It is reported that this report was released by the Aristotle Foundation, a Calgary think tank, and the report pointed out that if poverty is defined by after-tax income, then about 58% of the poor in Canada are white (about 1.6 million people);
If measured by the real cost of living, 64.4% of Canada's poor population is now white (about 2.5 million people).
This means that Canada's welfare policies, which are now more inclined to support racial minorities, may be flawed, the report says, because the really poor are whites.
The report singled out Ontario's Racialization and Indigenous Entrepreneur Support (RAISE) grant program, which has broad criteria for minority and Indigenous peoples, and nearly 10.5 million people whose incomes are not below the poverty line but still receive subsidies.
In contrast, some 1.4 million genuinely low-income earners do not have access to benefits.
The study also found that poverty rates among some ethnic minorities in Canada are now on par with or even better off than whites.
These groups include Korean, South Asian and Chinese Canada, who already earn more than whites on average each week.
The report recommends that the federal government in Canada should abandon racial criteria when developing poverty support policies, focus on who is in need rather than specific ethnicity, and create a wide range of opportunities for low-income earners.
