According to the Qinzhou District Financial Media Center, in order to comprehensively and systematically grasp the work results of the township (street) social work station project in Qinzhou District in 2023, promote construction and excellence through evaluation, and promote the positive role of social work in helping grassroots social governance. Recently, the Civil Affairs Bureau of Qinzhou District, Tianshui City, entrusted the third-party evaluation agency Tianshui Social Work Association to form an evaluation team to carry out the final (mid-term) evaluation of the four township (street) social work service stations in Zhongcheng Street, Dacheng Street, Shimaping Street and Zhongliang Town in Qinzhou District, undertaken by Lanzhou Aiyi Social Service Center.
The content and standards of this evaluation are implemented in accordance with the performance evaluation guidelines for social service projects of the Ministry of Civil Affairs, the notice of the Gansu Provincial Department of Civil Affairs on printing and distributing the "Implementation Plan for the Establishment of Township (Street) Social Work Service Stations in the Province in 2022" (Gan Min Fa [2021] No. 125) and the "Notice on Comprehensively Doing a Good Job in the Establishment of Township (Street) Social Work Stations in 2023" (Gan Min Fa [2023] No. 23) of the Gansu Provincial Department of Civil Affairs. The evaluation expert team formed by the third party conducts a comprehensive assessment and evaluation of professional service standards, service volume standards, service effectiveness standards, service items and institutional management standards through reviewing archives, consulting relevant records of institutions, on-site visits and interviews with service objects, etc., in order to promote evaluation and further improve the standardization and professionalism of the construction of township (street) social work stations in Qinzhou District. The person in charge of the social work agency will make PPT display and report on each site from the aspects of site construction, party building guidance, regional overview, demand research, service development, and project effectiveness.
After the report, the members of the evaluation team conducted a detailed review of the service process information, management information and financial information of the social work organization. Based on the basic principles of "scientific, standardized, accurate, objective and fair", the comprehensive evaluation is carried out from the dimensions of project implementation progress, project standardization, and project implementation effectiveness. The members of the evaluation team conducted on-site interviews with the person in charge of the undertaking agency of the social work station, and through interactive Q&A, they further understood the relevant situation of the project implementation, exchanged the shortcomings and problems presented by the project, and put forward suggestions for improvement.
This evaluation is a comprehensive evaluation of the project from the dimensions of the operation of the social work station project, service provision, overall effectiveness of the project, and service satisfaction feedback, which is a review of the operation process and effectiveness of the township (street) social work service station project in Qinzhou District by the Qinzhou District Civil Affairs Bureau in 2023.
