The loud and sound announcements have amplified the warning effect, urged all localities and departments to continue to work hard to rectify the stubborn diseases of formalism and bureaucracy, and guided cadres to establish and practice a correct view of political performance, so as to better encourage them to take responsibility.

Since the second quarter, for the first time, the rectification of formalism has forwarded the typical problems of local notices for the grassroots burden reduction work platform. The circulars forwarded on both occasions pointed to the typical problem of formalism increasing the burden on the grassroots in the assessment.

Let's look at the "typical symptoms" of typical problems.

Carry out supervision, inspection, and assessment "in name but not in reality". According to the report of Hunan Province, Cili County, Zhangjiajie City, arbitrarily took documents and meetings as assessment indicators. When formulating the 2023 annual supervision and inspection assessment plan, the county integrated the river and lake chief system, forest chief system, field chief system, and road chief system into the "four-long system of work supervision", but in the actual implementation process, the leading departments of each business did not deploy and carry out it in a unified manner as planned.

There is a lack of coordination in carrying out supervision, inspection and assessment. In the cases of Qujing City and Huize County reported by Yunnan Province, it can be seen that in the supervision and inspection assessment accepted by Huize County and its townships in 2023, the supervision and inspection assessment at the city and county levels is not well coordinated, the implementation of the plan is not strict, and nearly 90% of the supervision and inspection assessment are not included in the plan management. The situation of random development and centralized gathering is more prominent, and there are repeated supervision of the same matter, which has caused a great burden on the grassroots.

Some localities have expanded the scope of assessment without authorization. According to the report of Zhejiang Province, Lucheng District of Wenzhou City has set up indicators and tasks for towns (streets) beyond the scope of their functions. Another example is the Ningxia Hui Autonomous Region's report that the Yinchuan Municipal Health Office is engaged in the "1,000-point system" evaluation problem. In March this year, the Yinchuan Municipal Health Office carried out healthy "cell" creation activities in violation of regulations and authorization, and required the grassroots to carry out the creation work in accordance with the "Ningxia Health "Cell" Construction Standards and Evaluation Rules issued by the Autonomous Region Health Office in 2020 to improve the archives. The "Evaluation Rules" are divided into 7 sections, including "Healthy Community" and "Healthy Village", and the total score of each section is 1,000 points, and the assessment indicators are too detailed and complicated and unrealistic.

These unrealistic and arbitrary supervision, inspection, and assessment have undoubtedly increased the unnecessary burden on the grassroots units, and we must vigorously guard against and prevent them.

"To reduce the burden on the grassroots, we must clarify the rights and responsibilities, and we cannot put pressure on the grassroots for everything, and we must make clear the responsibilities and matters of what work the grassroots should undertake......

Since the beginning of this year, General Secretary Xi Jinping has visited villages and communities in various places during his investigation and research, and has been thinking about the work of rectifying formalism and reducing the burden on the grassroots level, and has sent a clear signal to do a good job in this work.

In January this year, the meeting of the special working mechanism for rectifying formalism at the central level to reduce the burden on the grassroots emphasized that it is necessary to deeply understand the importance and urgency of deepening and expanding the rectification of formalism to reduce the burden on the grassroots from the perspective of the overall situation of the party and the country.

The importance and urgency of this work can be seen from the specific degree of work deployment this year. The meeting specifically drew out the specific direction of this year's work, including the following key aspects:

focus on correcting problems such as "performance project", "image project" and "face project";

Strive to solve the problems in the reduction of fine texts and the supervision and inspection;

Efforts should be made to improve the effectiveness of learning and research, and further solve the problems of concentrated research and research, and only investigation but not research;

Focus on correcting "formalism at your fingertips", continue to promote the rectification of typical problems, and break down data barriers;

Efforts should be made to crack the simple "one-size-fits-all" approach in rural revitalization, and resolutely prevent "poor tossing" and "showmanship";

Strive to solve the problems existing in various demonstration activities, and do not do flashy things;

Efforts should be made to solve the problem of secondment of grassroots cadres, improve the standardized management system, and strictly control the secondment of staff from units below the county level;

focus on cleaning up and standardizing festivals, forums and exhibitions;

Efforts should be made to improve the assessment methods, promote the transformation of simple examination of "materials" and "traces" to focus on the effectiveness of examination and look at "potential performance", so as to free cadres from complicated assessment and devote more energy to implementation;

Efforts should be made to clean up the problem of "indiscriminate listing" of grassroots organizations, standardize the system of access to the responsibilities of grassroots affairs, and strengthen audit and control from the source.

Adhere to the problem-oriented approach and clarify the direction of governance.

The report of typical problems will clarify the red line again and again, so that party members and cadres can understand what is the prominent problem of formalism, what kind of indicators, tasks, and working methods "cannot be had", and what kind of supervision, inspection, and assessment are "unscientific".

Since the second quarter, the three typical problems reported by the Office of the Special Working Mechanism for Reducing the Burden on the Grassroots at the Central Level and the General Office of the Central Commission for Discipline Inspection have once again sounded the alarm for party members and leading cadres.

In some places, there are still unrealistic and blind targets and tasks; The work takes care of the "face" and ignores the "lining", and emphasizes the form over the actual effect; Simply impose work tasks through executive orders.

For example, some cities and counties in Shanxi Province have increased the number of business entities to increase the growth task. In 2022 and 2023, Xinjiang County, Yuncheng City, Qinshui County, Jincheng City and other places will ignore their own realities and violate the laws of the market, and issue indicators at all levels in the form of administrative orders, and forcibly promote the task of doubling the number of business entities.

Under the strong push of the superiors, in order to complete the task and respond to the assessment, some towns (streets) adopted methods such as mobilization and agency to register some business entities that have no actual business in the name of the masses to fill the number, and even one person registered more than 20 business entities.

Looking at the whole country, all localities have come up with vigorous and long-term measures to carry out rectification to the end.

The over-filling and excessive traces of the information system are one of the problems that are strongly reflected at the grassroots level. Shanghai uses digital means to reduce the burden on grassroots cadres and increase the efficiency of grassroots governance. The city has streamlined the information systems of municipal departments for residential villages from 38 to 15, and on this basis, it has built a unified "community cloud" digital platform for grassroots governance in the city, and all the 15 information systems that have been retained have been connected to achieve one-stop login, one-screen use, one-door handling, and integrated inquiry. At the same time, promote cities, districts, and towns to first obtain data from the grassroots governance theme database, so that the villages can collect as little as possible and have more cores, so as to reduce the burden on the grassroots.

In Zhejiang, breakthroughs in key areas have led to the advancement of the overall work, and some outstanding problems that have been strongly resented at the grassroots level have been rectified and rectified. Since the rectification, the province has cleaned up 188 festivals, forums and exhibitions, with a reduction rate of 82%; Provincial and provincial work departments created demonstration projects and evaluation and commendation activities were reduced by 84.1% and 51.6% respectively; Organs (units) at or above the county level in the province have dismissed and seconded 1,259 township cadres.

Guangdong Province has formulated and issued the "Negative List for Rectifying Formalism and Reducing the Burden on the Grassroots" to describe in detail the specific manifestations of formalism, so that all localities and departments can predict in advance, take the initiative to prevent it, and resolutely overcome the problem of formalism in their work. The negative list includes 78 requirements in 12 aspects, including performance view, documents, meetings, supervision and inspection, investigation and research, and government affairs APP.

For example, in terms of government affairs APP, the province will mandate download and install, log in regularly, count online time and follow likes, canvass for votes, forward comments, fill in multiple reports, repeatedly ask for data, and engage in "digital divides" and "information islands" as prohibited matters. At the same time, Guangdong Province has also continued to follow up on the implementation of the negative list, and promptly corrected and rectified the problem of violating the negative list through reminders, interviews, notifications, etc.

In order to improve the quality and efficiency of implementation, Hunan Province has fully implemented non-disturbance supervision. Hunan provincial level rectification formalism for the grassroots burden reduction special work mechanism, issued on the comprehensive implementation of non-disturbance supervision and further improve the quality and effect of the implementation of several measures. The measure stipulates that in the future, all departments at all levels will need to "assign codes" to carry out supervision and inspection, and coordinate and promote the quality and efficiency of supervision work and reduce the burden on the grassroots.

According to the "several measures", all supervision matters must be coordinated and standardized, after the audit through the "non-disturbance supervision" information system to automatically generate the "code on the implementation" two-dimensional code, showing the implementation of the subject, time, object, frequency and other elements of information, on-site supervision must be bright code, can be scanned for verification, without the code or code reading information does not meet, the supervised object can not cooperate. This year, the overall reduction rate of the Hunan provincial supervision and inspection plan reached 46%, and the number of filing items decreased by 67% year-on-year.
