02Recruitment plan

03Recruitment conditions

(1) Basic conditions

1. Have the nationality of the People's Republic of China, support the leadership of the Communist Party of China, love socialism, and love education;

2. Support the Constitution of the People's Republic of China, abide by the law, and enjoy civil and political rights;

3. Have good professional ethics, abide by laws and regulations, have good conduct, and abide by the work discipline of the unit;

4. Physical and mental health, with the age and physical conditions that meet the national or industry regulations and can adhere to normal work;

5. Have the professional knowledge and business ability required for the position, and be able to apply for the position.

(2) Qualifications

1. Academic degree: primary and secondary school teachers are required to have a bachelor's degree or above and obtain a corresponding degree at the same time; The position of kindergarten teacher requires a college degree or above. The degree certificate of 2024 college graduates must be obtained before July 31, 2024.

2. Age: The deadline for age calculation is January 2024. Junior college students, undergraduate students and master's students are 35 years old and below (born after January 1, 1988), and doctoral students are 40 years old and below (born after January 1, 1983).

3. Putonghua level: Kindergarten teachers and Chinese teachers must have a Putonghua level of Grade 2A or above, and teachers of other disciplines must have a Putonghua grade of Grade 2 B and above.

4. Teacher qualification: one of the following three conditions must be met: (1) have the corresponding teacher qualification certificate; (2) Hold a valid certificate of passing the teacher qualification examination for the corresponding school period; (3) The 2024 class of education graduate students and publicly-funded normal students should have the "Teacher Professional Ability Certificate for Normal Students" issued by the university from which they graduated. Among them, the personnel who have obtained the certificate of passing the teacher qualification examination ("Teacher Professional Ability Certificate for Normal Students") shall obtain the corresponding teacher qualification certificate within the specified one year, and the employment contract will be terminated according to law after the deadline. Primary and secondary school teacher qualification certificate or teacher qualification examination certificate can be used at a high level.

5. Those who apply for the examination with foreign academic qualifications and degrees should provide the academic degree certification materials of the Service Center for Scholarly Study of the Ministry of Education.

(3) In any of the following circumstances, the application shall not be accepted:

1. Those who have received Party or government disciplinary sanctions or criminal punishments, and are currently in the period of punishment (punishment);

2. Those who are undergoing disciplinary review, judicial investigation, or audit;

3. Those who have previously received criminal punishment for a crime or have been dismissed from public office;

8. Applicants who may not be accepted by laws, regulations, rules and policies.

04Recruitment procedures and methods

(4) Written test 1. The written test is planned to be held in mid-July, and the specific time and place are subject to the admission ticket or written test announcement. 2. The content of the written test: The subjects of the written test are 2 subjects, namely "Comprehensive Knowledge of Education" and "Vocational Aptitude Test" Category D, and the written test results are based on a 100-point system, of which "Comprehensive Knowledge of Education" accounts for 60% and "Vocational Aptitude Test" Category D accounts for 40%.

(5) After the written examination of qualification review, the written test results and qualification review notice will be published in the evaluation system (https://ks.jobhb.com/wsbm/sys-list-hb?fcode=szjs) of Hubei Talent Development Group. According to the written test results from high to low scores, according to the job recruitment plan and the number of shortlisted interviews 1:3 ratio to determine the list of personnel to participate in the qualification review, the written test results are tied, together with the list of qualification review personnel, and the qualification review. (6) Interview 1. (7) The calculation of the results shall be included in the candidates' comprehensive scores according to the ratio of 4:6 of the written test results and the interview scores, and then the candidates for the physical examination and inspection will be determined in a ratio of 1:1 according to the comprehensive scores from high to low. If there is a tie in the comprehensive scores of the candidates, the one with the highest score in the written test will enter the physical examination and inspection link. If the results of the written test are still the same, the one with the higher score of "Comprehensive Knowledge of Education" will enter the physical examination and inspection link.

(8) After the physical examination and inspection interview, according to the comprehensive results of the candidates' written examination and interview, from high to low, the candidates will be determined according to the ratio of 1:1, and enter the physical examination and inspection procedures. The physical examination standards shall be implemented with reference to the General Standards for Physical Examination for Civil Servants (Trial), and the Physical Examination Form for Government Procurement Service Contract Teachers in Jiangxia District for Public Recruitment shall be used uniformly during the physical examination. The medical staff in charge of the medical examination and the chief examiner must sign a clear pass or fail opinion in the result column. If the applicant has doubts about the results of the physical examination, he or she can apply for a re-examination. When there is a vacancy due to unqualified physical examination, unqualified inspection or other objective reasons, it will be filled in order according to the comprehensive score of the personnel applying for the same position from high to low.

(9) After the completion of the physical examination and assessment procedures, the personnel to be hired shall be publicized. It will be publicized on the Hubei Talent Network (www.jobhb.com) for a period of 5 working days. If the personnel to be hired are found and verified to be unsuitable for employment during the publicity period, their employment qualifications will be cancelled.

(10) Handle the employment formalities of the proposed personnel after the publicity of the personnel have no objection, by the District Education Bureau for the contract employment procedures, the proposed personnel are in-service personnel, shall provide the dissolution or termination of the labor contract with the original unit in accordance with the law, and provide written proof or resignation approval.

05 Measures for the Administration of Government Procurement of Service Contract Teachers

(1) The government purchases service contract teachers by the employing school under the District Education Bureau to sign an employment contract, and the contract is signed once a year. If the employer fails to renew the employment contract with the employer upon the expiration of the contract, the contract shall be terminated and the labor relationship shall be automatically terminated.

(2) The employing school is responsible for the day-to-day management of contract teachers for government procurement of services, and the school may dismiss those who do not obey the school's management, are incompetent for education and teaching work, or have serious violations of discipline and regulations; Contract teachers who are pursuing a full-time academic degree during the employment period are required to terminate their employment contract.

(3) After the government purchases service contract teachers who resign or are dismissed by the school after signing the employment contract, the district education bureau shall report to the district preparation office, the district human resources and social security, and the district finance department for the record.

06 Government procurement of services contract teacher treatment

(1) The government purchases service contract teachers to implement a fixed salary system (approved according to the per capita standard of 95,000 yuan/year), and the required funds are fully included in the budget by the district finance. Its salary includes two parts: basic salary and performance incentive salary, of which the basic salary standard is approved according to the standard of 75,000 yuan/person*year (including the part paid by the enterprise employee insurance and housing provident fund unit), which is paid on a monthly basis; The incentive salary shall be approved according to the standard of 20,000 yuan/person*year, and shall be paid by the employing school according to the annual assessment of the teacher's work performance and work performance, and the specific assessment and distribution method shall be formulated by the employing school.

(2) During the employment period of the contract teachers purchased by the government, the employing school shall purchase the enterprise employee insurance and housing provident fund for them in accordance with the relevant regulations, and the part borne by the unit in the enterprise employee insurance and housing provident fund shall be paid by the employing school from the total salary of the contract teacher, and the part borne by the individual shall be withheld by the employing school from the basic salary of the individual.

(3) The promotion of the title of the government purchasing service contract teacher shall be included in the management of the same type of public teachers by the District Human Resources and Social Security Bureau, but the management measures for classified operation shall be implemented with public teachers.

(4) The working hours system and leave system stipulated by the state implemented by the employing school are also applicable to the government procurement service contract teachers recruited this time.

07 Other matters

(1) The relevant notices of each link of the application will be announced through the website or notified by text message, telephone and other forms, and candidates are requested to keep the communication smooth and pay attention to the Hubei Talent Network in time.
