At about 13:36 noon on the same day, Chen, a resident of a village in the jurisdiction of Zhuzhuang Town, Tongbai County, anxiously called the police, saying that the corn seedlings in his field had been eaten by the cattle of Huang's family in the neighboring town. Chen said that this is not the first time such an incident has occurred, but Huang has been ignoring it, which makes Chen feel helpless. After receiving the alarm, the police of Zhuzhuang Police Station quickly rushed to the scene to understand the specific situation.

After investigation, the police learned that Huang was a five-guarantee household, a native of Wucheng Town, with financial difficulties at home, his wife was sick in bed, and his children worked outside all the year round. He raised more than 10 cattle that, due to poor management, often ran to the mountains to graze on crops. Chen from Zhuzhuang Town and Huang from Wucheng Town are neighbors of neighboring villages and fields, so corn seedlings are eaten from time to time.

In the face of such a predicament, the police know that both sides are for their livelihood, but conflicts arise due to conflicts of interest. In order to balance the interests of both parties and avoid the escalation of the conflict, the police decided to mediate. Under the patient persuasion of the police, Huang realized his mistake and said that he would strengthen the management of scalpers to avoid similar incidents from happening again. At the same time, Huang was willing to compensate Chen for his losses, but due to the family's financial difficulties, he had to wait until early August to cash in.

After learning about Huang's practical difficulties, Chen also expressed his understanding and was willing to wait until early August to collect compensation. In the end, witnessed by the police, the two parties signed a mediation agreement, clarifying the amount of compensation and the time limit for performance. The dispute caused by scalpers eating corn seedlings was satisfactorily resolved with the patient mediation of the police.
