At present, Shaanxi is in the critical period of preventing heavy rain and floods, extreme abnormal weather is frequent, and the situation of flood prevention and disaster relief is severe and complex, and the league organizations at all levels in the province should resolutely implement the spirit of General Secretary Xi Jinping's important instructions on flood prevention and disaster relief, conscientiously implement the relevant arrangements and deployments of the provincial party committee and the provincial government, and organize youth commandos and young volunteers to participate in flood control and other emergency disaster response and safety production work in a timely manner in accordance with the guidelines for the work of youth commandos and youth volunteers in Shaanxi Province, so as to further enhance the overall contribution of the league organization.

1. General requirements

Thoroughly implement General Secretary Xi Jinping's important thoughts on youth work, further study and implement the spirit of General Secretary Xi Jinping's important instructions on flood prevention and disaster relief, widely guide youth league members to consciously align themselves with the role of party organizations as a fighting fortress and the vanguard and exemplary role of party members, and organize and mobilize youth league organizations and youth league members at all levels in the province to give full play to the role of new forces and commandos in flood prevention and disaster relief.

II. Basic Principles

(1) Safety first. Comply with the guidance requirements of professional institutions, obey the unified scheduling arrangement, be sure to ensure that safety protection measures are in place and the training is qualified before carrying out work, continuously strengthen safety awareness, strictly strengthen self-protection, and strictly prevent secondary and derivative accidents.

(2) Nearby convenience. Relying on local resources, organize youth backbones and youth collectives, such as Youth Civilization, youth volunteer organizations, and youth members in new employment groups such as online car-hailing drivers, food delivery workers, and couriers, to participate in flood prevention and disaster relief work on the spot.

(3) Organizational management. It is necessary to have clear surprise tasks and clear organizational divisions by local party committees and governments, scientific arrangements for the division of labor, and persist in territorial command and overall planning by districts and counties within the organizational system of the Communist Youth League.

(4) Professional participation. Efforts should be made to organize and mobilize young collectives and individuals with professional and technical expertise in emergency management, danger investigation, emergency rescue and embankment fixing, river dredging, rescue and rescue, material transfer, medical treatment and other related fields to form and participate in youth commandos, set up professional teams, and carry out various tasks in a timely and effective manner.

Third, the content of the work

(1) Carry out mapping reserves. Find out the resources that can be mobilized, establish a reserve pool of youth commandos and young volunteers, and grasp basic information. Generally, it relies on the internal integrity of the enterprise or public institution to form posts, stations, platforms, vehicles, ships, institutes, classes, groups, etc., and under special circumstances, project teams can also be formed according to specific objectives and tasks.

(2) Devote themselves to disaster relief tasks. The municipal and county youth league committees are responsible for coordinating all types of youth commandos and young volunteers at all levels in the region, reporting to the local party committee and government as soon as possible, and obeying the unified scheduling arrangements of the local party committee and government, focusing on the construction of protective embankments, maintenance of traffic order, communication support, power supply, water supply and gas supply, transfer and resettlement of disaster victims, reserve and distribution of disaster relief materials, post-disaster reconstruction, psychological counseling, health and epidemic prevention, and online rescue platform construction and other fields to participate in various key tasks.

(3) Strengthen service safeguards. League organizations at all levels should actively broaden their channels, strive for support, and do their best to provide necessary supplies for youth commandos, young volunteers, and all kinds of front-line flood prevention teams. It is necessary to take the initiative to communicate and connect, and include the children of front-line flood control personnel in need into the "love summer nursery school" nearby to help them solve their worries. Relying on resources such as youth homes, 12355 youth service desks, and popular science education venues, we will carry out in-depth safety and self-care education and psychological counseling for young people during the summer vacation, so as to help young people enhance their awareness of risk avoidance and master the necessary emergency self-rescue skills.

(4) Strengthen information publicity. Make good use of all kinds of media resources, promptly publicize and explain the decisions and deployments of party committees and governments to the majority of young people, widely carry out popular science publicity on flood prevention and disaster relief, and cooperate with the meteorological department to release at least one weather forecast, emergency avoidance and other information every week. Strengthen categorical guidance for youth commandos and youth volunteers, formulate corresponding work processes and management measures, and do a good job of dynamic adjustment of information. At the same time, do a good job in data collection, data statistics, information reporting, etc.

Fourth, the relevant requirements

(1) Attach great importance to it.
