Yesterday, the Political Bureau of the Central Committee of the Communist Party of Vietnam issued the "Notice on the Health of General Secretary Nguyen Phu Trong" (hereinafter referred to as the Notice).

The circular pointed out that recently, in accordance with the requirements of the Central Health Committee of the Communist Party of Vietnam, General Secretary of the Central Committee of the Communist Party of Vietnam Nguyen Phu Trong "both directed the work and received treatment and health services."

The notice also said that in order to prioritize the time for Nguyen Phu Trong to receive active treatment and to ensure the overall guidance and control of the work of the CPV Central Committee, the Politburo and the Secretariat, President Surin will "be responsible for guiding the work of the CPV Central Committee, the Politburo and the Secretariat in accordance with the responsibilities and powers stipulated by the Politburo."

According to the Vietnam News Agency, on the afternoon of July 18, the Viet Nam Party and State held a solemn ceremony to award the Golden Star to Nguyen Phu Trong at the 108 Central Military Hospital.

President Surin Lam, member of the Politburo of the Central Committee of the Communist Party of Vietnam and President of the People's Republic of Vietnam, announced the decision and awarded a medal to Nguyen Phu Trong. The ceremony was attended by all members of the Politburo of the CPC Central Committee, members of the Secretariat, some cadres assisting Nguyen Phu Trong, and representatives of Nguyen Phu Trong's family.

According to the report, awarding the Golden Star Medal to Nguyen Phu Trong is a full recognition of the great and outstanding contributions made by the Party, State and people of Viet Nam to the cause of the Party of Viet Nam and the Viet Nam National Revolution.

Since its establishment on June 6, 1947, the Order of the Golden Star is the highest honor awarded by Viet Nam to individuals who have made outstanding contributions to the cause of the Party and the national revolution, few people in Viet Nam have received it except for famous revolutionary ancestors such as Vo Nguyen Gia.

Nguyen Phu Trong was the first "post-40s" Viet Nam citizen to receive the Order of the Golden Star. This is also the first time since 2009 that the Order of the Gold Star has been awarded to a living person.

In Viet Nam, the general secretary of the Communist Party of Vietnam, the president of the state, the prime minister and the chairman of the National Assembly are known as the "four carriages", and the general secretary plays a very important role in the country's political life.

For historical reasons, most of the general secretaries of the Communist Party of Vietnam come from northern Viet Nam, which has deep roots in socialism, and Nguyen Phu Trong is no exception.

He was born in 1944 in Dong Hoi Township, Dong Anh District, Hanoi City, the capital of Viet Nam, and is a member of the Kinh ethnic group, the main ethnic group in Viet Nam.

As a child, he experienced the Viet Nam's war against France and the United States, and his family had to take refuge due to the war. It wasn't until 1950 that the family returned to their hometown.

Although the conditions were very difficult, Nguyen Phu Trong still insisted on studying. In 1967, after graduating from the Department of Language and Literature of Hanoi National University, he joined the Communist Magazine, a publication of the Central Committee of the Communist Party of Viet Nam, and became an ordinary party editor.

In 1973, Nguyen Phu Trong entered the Department of Political Economy of Nguyen Ai Nguyen Ai Nguyen High Party School (now Ho Chi Minh National Institute of Politics). During his studies at the party school, his level of political theory improved rapidly.

After that, he held a number of positions in the magazine, including deputy director of the Party Building Department, director of the Party Building Department, and secretary of the Party Committee of the magazine. In 1991, he became editor-in-chief of Communism.

In 1994, Nguyen Phu Trong became a member of the Central Committee of the Communist Party of Vietnam. Twelve years later, he became the chairman of the National Assembly of Viet Nam and entered the ranks of the "Troika".

In January 2011, Nguyen Phu Trong was elected general secretary at the 11th Congress of the Communist Party of Vietnam, and two years later became the head of the Central Committee of the Communist Party of Vietnam (CPV) Central Committee for Anti-Corruption and Anti-Negative Influence.

Since then, in 2016 and 2021, Nguyen Phu Trong has been re-elected as general secretary twice at the 12th and 13th National Congresses of the Communist Party of Vietnam.

From October 2018 to April 2021, Nguyen Phu Trong was also the President of the Socialist Republic of Viet Nam, Chairman of the National Defence and Security Council (2016-2021), and Honorary President of the Viet Nam Red Cross Society.

Nguyen Phu Trong enjoys high popularity in Viet Nam's political circles and is seen as a moderate, with some describing him as a "kind grandfather."

Nie Huihui, an associate researcher at the Institute of Southeast Asia and Oceania at the China Institute of Contemporary International Relations, said in an interview with Global People that Nguyen Phu Trong is a staunch communist and theoretician. Since joining the work in 1967, he has been working in Viet Nam's "Communism" magazine, engaged in theoretical work for nearly 30 years, is the longest-serving supreme leader of Viet Nam since its reform and opening up, and is deeply trusted by the whole party of the Communist Party of Vietnam and the Viet Nam people.

During his time in power, Nguyen Phu Trong devoted himself to fighting corruption, and after becoming general secretary of the Central Committee of the Communist Party of Vietnam, he launched an anti-corruption campaign in the name of the "melting pot".

Nie Huihui said that before Nguyen Phu Trong took office, Viet Nam's anti-corruption work was mainly the responsibility of the Viet Nam government. Soon after he took office, he established an anti-corruption steering committee in Viet Nam under the direct leadership of the Communist Party of Vietnam to combat corruption. He institutionalized and standardized Viet Nam's anti-corruption work, and set the goal of making Viet Nam officials "dare not be corrupt, cannot be corrupt, and do not want to be corrupt." At the same time, Nguyen Phu Trong also adhered to the principle of "no forbidden area in the fight against corruption" and launched an anti-corruption struggle in the Political Bureau of the Central Committee of the Communist Party of Vietnam, effectively cracking down on corruption in Viet Nam. He also stressed the education of ideals and beliefs among Viet Cong members, and strictly guarded against the "peaceful evolution" of Viet Nam by external forces.

Under the instructions of Nguyen Phu Trong, the Central Committee of the Communist Party of Vietnam issued a series of documents. In July 2019, the revised Anti-Corruption Law came into effect.

Not only that, Nguyen Phu Trong has focused on economic reforms, working to reduce bureaucracy, promote market openness, and attract foreign investment. Under his leadership, Viet Nam attaches great importance to the development of manufacturing and service industries, and the economy is gradually diversifying and modernizing.

Nguyen Phu Trong attaches great importance to Sino-Vietnamese relations and visited China in 1992, 1997, 2001, 2003 and 2007.

Nie Huihui said: "Nguyen Phu Trong has inherited and carried forward the friendly tradition of 'comrades and brothers' between China and Vietnam. In 2008, when Nguyen Phu Trong was the chairman of the National Assembly, China and Vietnam established a comprehensive strategic cooperative partnership. ”

In 2011, after serving as general secretary of the Central Committee of the Communist Party of Vietnam, Nguyen Phu Trong paid an official visit to China.

In an interview, Nguyen Phu Trong once said that he likes Chinese traditional culture very much, especially watching "Journey to the West".

In 2015, during his visit to China, Nguyen Phu Trong also invited Liu Xiaolingtong, the actor of the Monkey King in the TV series "Journey to the West", at the Viet Nam Embassy in China, and signed a book written by Liu Xiaolingtong.

Less than two years later, Nguyen Phu Trong made his third official visit to China in 2017 as general secretary of the Communist Party of Vietnam. During the visit, the leaders of China and Vietnam had an in-depth exchange of views on further deepening and developing relations between the two parties and two countries in the new era, as well as on international and regional issues of common concern, and reached broad consensus. The two sides issued a joint communiqué.

In October 2022, Nguyen Phu Trong paid his fourth official visit to China and was awarded the Order of Friendship of the People's Republic of China.

During the visit, the leaders of China and Vietnam briefed each other on the situation of their respective parties and countries, had an in-depth exchange of views on the relations between the two parties and two countries and the current international and regional situation, and reached a series of important consensuses. The two sides issued the Joint Statement on Further Strengthening and Deepening the China-Vietnam Comprehensive Strategic Cooperative Partnership.

Nie Huihui believes that in June this year, Viet Nam President Surin said in a meeting with Chinese Ambassador to Viet Nam Xiong Bo that Viet Nam has always regarded the development of relations with China as a strategic choice and top priority in its foreign policy. As a leader who knows China well and has a deep affection for the Chinese people, Nguyen Phu Trong's death is a loss for both China and Vietnam. But his death will not have much impact on Sino-Vietnamese relations.

Nie Huihui said that after Nguyen Phu Trong's death, Viet Nam will definitely go through a period of adjustment and adaptation.

"In the coming period, Viet Nam will elect a new general secretary of the Communist Party of Vietnam. But generally speaking, during Nguyen Phu Trong's tenure, Viet Nam has formed relatively sound policies and concepts in national governance and foreign policy. Therefore, the death of Nguyen Phu Trong will not have much impact on Viet Nam's domestic and foreign policy. Nie Huihui said.
