The Ministry of Water Resources pointed out that the following three tasks should be done well in flood control in the Xijiang River basin: First, strengthen the dispatch of controlled reservoirs in the upper reaches of the Xijiang and Liujiang rivers, and give full play to the role of flood control and peak staggering; the second is to further strengthen the prevention of flash floods; The third is to identify risks in advance and do a good job in flood control in Liuzhou and other urban areas along the river.

The reporter learned that one of the characteristics of this year's flood situation is that the flood situation of major rivers is abnormally advanced. Six numbered floods were formed in April, more than two months earlier than the average of the year. Among them, the No. 1 and No. 2 floods of the Beijiang River in the Pearl River Basin are the earliest numbered floods and extraordinarily major floods respectively since statistics were available for major rivers in the country in 1998.

Of the 11 numbered floods this year, 10 occurred in the Pearl River Basin, including 3 in the Xijiang River, 2 in the Beijiang River, 1 in the Dongjiang River and 4 in the Hanjiang River, the most since 1998.

Another characteristic of this year's flood situation is the frequent recurrence of floods in small and medium-sized rivers. Since the beginning of this year, a total of 538 rivers in 21 provinces, including Guangdong, Guangxi, Jiangxi, Hunan, Fujian, Zhejiang, Anhui, Heilongjiang and Xinjiang, have experienced floods above the warning level, 1.1 times more than the same period in normal years, and most of them are small and medium-sized rivers.

The Pearl River Commission said that the recent heavy rainfall in the Pearl River basin is still frequent and frequent, and the rainfall areas are highly overlapped, the bottom water of some rivers is high, the soil water content is saturated, the runoff and confluence are accelerated, and the risk of flash floods and geological disasters is greater.

The Municipal Three Prevention Office suggested that all departments at all levels should pay close attention to weather changes, and conscientiously do a good job in the prevention of disasters such as urban and rural waterlogging that may be caused by local heavy rainfall, so as to provide guarantee for the safe and smooth implementation of the high school entrance examination; In view of the prediction that the water level in the middle and lower reaches of the Xijiang River may reach the numbered flood standard again around the 3rd, the hydrological department should timely study and judge the impact of the Xijiang flood on the water increase in Guangzhou, and the maritime department should pay close attention to the water level and flow rate within its jurisdiction, control the low-power ships when the flow rate is urgent, and immediately take measures to prohibit and restrict navigation when the water environment does not meet the navigation conditions.
