Since the 28th, in the face of the severe flood control situation of rain exceeding history and water exceeding fortification, Xian'an District has grasped the "four key points" of urban areas, rural areas, rivers and lakes, and the Yangtze River, and comprehensively carried out various prevention and control deployments.
Waterlogging in urban areas
At 3 p.m. on the 28th, two "dragon water suction" pump trucks were "arrayed" in the flood-prone areas of Huancheng Community and Shuanglong Community in Yongan Street, each with a strong suction force of 3,000 cubic meters per hour, which quickly eliminated the waterlogging in the two places. On the 29th, the "dragon water absorption" once again "exerted", and the newly generated stagnant water was discharged with waterlogging.
At 6 p.m. on the 28th, the party branch, property, business committee, and building chief of Shifeng Yuefu Community, Jingui Community, Fushan Street, formed a flood control commando, and 16 people put 80 bags of sandbags and 4 1.5m high steel retaining plates at the entrance and exit of the underground garage at the east gate and the waterlogging point of the ground floor entrance and exit of the civil air defense garage in advance to prevent waterlogging.
In order to strictly prevent waterlogging in the urban area, Xian'an implemented a one-point policy for 66 stagnant water points and 17 geological disaster points, clarified the responsibility to the person, and arranged 3 dragon water suction and 20 water pumps and other drainage equipment, and waited for the battle.
Rural flash flood prevention
On the afternoon of the 29th, in the Fengjiatan Reservoir in Simenlou Village, Maqiao Town, 1 reservoir keeper, 1 village group cadre, 1 village team member and 1 town cadre, 4 people jointly conducted 24-hour monitoring of the reservoir.
"In addition to civil air defense, we also have technical defense, and three seepage pressure monitoring stations dynamically monitor the operation of the dam from different angles." Fengjiatan Reservoir Administrator Zhen Xianbin introduced.
On the morning of the 29th, Xiangyanghu Town found that there were large cracks in the retaining wall of Chenjiawang Houshan in Group 8 of Tiepu Village, and quickly closed the gate to set up a guard to inform the villagers to transfer vehicles and prohibit personnel from entering.
In view of 101 reservoirs, 38 Gaobang ponds, 33 flash flood disaster points, and 46 geological disaster points, Xian'an District will put the emergency force in front of the front line, and all the personnel on duty at reservoirs, Gaobang ponds, and river embankments will be stationed on the embankment 24 hours a day, and the first responders to the towns and villages of geological disasters and flash floods will sink to the village bay to ensure that in case of danger, the first time to warn and forecast, and the first time to transfer the masses.
Rivers and lakes are in danger
The Xian'an area is densely covered with rivers and lakes, including the Ganhe River water system, the Gaoqiao River water system, the Tingsi River water system, and the four major lakes of Axe Lake, Xiliang Lake, Wangjiazhai Lake and Zhangjia Lake. In order to ensure the safety of rivers and lakes, Xian'an District has formulated the three major river basin embankment flood control responsibilities, the embankment flood control responsibility and the 44 mountain river risk flood control personnel, and implemented the district, town and village responsibilities.
At 8 o'clock on the 28th, the water level of Axe Lake was exceeded, and Xian'an District quickly organized more than 60 party members, cadres and the masses to go up to the embankment together to conduct a 24-hour uninterrupted inspection of the 3.8-kilometer lake shoreline in the jurisdiction in two shifts. At 1 o'clock at noon on the 29th, Axe Lake entered the warning water level, and Xian'an District continued to send additional forces, investing a total of 166 manpower, 30 people per kilometer as required.
At about 9 o'clock in the morning of the 28th, the flood control patrol personnel found a 30-meter landslide on the back slope of the Weiyuan River embankment in Xiongjiawan, Tiepu Village, and the town and village organized more than 20 emergency rescue teams to lay 50 meters long and 14 meters wide colored striped cloth, put more than 70 sandbags, and arranged 2 personnel to be on duty 24 hours a day at the landslide.
The Yangtze River investigates hidden dangers
Due to the prolonged rainfall, the water level of the Yangtze River is also approaching the warning value. At 8 o'clock on the 28th, the water level of the Yangtze River Siyi Embankment was 28.33 meters, exceeding the water level by 0.13 meters. Xian'an District quickly dispatched 37 flood control commandos to Siyi Gong Dike, 24 hours a day uninterrupted shift duty, organize and carry out dike patrol duty, risk emergency response work, inspect every 2 hours, make relevant records, if found scattered leaching, internal slope, loopholes, nests, pipe surges, etc., report in a timely manner, and do a good job of emergency treatment.
"The strings must be tightened, people must be on duty, dangers must be dealt with quickly, and responsibilities must be compacted." Gu Xingwang, secretary of the Xian'an District Party Committee, asked the party members and cadres in the district to never slack off, strictly guard against stubbornness, and work together to build a "safety embankment" for flood control.
