On the occasion of the 2024 summer vacation, in order to let the children have a safe, happy and meaningful holiday, and protect the legitimate rights and interests of you and your children, we put forward the following initiatives:
1. Arrange your child's summer life reasonably
Summer vacation is not only a good time for children to relax and adjust their state, but also a golden period for them to broaden their horizons and increase their knowledge. Parents are encouraged to read classic books with their children, visit museums, science and technology museums, art galleries and other cultural and scientific venues, enrich the spiritual world, and enhance parent-child relationships. Encourage children to participate in community services, environmental protection activities, public welfare activities, etc., enhance their sense of social responsibility and practical ability, and experience the fun of helping others. Adhering to the principle of "reducing the burden without reducing the quality", children are encouraged to arrange their summer work and rest time reasonably, and ensure sufficient sleep while reviewing old knowledge and self-learning new courses, so as to avoid the holiday becoming a "semester".
2. Rationally look at off-campus training
Parents and friends are requested to look at the role of off-campus training rationally, do not blindly follow the trend and let their children participate in off-campus training, do not be coerced by the "alarmism" of bad institutions, do not blindly register for classes, rush away, do not be overly anxious, and maintain a peaceful mind. On the premise of respecting the wishes and interests of children, they can participate in non-academic training such as science and technology, culture and art, and sports carried out by compliance institutions. When participating in activities that are prone to physical injury such as dancing and sports, you should remember the safety reminder of the "five don'ts", pay attention to your child's physical condition at any time, and do not insist on it if you feel unwell, so as to ensure that your child has a safe holiday.
3. Conscientiously resist off-campus training in disciplines that violate regulations
According to the requirements of the central government's "double reduction" policy, no institution or individual is allowed to carry out academic training during national statutory holidays, rest days, and winter and summer vacations. Please refuse to participate in the subject training carried out in the form of "one-to-one", "one-to-many", "home teacher", "high-end housekeeping", "AI study room" and other invisible variations; refusal to participate in paid make-up activities carried out by in-service primary and secondary school teachers in violation of regulations; Refuse to participate in academic training activities carried out in violation of regulations in the name of study tours, research studies, summer camps, thinking literacy, Chinese culture literacy, etc. Invisible variation discipline training has problems such as unclear identity of teaching personnel, concealed training venues, substandard fire protection requirements, serious safety hazards, and running away with money, not only the quality of training is difficult to guarantee, but also the safety management is full of hidden dangers, please take the initiative to resist illegal training and various forms of inducement and advertising, so as not to be deceived and reduce various losses.
4. Rationally choose non-academic off-campus training
When choosing to register for an off-campus training institution, it is necessary to take the initiative to check whether the institution has "complete licenses" as soon as possible, and "certificate" refers to the "Private School Running Permit" or "Establishment Approval Letter"; "License" refers to the "Business License" or the "Registration Certificate of Private Non-enterprise Units". If you want to sign up for training for your child, please be sure to download the "Extracurricular Training Parents" APP developed by the Ministry of Education on your mobile phone to register, select courses, and pay the fee, and the APP will automatically generate the "Extracurricular Training Service Contract for Primary and Secondary School Students (Model Text)" (2021 Revised Edition) when purchasing the course. Please pay attention to check the public information such as the fee standard, do not pay the advance fee to the institution in any form with a time span of more than 3 months or 60 class hours, and do not pay more than 5,000 yuan at one time, and be wary of the training institution to induce overtime and over-limit payment by means of "annual card discount" and "recharge gift", and do not transfer money to individuals (including private WeChat, Alipay, etc.). Please ask the training institution to issue a formal invoice to prevent problems such as "difficulty in refunding" and "running away with money", and take the initiative to protect your legitimate rights and interests.

5. Be cautious in choosing off-campus custodian institutions
During the summer vacation, some parents may choose the childcare services provided by off-campus childcare institutions (or "small tables" etc.) due to work and other reasons. It should be noted that off-campus custodian institutions (or "small tables", etc.) are not off-campus education and training institutions approved by the competent departments of education, science and technology, culture and arts, sports, etc. Off-campus custodian establishments may provide services such as pick-up, meals, rest, and nursing for primary and secondary school students when they obtain business licenses and food business permits, but must not carry out training activities, especially academic training activities. Off-campus custodian institutions that have obtained a business license but have not obtained a food business license shall not provide catering services. It is necessary to be vigilant against some institutions engaging in training such as bridging young children and teaching subjects in the name of trusteeship, which are all violations of laws and regulations that are expressly prohibited.
During the summer vacation, the city will increase the administrative punishment of off-campus training in violation of laws and regulations, if you find that the holiday violates the rules to carry out academic training, in-service primary and secondary school teachers paid make-up classes, training institutions false advertising and other violations of laws and regulations, please call the following phone number to report to the relevant competent departments of our city.
