Among them, the strengthening of discipline and determination reflects the new requirements for party members and cadres in the new era, and also highlights the new task of party discipline learning and education. Only by continuously enhancing discipline and determination can party members and cadres not be afraid of all kinds of tests, adhere to the bottom line of discipline, resist all kinds of disciplinary violations, and ensure that the party's discipline is accurately and standardized.

Our party has always attached great importance to learning and advocating learning, and advocated that party members and cadres learn to use Marxist positions, viewpoints, and methods to observe and solve problems through unremitting study. Party discipline is the code of conduct that must be observed by the party's organizations at all levels and all party members, and is the basic guarantee for maintaining the party's unity and accomplishing the party's tasks. Party discipline mainly includes political discipline, organizational discipline, integrity discipline, mass discipline, work discipline, and life discipline. Our party has incorporated discipline building into the overall layout of party building in the new era and given it new connotations. Only by conscientiously studying the party's discipline and grasping the normative system and essential requirements can the whole party consciously abide by the party's discipline and strengthen its discipline determination.

　　Carrying out concentrated study and education in the whole party is an important way for our party to promote self-revolution, and it is also an important experience. Since the 18th National Congress of the Communist Party of China, our party has successively carried out a series of concentrated learning and education, including the party's mass line education and practice activities, "three stricts and three realities" special education, "two studies and one doing" learning and education, "not forgetting the original intention, keeping in mind the mission" theme education, party history learning and education, learning and implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, etc., every learning and education is an important classroom armed with theory, and it is a vivid practice of self-revolution. This is also the important purpose of the study and education of party discipline, which is an important way for the whole party to strengthen its discipline and determination.

It is also necessary to realize that the "Regulations" proceed from the general source of the Party Constitution, adhere to the strict tone, adhere to the combination of problem-oriented and goal-oriented, keep pace with the times, improve discipline and norms, further tighten political discipline and political rules, and release a strong signal that discipline will be stricter in the future. We must conscientiously study the content of the "Regulations" in its original form, engrave compliance with rules and disciplines in our hearts, and internalize it into a code of words and deeds.

To strengthen discipline and determination, it is necessary to put discipline in the forefront, and under no circumstances should the bottom line and red line of discipline be crossed. Leading cadres must be able to set a bottom line and draw a red line in the depths of their consciousness, and always insist on not exceeding the rules, not going off the rails, and not indulging. Focus on solving the problems of some party members and cadres who do not care, do not understand, and do not grasp the party rules and party discipline, and organize party members and cadres to conscientiously study the "Regulations" for problems such as fatigue and war weariness in concentrated study and education, and clarify the various situations in which party organizations and party members violate the party constitution and other party regulations, violate national laws and regulations, violate party and state policies, violate socialist morality, and endanger the interests of the party, the country and the people. Adhere to discipline before the law and strict discipline over the law, strictly enforce the party's discipline, and at the same time unify strict management and supervision with encouragement and responsibility.

　　Enhance the sense of discipline. As the largest Marxist ruling party, our party is facing severe tests of governance, reform and opening up, market economy, and the external environment; at the same time, the danger of mental slackness, the danger of insufficient ability, the danger of detachment from the masses, and the danger of passivity and corruption will exist for a long time. No matter when, the problem always exists objectively, and we must not turn a blind eye to the problem, we must enhance the sense of discipline and risk awareness, educate and guide party members and cadres to accurately grasp the essence of the "Regulations" and the requirements of the regulations, further clarify the measurement of daily words and deeds, correct thoughts and actions with party rules and party discipline, and build a strong line of defense for abiding by discipline.

The broad masses of party members and cadres must clearly understand the serious harm of all kinds of violations of discipline and consciously guard against and resist all kinds of violations of discipline. The "Regulations" list in detail the behaviors of various party members and cadres who violate political discipline and the punishments they should receive, reflecting the extreme importance of abiding by political discipline. The party's strength comes from the organization, and it is necessary to seriously investigate and guard against all kinds of violations of the party's organizational discipline and ensure that the party's organization is unified and moves in unison. We must maintain zero tolerance for all kinds of corrupt behaviors, resolutely prevent violations of integrity and discipline, and truly ensure that we dare not be corrupt, cannot be corrupted, and do not want to be corrupt, so as to ensure that cadres are upright, the government is clean, and the politics is clean. We must always be vigilant and severely punish all kinds of acts that infringe on the discipline of the masses, so as to benefit the people and win their trust. We must resolutely oppose and strictly investigate and deal with all kinds of behaviors that are divorced from reality, abuse of power, and passive response, effectively curb bureaucracy, formalism, and other phenomena, and dispel all kinds of involution and lying down on equal footing.
