The district government affairs service office is to closely integrate the establishment of the credit system with government services, using credit pledges to further improve the efficiency of approvals and reduce the cost of handling affairs. In the first quarter of 2024, 471 matters were handled through approval and filing, 243 matters were handled through notification and commitment, and 1,443 matters were handled by optimizing approval services. In the first half of the year, a total of 8 units were provided with "online approval" services. In terms of investment promotion and policy commitments, we have strictly fulfilled the contract and established a good image of an honest government.

The District Development and Reform Commission, together with the Dasi Tax Office of the Xiqing District Taxation Bureau, the District Bureau of Industry and Information Technology, and the financial institutions in the district, organized a bank-enterprise matchmaking meeting for "Credit Ease Loan" financing, and conducted in-depth explanations and introductions on common policy issues of enterprises such as tax credit, "specialized, special and new" declaration, and introduced credit loan financing policies to enterprises to help them obtain financing. The economic investigation department of Xiqing Branch carried out the "5.15" National Economic Investigation Publicity Day activities, and together with the District Federation of Industry and Commerce, walked into the key private enterprises Xinyu Color Plate Co., Ltd. and Gore Elevator (Tianjin) Co., Ltd. to conduct publicity visits, and carried out detailed publicity on the prevention of economic crimes involving enterprises such as embezzlement, misappropriation of funds, contract fraud and the policies of public security organs to optimize the business environment, and called on enterprises to abide by the law and operate in good faith. The District Market Supervision Bureau organized and promoted the 2023 annual report, accurately pushed the preferential enterprise policy, boosted the credit improvement of business entities, completed the annual report of 28,417 enterprises, and the annual report rate of enterprises was 64.05%, and further promoted credit grading and categorical supervision in the "double random, one open" supervision work.

Xiqing District is to carry out extensive publicity and education activities on creditworthiness, and all organs and units in the district are to carry out "Credit Record Care Day" publicity activities on creditworthiness, increasing the public's awareness of creditworthiness through methods such as creditworthiness reading clubs and the distribution of creditworthiness publicity brochures. The district education bureau actively organizes and carries out a variety of educational activities such as class meetings on the theme of creditworthiness and sharing of creditworthiness stories, so that school teachers and students can deeply understand the connotation and value of creditworthiness, and stimulate their consciousness and initiative to practice creditworthiness. In addition, Xiqing District's new credit application scenario "credit medical treatment" has been implemented in Xiqing District Traditional Chinese Medicine Hospital, which has realized the "diagnosis and treatment first, pay later" medical service, and citizens can enjoy more preferential convenience by virtue of Tianjin's personal credit score - "Haihe Points".

In the first half of 2024, the district court released 13 pieces of information on untrustworthiness through the "Xiqing District Untrustworthiness Exposure Platform", promoting the smooth conclusion of 5,264 cases and promoting the effective advancement of the establishment of creditworthiness in Xiqing. The District Bureau of Justice issued the "Notice on Doing a Good Job in the 2024 Education and Training Plan for Administrative Law Enforcement Personnel", and 1,183 law enforcement personnel in the region participated in public legal knowledge training, and organized 29 people to refer to professional legal knowledge examinations to further improve the legal quality of administrative law enforcement personnel.
