Shaanxi Provincial Primary and Secondary School Teacher Qualification Examination Written Examination Announcement
It reads as follows
1. Registration Instructions
(1) Candidates need to register through SMS verification code, and each mobile phone number can only be registered once.
(2) Shaanxi Provincial Primary and Secondary School Teacher Qualification Examination Examination Area consists of a college examination area and a city (district) examination area.
The examination areas of colleges and universities are: Shaanxi Normal University Examination Area, Northwest University Examination Area, Shaanxi University of Science and Technology Examination Area, Xi'an Foreign Chinese University Examination Area, Shaanxi Preschool Teachers College Examination Area, Xi'an University of Arts and Sciences Examination Area, Xi'an Eurasia University Examination Area, Xi'an Translation Institute Examination Area, Xi'an Industrial and Commercial College Examination Area, Yan'an University Xi'an Innovation College Examination Area, Baoji City Baoji University of Arts and Sciences Examination Area, Yan'an Yan'an University Examination Area, Hanzhong City Shaanxi University of Science and Technology Examination Area, the college examination area is limited to full-time third-year students and above in the school.
The examination area of each city (district) is located at the seat of the municipal (district) government. Candidates should apply for the examination at the place of household registration or the place where the residence permit is applied. Students in the third year or above of colleges and universities and graduate students can apply for the examination in any place where they are registered, where they apply for a residence permit, or where they are studying at the place where they are studying. Active-duty soldiers and armed police officers serving in Shaanxi should apply for the examination at the place of service (the place of service should be filled in the column of "place of residence permit application" when registering).
Hong Kong, Macao and Taiwan residents holding a valid residence permit for Hong Kong, Macao and Taiwan residents can apply to take the primary and secondary school teacher qualification examination at their place of residence; Hong Kong and Macao residents holding a valid Mainland Travel Permit for Hong Kong and Macao Residents, and Taiwan residents holding a valid Mainland Travel Permit for Taiwan Residents with a valid five-year validity period can apply for the primary and secondary school teacher qualification examination in the place where the work relationship is located.
(3) The written examination registration for the primary and secondary school teacher qualification examination shall be standardized by the examination body of the examination area through the online review of the candidates' names, photos and other information. The policy on the qualification of primary and secondary school teachers should be consulted with the teacher qualification accreditation bodies of each city (district).
(4) Candidates should fill in their basic personal information truthfully and accurately, and their names and ID numbers must be completely consistent with their ID cards, and they shall be fully responsible for the authenticity of their personal information and materials provided. If the candidate's information is filled in incorrectly or the materials provided are untrue, which affects the subsequent examination or teacher qualification certification, they shall bear their own responsibility.
(5) Persons whose teaching qualifications have been revoked must not register for the teacher qualification examination for 5 years; Those who cheat in the teacher qualification examination are prohibited from registering for the teacher qualification examination for 3 years; Those who have been deprived of political rights, or who have intentionally committed a crime and received a criminal punishment of fixed-term imprisonment or higher, must not register for the teacher qualification examination.
II. Application Requirements
In accordance with the Notice of the General Office of the Ministry of Education, the Secretariat of the Taiwan Affairs Office of the Central Committee of the Communist Party of China, and the Secretary of the Hong Kong and Macao Affairs Office of the State Council on Issues Concerning Hong Kong, Macao and Taiwan Residents' Application for Primary and Secondary School Teacher Qualifications in the Mainland (Teacher Office [2019] No. 1) and the Detailed Rules for the Implementation of the Interim Measures for the Primary and Secondary School Teacher Qualification Examination in Shaanxi Province, persons who meet the following conditions can register for the Shaanxi Provincial Primary and Secondary School Teacher Qualification Examination:
(1) Identity conditions:
1. Applicants with the nationality of the People's Republic of China, household registration or residence permit application in Shaanxi Province, full-time students in ordinary colleges and universities in Shaanxi (third-year students and above students and graduate students), active military personnel and armed police serving in Shaanxi.
2. Hong Kong, Macao and Taiwan residents who study, work and live in the mainland (mainland) may apply to participate in the primary and secondary school teacher qualification examination on a voluntary basis if they abide by the Constitution of the People's Republic of China and laws, support the leadership of the Communist Party of China, adhere to the socialist direction of running schools, and implement the party's education policy.
(2) Moral character: abide by the Constitution and laws, love education, and have good ideological character;
(3) Physical conditions: physical and mental health, in line with the physical examination standards for applicants for primary and secondary school teacher qualifications in Shaanxi Province, and the national statutory retirement age has not been reached in the year of the examination;
(4) Academic qualifications:
1. Those who apply for kindergarten and primary school teacher qualifications shall have a college degree or above from a national education university;
2. Those applying for the teaching qualifications of secondary schools (including junior high schools, senior high schools and secondary vocational schools, the same below) shall have a bachelor's degree or above from a national education university;
3. Those who apply for the qualification of internship instructors in secondary vocational schools shall have a college degree or above from a national education university, and have a professional and technical position equivalent to an assistant engineer or above or a technical level of intermediate or above workers.
III. Registration Procedures
Candidates should register online through the website (http://ntce.neea.edu.cn) of the Primary and Secondary School Teacher Qualification Examination within the specified time, and will not be processed after the deadline.
The registration includes three links: online registration, online review of candidate information, and online payment. The registration process is as follows: candidates register → fill in personal information→ upload photos→ select the test area→ select the category→ select the subject→ submit it for review→ wait for the online review→ the review is passed→ online payment → registration is successful.
(1) Online registration
Time: 8:00 on July 5, 2024 to 18:00 on July 8, 2024.
Candidates who meet the registration conditions can log in to the website of the Primary and Secondary School Teacher Qualification Examination (http://ntce.neea.edu.cn), register an account according to the prompts and requirements, accurately fill in the basic personal information (especially the name, ID number, and the information filled in is inconsistent with the information on the ID card cannot take the exam), upload a photo, and submit the registration information for review. After submitting the registration information, candidates should check the online review results in time and complete the follow-up registration process on time.
The photo uploaded by the candidate must be a bareheaded frontal white background color ID photo within the past 6 months, showing the upper part of the candidate's head and shoulders, and hats, headscarves, headbands, and sunglasses are not allowed; The photo file size is not larger than 200K, and the format is JPG/JPEG (if the photo is too large, it is recommended to use tools such as drawing, Photoshop, ACDsee and other tools to crop and compress the photo); The uploaded photo will be used for the admission ticket and the certificate of passing the examination, please upload it in strict accordance with the requirements, if you upload a non-ID photo, you will not be able to pass the review.
(2) Online candidate information review
Time: 8:00 on July 5, 2024 to 18:00 on July 9, 2024.
The examination body of each examination area shall review the personal information such as photos submitted by candidates online within the specified time of registration, and if they meet the requirements, they will be approved, and the candidates' information shall not be modified after the review is passed; If the personal information such as photos does not meet the requirements, the review will not be approved, and candidates must upload accurate information again before the end of the review.
(3) Online payment
Time: 8:00 on July 5, 2024 to 24:00 on July 10, 2024.
Candidates who have passed the review log in to the online registration system to pay the fee and complete the registration process. Candidates who fail to pay the fee within the specified time will be invalid in registration.
Shaanxi Provincial Primary and Secondary School Teacher Qualification Examination Written Examination Registration Examination Fee is 70 yuan per subject.
4. Printing and examination of the admission ticket
Starting from September 9, 2024, candidates can log on to the registration system on the website (http://ntce.neea.edu.cn) of the Primary and Secondary School Teacher Qualification Examination, download and print the admission ticket by themselves, and take the examination with the second-generation resident ID card and admission ticket within the validity period according to the time and place indicated on the admission ticket. The test center shall be arranged by each test district according to the application situation in the standardized test center in the district and county within its jurisdiction. During the test, smart devices such as metal detectors and face recognition will be used to check and authenticate the prohibited items of candidates, and it is strictly forbidden to bring mobile phones and other communication tools into the test room.
5. Examination time
The Examination Standards and Examination Syllabus can be downloaded free of charge from the registration website.
6. Handling of violations
Candidates' violations shall be identified and dealt with in accordance with the Measures for Handling Violations in National Education Examinations (Decree No. 33 of the Ministry of Education), and the test results of the subject will be cancelled for candidates who have violated discipline; Candidates who cheat will be invalid and will be banned from participating in the teacher qualification examination for 3 years in accordance with the relevant provisions of the "Teacher Qualification Regulations". If the circumstances are serious and the criminal law is violated, it will be reported to the public security department and dealt with in accordance with the law.
7. Release of results
Starting from November 8, 2024, candidates can check the results of the written examination through the Primary and Secondary School Teacher Qualification Examination Website (http://ntce.neea.edu.cn). If candidates have any objections to their test results, they can apply for a score review in accordance with the score review announcement published on the Shaanxi Admissions Examination Information Network (https://www.sneac.com/) or the website of the Shaanxi Provincial Education Examination Institute (https://www.sneea.cn/) after the test results are released. When reviewing the scores, only the accuracy of the registered scores will be queried.
8. Precautions
(1) According to the Ministry of Education's "Notice on the Separate Coding of Public Subjects for Candidates Majoring in Music, Physical Education and Aesthetics in the Qualification Examination for Primary and Secondary School Teachers" (Teacher Sihan [2017] No. 34), the public subjects 1 and 2 of the written examination for candidates majoring in music, physical education and aesthetics are coded separately (corresponding subject codes: 201A, 202A, 301A, 302A), and the content of the examination is temporarily the same as the original subject. After the implementation of separate coding, candidates majoring in music, physical education and aesthetics should choose to apply for separately coded public subjects when registering for the written examination. Candidates who have passed subjects 201A and 202A will only be interviewed for the primary school category of music, physical education and aesthetics; Candidates who have passed subjects 301A and 302A will be interviewed only for junior high school, high school, and secondary vocational culture courses. The passing results of subjects 201, 202, 301 and 302 can be substituted for the passing results of subjects 201A, 202A, 301A and 302A; A pass in subjects 201A, 202A, 301A and 302A is not substituted for a pass in subjects 201, 202, 301 and 302.
(2) According to the "Notice of the Department of Teacher Work of the Ministry of Education on Adding "Mental Health Education" and Other Subjects to the Qualification Examination of Primary and Secondary School Teachers (Teacher Si Han [2017] No. 41) and the "Notice of the Department of Teacher Work of the Ministry of Education on Adding "Special Education" and Other Subjects to the Qualification Examination of Primary and Secondary School Teachers (Teacher Si Han [2019] No. 51), "Mental Health Education", "Japanese", "Russian", "Special Education" and other subjects have been added to the interviews of junior high school, high school, and secondary vocational culture courses in the primary and secondary school teacher qualification examinations. The third written test subject of the new discipline "Subject Knowledge and Teaching Ability" will be assessed together with the interview.
(3) From registering for the primary and secondary school teacher qualification examination to obtaining the teacher qualification certificate, the following links must be passed:
1. Sign up for the primary and secondary school teacher qualification examination (written test) and pass the written test;
2. Sign up for the primary and secondary school teacher qualification examination (interview) and pass the interview;
3. Download and print the "Certificate of Qualification Examination for Primary and Secondary School Teachers" online;
4. Bring the qualification certificate and relevant materials to the municipal (district) teacher qualification accreditation agency to apply for recognition, and obtain the teacher qualification certificate after passing the review.
Recognized teacher qualifications must meet basic conditions such as academic qualifications and physical fitness. Here's a special reminder: before applying for the examination, please be sure to carefully and fully understand the local primary and secondary school teacher qualification certification policies and requirements (see the attachment for the consultation telephone number of the examination and accreditation body), carefully read the content and regulations in the registration announcement for the primary and secondary school teacher qualification examination, and avoid the situation that the teacher qualification cannot be recognized after passing the examination due to blind application.
If the candidate is unable to take the exam or be recognized as a teacher due to insufficient understanding of the teacher qualification policy, incorrect filling or false personal information, etc., the consequences shall be borne by the candidate.
