing traditional drugs, and urge the local health departments to carry out special activities to investigate and rectify the management of narcotic drugs in medical institutions through the formulation and issuance of procuratorial recommendations, so as to curb the flow of narcotic drugs into illegal channels from the source. In addition, the Yunnan Provincial Procuratorate issued the "Yunnan Provincial Procuratorate Special Action Plan for Cracking Down on Illegal and Criminal Crimes Involving Addictive Substances such as Narcotic Drugs", and the drug crime prosecution departments of the three levels of procuratorates in the province jointly participated in the special rectification action to crack down on crimes involving narcotic drugs. Since 2023, there have been more and more cases of abuse of addictive substances such as medical narcotic drugs, "laughing gas", and dextromethorphan in drug crime cases in Anhui Province, and the problem of "replacing drugs with drugs" has become increasingly prominent. In response to the frequent occurrence of new drug crimes involving new psychoactive substances and other new drug crimes among students in recent years, the provincial procuratorial organs have strengthened coordination and cooperation with the education, customs work committees and other units, and continued to promote anti-drug publicity and education on campus.
With the acceleration of the iterative update of Internet technology and other technical means, the non-contact mode of drug delivery of "Internet + delivery" has become the new normal, and the whole drug transaction process separates people, drugs and money, and criminals rely on logistics platforms such as takeaway and express delivery to trade drugs by means of transnational mail and "flash delivery" in the same city. Accordingly, the Jiangsu Provincial Procuratorate continued to deepen the implementation of the "No. 7 Procuratorial Recommendation" to ensure the safety of delivery. In March 2024, the Jiangsu Provincial Procuratorate took the lead in countersigning the "Opinions of the Shanghai, Jiangsu, Zhejiang and Anhui Procuratorates on Ensuring the Coordination of Regional Mail Security", and "Deepening Procuratorial Supervision and Guarding the Safety of Delivery" was listed by the Political and Legal Committee of the Jiangsu Provincial Party Committee as one of the ten practical things for the political and legal benefit of the people in 2024. The Shanghai Jing'an District Procuratorate strengthened the linkage and cooperation with the anti-narcotics and other departments, carried out targeted drug crime prevention and comprehensive management, and jointly signed the "Working Measures on Establishing and Improving the Coordination and Cooperation Mechanism for Mail Safety Supervision" with the public security and postal management departments, organized special seminars, and issued procuratorial suggestions to logistics enterprises, so as to form a joint regulatory force and consolidate the main responsibility. The Guizhou Provincial Procuratorate has promoted the comprehensive management of drug control throughout the chain, actively strengthened cooperation and cooperation with public security, postal and other anti-drug member units, and took the lead in promulgating the "Opinions on Improving and Improving the Coordination and Cooperation Mechanism for the Safety Supervision of Mail and Delivery Channels".

When handling the drug trafficking case of Li, the procuratorate of Longnan City, Jiangxi Province, in response to Li's criminal act of selling "top e-cigarettes" containing etomidate, released the case handling situation through the new media platform, publicized the harm of abusing psychotropic controlled drugs to the masses, and also invited students from Longnan Middle School in the city to observe the trial of the case, reminding the majority of young people to cherish life and stay away from drugs. When the Zhushan District Procuratorate of Jingdezhen City, Jiangxi Province, handled the first case of trafficking "laughing gas" in the district, the procuratorial cadres and police went to various entertainment venues in the jurisdiction to distribute posters to publicize the harm of abusing "laughing gas", and combined with the activities of the vice principal for rule of law to carry out publicity and education, to improve the awareness and ability of young people to identify and resist "laughing gas".
Recently, the cadres and police officers of the Shenyang City Procuratorate and the Shenhe District Procuratorate of Liaoning Province walked into Shenyang Agricultural University to carry out the theme publicity activity of "Building a Solid Anti-drug Firewall and Escorting Youth from 'Drug'".
The procuratorial organs of Liaoning Province have integrated anti-drug publicity and education into the entire process of procuratorial duties, and have informed the public of the punishment of drug crimes by judicial organs through such forms as court trial observation, publication of typical cases, and case explanations, and actively publicized to the public the harm of drugs, especially new drugs, to further enhance the public's awareness of drug control and create a strong atmosphere for the whole people to fight drugs.
