In order to effectively perform the duties and missions of preventing and resolving major safety risks and responding to and dealing with various disasters and accidents, in accordance with the "Measures for the Recruitment of Firefighters of the National Comprehensive Fire and Rescue Team" (Ministry of Human Resources and Social Security [2021] No. 58) and other laws and regulations, Shandong Province hereby announces the following matters related to the recruitment of firefighters by the national comprehensive fire and rescue team to the society in 2024:
1. Recruitment plan
With the approval of the Ministry of Emergency Management, the Ministry of Human Resources and Social Security, and the Ministry of Veterans Affairs, a total of 480 firefighters (all male) were recruited by the national comprehensive fire rescue team in Shandong Province. Among them: 420 firefighters were recruited by the fire rescue team (210 college graduates, 140 retired soldiers, and 70 young people); The forest firefighting team recruited 60 firefighters (30 college graduates, 20 retired soldiers, and 10 young people).
2. Recruitment conditions and scope
(1) Have the nationality of the People's Republic of China;
(2) Abide by the Constitution and laws, and support the leadership of the Communist Party of China and the socialist system;
(3) Volunteer to join the national comprehensive fire and rescue team;
(4) Be over 18 years old and under 22 years old, and be born between September 1, 2001 and August 31, 2006. Personnel with a college degree or above, retired soldiers of the People's Liberation Army and the Armed Police Force, full-time government firefighters and full-time government forestry firefighters with more than 2 years of practical experience in fire fighting and rescue can be relaxed to 24 years old (born after September 1, 1999). For special professionals urgently needed for fire and rescue work, the age can be further relaxed with the approval of the Ministry of Emergency Management, and in principle, it shall not exceed 28 years old (born after September 1, 1995);
(5) Have a high school education or above;
(6) physical and mental health;
(7) Have good conduct;
(8) Other conditions provided for by laws and regulations.
Fresh graduates of colleges and universities must be 2024 fresh graduates who have participated in the national unified examination for enrollment of ordinary colleges and universities (including graduate training units) and obtained a full-time college degree or above and corresponding degrees. Graduates of ordinary institutions of higher learning who are enrolled in the 2022 and 2023 years of national unified enrollment and who have not secured a job at the time of leaving school and during the career selection period (the state stipulates that the employment selection period is two years) may be treated as fresh graduates.
Retired soldiers must be retired soldiers of the People's Liberation Army or the Armed Police Force who have completed their service period, and mainly retired conscripts of combat units.
The age is relaxed to 24 years old, the government full-time firefighters and the government full-time forestry firefighters must work in the grassroots front-line fire fighting and rescue positions (according to the grassroots station, team combat team personnel grouping) work, with more than 2 years of direct experience in fire rescue.
3. Online registration and qualification review
The recruitment of firefighters adopts the method of online registration, and the qualification examination is carried out by means of online preliminary examination and on-site review.
(1) Online registration. Recruitment targets can log in to the National Comprehensive Fire and Rescue Team Firefighter Recruitment Platform (https://xfyzl.119.gov.cn) after 23:00 on July 5, 2024 and before 18:00 on July 26, 2024, to inquire and browse recruitment information and register.
According to the identity category, the recruitment target should select the type of person (college graduates, retired soldiers or young people), fill in personal information for account registration and real-name authentication. Retired soldiers must not conceal their service experience and choose to register as "college graduates" or "social youths", and their recruitment qualifications will be cancelled once discovered.
The recruits log in to the registration system with the registered account and password to enter the corresponding registration channel. Enter information such as application intention, adjustment volunteer, academic experience, commendation and award according to the system prompts, and upload ID photos, residence permits, discharge certificates and other pictures. The registration ID photo includes a recent 1-inch bareheaded frontal color photo (must be on a blue or white background, 295×413 pixels, jpg or jpeg format) and an ID photo (the front and back of the ID card must be taken horizontally, the ID card must be in the center as a whole, without a border, to ensure clarity, jpg or jpeg format), and the ID photo can only be uploaded after being verified by the system tool. Applicants with a full-time college degree or above must fill in the major and professional code (which can be queried on the notice board of the firefighter recruitment platform). Full-time government firefighters and full-time forestry firefighters who are relaxed to 24 years old must submit a certificate of more than 2 years of actual work experience in fire rescue issued by the personnel department of the competent unit at a higher level. Those who provide false registration information will be disqualified.
Applicants can choose to register in the province of household registration or the province of habitual residence according to their personal intentions. Among them, those who register in the province where their household registration is located can choose their intention to apply for the examination according to the recruitment plan; Those who register in the province of habitual residence with a residence permit can only apply for the local fire rescue team or forest fire brigade. If you choose to obey the adjustment, you can choose from the options of "inter-provincial team" (volunteer to transfer between the fire rescue team and the forest firefighting team in the province), "inter-provincial team" (volunteer to make a nationwide adjustment within the selected team), and "inter-provincial and inter-team" (volunteer to adjust between two teams nationwide) according to your personal intention.
If you apply for the relaxation of the age of special professionals, you shall submit a written application and a copy of the relevant certificates to the Provincial Firefighter Recruitment Office before July 12, and the Provincial Firefighter Recruitment Office shall organize the review, publicity and report to the Ministry of Emergency Management for approval and approval, and then handle the online registration. The standard conditions and procedures are set out in Annex 1.
Recruitment targets can also go to the detachments, brigades, and stations (squadrons) of the national comprehensive fire and rescue team to receive promotional materials and fill in the registration information online on the spot. Applicants must print the admission ticket with their registered account and login password, and check the recruitment progress, please be sure to keep it in mind.
(2) Online preliminary examination. During the online registration period, the Shandong Provincial Firefighter Recruitment Office will conduct a preliminary review of the registration information of the recruitment object, and in principle, the registration information will be completed within 5 working days after submission. In the previous recruitment of firefighters, the recruitment targets who leave without authorization after being hired for the record without legitimate reasons will not be approved in the preliminary examination.
Before the online preliminary examination, the recruits can modify the registration information or cancel the registration information by themselves.
After the online preliminary examination is passed, the registration information shall not be modified in principle. If the recruitment object finds that the registration information or the type of registered person is wrong and needs to be modified, he or she must submit an application in the registration system, explain the reason, and after being approved by the provincial firefighter recruitment office, modify the information and resubmit it for review or cancel it and register again. If the registration information is incomplete or the type of registrant is selected incorrectly, the recruiter shall modify the information according to the prompts of the registration system and resubmit it for review or cancel the registration again. If it is found that the preliminary examination does not meet the scope of the conditions, the recruitment object can submit an application for modification of the information in the registration system, explain the reason for the modification in detail, and report to the provincial firefighter recruitment office for review and confirmation by the firefighter recruitment office of the national comprehensive fire and rescue team. The application for information modification is limited to 1 time, and the recruitment target must be declared before July 24, and it will not be accepted from 0:00 on July 25.
(3) On-site review. According to the results of the online preliminary examination, those who have passed the preliminary examination shall go to the firefighter recruitment working group of each city for on-site review from July 20 to July 28 (review time 9:00-11:30 a.m., 14:00-17:00 p.m.) (the specific review location and contact information will be notified separately), and the original and copy of the certificate and certificate shall be brought by the ID card (residence permit), household registration booklet, graduation certificate (degree certificate), discharge certificate, meritorious service award and other documents and certificates to participate in the on-site review. The age is relaxed to 24 years old, government full-time firefighters and government forestry firefighters must provide proof of more than 2 years of fire rescue work experience, labor contract, and social security materials. Those who pass the review must carefully read the "National Comprehensive Fire and Rescue Team 2024 Firefighter Recruitment Knowing" (Annex 2), and sign the "National Comprehensive Fire and Rescue Team Firefighter Recruitment Registration Form" for confirmation. Those who refuse to sign will be disqualified.
If the registration information is false or does not meet the scope of the recruitment conditions, the review will not be approved.
4. Physical examination and assessment test
Applicants who have passed the qualification examination shall participate in the physical examination, political assessment, physical fitness test and job adaptability test, psychological test, interview, and the specific assessment project sequence, time, place and other arrangements, and the Shandong Provincial Firefighter Recruitment Office will be notified separately according to the actual work. Please log on to the National Comprehensive Fire and Rescue Team Firefighter Recruitment Website (http://xfyzl.119.gov.cn) to check the assessment information and schedule.
(1) Physical examination. It shall be carried out in a designated general hospital at or above the municipal level, and the standard shall be implemented with reference to the "Physical Examination Standards for Recruited Citizens" (land service personnel), and those who are not qualified will not be recruited. If the recruit has doubts about the results of the physical examination and applies for a re-examination, a re-examination may be conducted with the consent of the provincial firefighter recruitment office, and the results of the physical examination shall be subject to the conclusion of the re-examination; Items that can be affected by taking medications or other treatments will not be repeated. Based on the special requirements of the fire and rescue profession, those who have been assessed for disability and have serious injury and illness treatment records and are not suitable for fire and rescue work will not be recruited.
(2) Political evaluation. Refer to the requirements for political assessment of conscription. Those who do not meet the relevant provisions on political evaluation are not to be recruited.
(3) Physical fitness test and post adaptability test. In accordance with the "National Comprehensive Fire and Rescue Team 2024 Firefighter Recruitment Physical Fitness Test, Job Adaptability Test Items and Standards" (Annex 3). The physical fitness test implements quantitative scoring, and the effective score of a single item is 1 point ~ 15 points (those who do not achieve valid results will not be recruited), and the total score is up to 40 points. If the individual score of the post adaptability test does not meet the "average" standard, it will not be recruited.
(4) Psychological testing. The psychological test is conducted using the firefighter recruitment psychological testing system, and the system automatically judges "pass" or "fail". Those who fail to pass the psychological test will not be recruited.
(5) Interview. The interview is implemented with reference to the practice of public institutions recruiting personnel, and the interview is quantitatively scored, with a full score of 100 points, and those with less than 60 points are "unqualified". Those who fail to pass the interview will not be recruited.
5. Publicity and recruitment
(1) Publicity. According to the physical fitness test, interview total score and direct recruitment, priority recruitment rules of college graduates, retired soldiers, and social youth, the comprehensive physical examination, political assessment, job adaptability test, and psychological test are ranked, in principle, according to the number of no more than 130% of the recruitment plan (specifically determined by the provincial firefighter recruitment office) to be hired (to be filled) The list of personnel to be hired (to be filled) is determined by classification, and it is publicized to the public on the notice board of the recruitment platform, and the publicity time is 5 working days. Before the announcement of the recruitment target, a letter of commitment must be signed to join the team, and those who refuse to sign the letter of commitment will be cancelled.
1. Direct recruitment rules: Graduates who have participated in the unified examination for enrollment of ordinary colleges and universities (including graduate training units) and obtained a full-time bachelor's degree or above and the corresponding degree, retired soldiers, government full-time firefighters and government full-time forestry firefighters who have been awarded personal third-class merit or above, are recruited and directly hired after passing the assessment, and the priority is the academic level, urgently needed major (see Annex 4 for the professional catalog), and the award of personal third-class merit or above, according to the priority order within the plan indicators. The comprehensive score ranking is from high to low (the same below). Individual awards for meritorious service of the third class or above shall be meritorious service awards organized and implemented in accordance with the "Disciplinary Regulations of the Chinese People's Liberation Army" or the "Interim Provisions on Awards for Emergency Management Systems".
2. Preferential recruitment rules: Full-time college graduates who urgently need majors are preferred. Priority will be given to members of the Communist Party of China, those who have won commendations such as "three good students" and "outstanding league members", and special professionals who have relaxed the age requirements for registration.
(2) Recruitment and induction training. According to the publicity, determine the list of hired personnel. If there is no problem or the problem does not affect the recruitment, the recruitment procedures shall be handled in accordance with the prescribed procedures; If there are serious problems and there is evidence, they will not be hired; If there are serious problems in the report, but it is difficult to verify it for the time being, the employment shall be suspended, and the decision on whether to hire will be made after the verification and conclusion is made.
Newly recruited firefighters participate in a one-year induction training. Within 3 months of induction training, organize and carry out political assessment review, physical examination review, and psychological test review. Improve mechanisms for the discovery and verification of hidden diseases such as key observations, special physical examinations, compression tests, and medical record investigations, and include lumbar intervertebral disc herniation, meniscus injury, ligament injury, ankylosing spondylitis, and other diseases that affect fire and rescue work into the scope of physical examination and reexamination. If any of the unqualified items are re-examined, the re-examination and re-test will be cancelled. For those who fail to report after being hired, or withdraw within 2 months of induction training, they can be supplemented in order of ranking from the personnel to be supplemented from the publicity, and will not be supplemented thereafter.
If the re-examination and re-examination are qualified, the induction training agreement shall be signed, the rights and obligations of both parties shall be clarified, and the employment and filing procedures shall be handled. If the induction training period expires and the assessment is not qualified, or there are other circumstances that are not suitable for fire rescue work, the employment shall be cancelled.
Newly hired firefighters must not resign within 5 years of work (including the induction training period), and those who leave their jobs without justifiable reasons shall not participate in the recruitment of firefighters again thereafter, and shall be recorded in the credit records of relevant personnel. Those who leave their jobs without justifiable reasons during the induction training period must be refunded their personal wages, and pay the physical examination and re-examination fees, training food expenses, etc.
6. Career development and security
Firefighters who have been approved for employment and pass the assessment at the end of the induction training period shall be awarded the corresponding fire and rescue titles in accordance with the provisions of the Regulations of the People's Republic of China on Fire and Rescue Titles, and shall be uniformly distributed by the employing unit within the administrative area of the province (autonomous region and municipality directly under the Central Government). After working for the specified number of years, according to the individual's ability and quality, actual performance and job vacancies, they can be promoted step by step according to the prescribed proportion. Outstanding business backbones can be selected through the enrollment examination to China Fire and Rescue College for training, and when they graduate, they will be employed in a variety of ways according to relevant policies. Firefighters with a full-time bachelor's degree or above, according to the needs of cadre supplementation, can be recruited as cadres through the civil service examination if they meet the prescribed conditions.
Firefighters shall implement a salary and other treatment guarantee policy system that is in line with the sequence of their positions and ranks and in line with the characteristics of the fire rescue profession. During the one-year induction training period, the treatment shall be temporarily implemented in accordance with the standard of reserve firefighters (first grade).
The Ministry of Emergency Management, the National Development and Reform Commission, the Ministry of Education, the Ministry of Finance, the Ministry of Human Resources and Social Security, the Ministry of Transport, the Ministry of Veterans Affairs and other ministries and commissions jointly issued the "Notice on Doing a Good Job in the Preferential Treatment of Personnel of the National Comprehensive Fire and Rescue Team" (Emergency [2019] No. 84) and the "Notice on Matters Concerning the Protection of the Preferential Rights and Interests of the Personnel of the National Comprehensive Fire and Rescue Team" (Jiao Yun Gui [2019] No. 4) and other documents, clarifying the employment and entrepreneurship of the personnel of the national comprehensive fire and rescue team, family preferential treatment, children's schooling, housing and medical care, transportation, visits and other aspects to enjoy special preferential policies.
Firefighters shall be placed in accordance with relevant policies and regulations after exiting.
7. Discipline and supervision
The recruitment of firefighters adheres to the disclosure of information, process and results, and actively accepts social supervision. 1. The recruitment of firefighters is organized and implemented by the Shandong Provincial Firefighter Recruitment Office, and does not specify the examination counseling book, and does not hold or entrust any institution to hold examination counseling training courses.
2. The qualification review runs through the whole process of recruitment. Recruits who provide false materials or deliberately conceal facts when registering, forge or fabricate relevant certificates, materials, and information to defraud recruitment qualifications, cheat, collude to cheat, or participate in cheating organizations, refuse or obstruct staff from performing management duties, threaten, insult, slander, or frame staff or other recruits, and other violations of discipline and rules that disrupt the order of recruitment work, once verified, will be disqualified.
