Li Tai introduced that since the "14th Five-Year Plan", the mainland has made solid progress in energy conservation and carbon reduction, mainly in the following aspects:
The first is to strengthen the rigid constraints of energy intensity reduction indicators. In the first three years of the 14th Five-Year Plan, after deducting raw material energy consumption and non-fossil energy consumption, the country's energy intensity was reduced by about 7.3%, which is equivalent to a reduction of about 340 million tons of fossil energy consumption of standard coal and a reduction of about 900 million tons of carbon dioxide emissions.

In the first three years of the 14th Five-Year Plan, the mainland formulated and revised 74 national energy-saving standards, released energy efficiency benchmarks and benchmarks in key industrial areas, updated the advanced level of energy efficiency, energy conservation and access level of key energy-using products and equipment, and supported large-scale equipment renewal and trade-in of consumer goods. Li Tai said in particular that since the "14th Five-Year Plan", the green and low-carbon development of the mainland steel industry has achieved remarkable results: capacity management and output regulation have been steadily implemented; The quality of steel products has been significantly improved, and high-end steel products such as high-speed rail steel and special steel have steadily entered the world's first echelon; The industry has further promoted energy conservation and carbon reduction, strengthened the implementation of extreme energy efficiency projects, and completed the whole process of ultra-low emission transformation of more than 400 million tons of crude steel production capacity, making an important contribution to promoting the continuous reduction of energy intensity and carbon emission intensity of the whole society.

Take multiple measures at the same time to solidly promote energy conservation and carbon reduction
Li Tai introduced that in order to accelerate the reversal of the grim situation and passive situation of energy conservation and carbon reduction, the National Development and Reform Commission has recently taken a series of measures in conjunction with relevant parties.
The first is to strengthen the overall deployment of national energy conservation and carbon reduction from 2024 to 2025. The National Development and Reform Commission, together with relevant parties, has researched, drafted and submitted to the State Council for the issuance of the "2024-2025 Action Plan for Energy Conservation and Carbon Reduction", strengthened the management of binding indicators for energy conservation and carbon reduction, and deployed and promoted energy conservation and carbon reduction in key areas.
The second is to implement special actions for energy conservation and carbon reduction in different fields and industries. In order to promote the implementation of the "2024-2025 Energy Conservation and Carbon Reduction Action Plan", the National Development and Reform Commission, together with relevant departments, has recently issued a special action plan for energy conservation and carbon reduction in steel, oil refining, synthetic ammonia, cement, coal power, data centers, electrolytic aluminum and other industries. Among them, the "Special Action Plan for Energy Conservation and Carbon Reduction in the Iron and Steel Industry" makes detailed arrangements for the regulation and control of steel production capacity, new project management, energy conservation and carbon reduction transformation, utilization of residual energy resources, short-process steelmaking, digital management, etc., and further clarifies the specific path of energy conservation and carbon reduction in the steel industry.
The third is to resolutely curb the launch of high-energy-consuming and high-emission projects. Li Tai introduced that the National Development and Reform Commission has guided local governments to continue to improve the level of refinement of high-energy-consuming and high-emission project management, and strictly implement the energy-saving review system for fixed asset investment projects. Organize and carry out a "retrospective" review of the implementation of the energy-saving review system, and strengthen the supervision and inspection of the implementation of the energy-saving review opinions of new projects.
Fourth, consolidate the basic capabilities of energy conservation and carbon reduction management. The National Development and Reform Commission has strengthened the connection between green power certificates and energy-saving and carbon-reduction policies, and vigorously promoted non-fossil energy consumption; Strengthen the energy-saving management of key energy-using units, deploy and promote the energy efficiency diagnosis of key energy-using units, organize project reserves and declarations, and increase financial support; Widely carry out publicity and education on energy conservation and carbon reduction, and hold activities such as the 2024 National Energy Conservation Publicity Week.

The third is to improve the long-term mechanism of energy conservation and carbon reduction management. The National Development and Reform Commission will improve the design of the energy-saving review system for fixed asset investment projects, establish a dynamic adjustment mechanism for the energy-saving review authority of major projects, and study the energy-saving review authority of extra-large energy-consuming projects in individual key industries according to the mechanism; Accelerate the formulation and revision of a number of mandatory quota standards for energy consumption and carbon emissions, strengthen energy conservation supervision and law enforcement in accordance with laws and regulations, and improve the implementation of tiered electricity price policies for high-energy-consuming industries; Promote the acceleration of the revision of the Energy Conservation Law, and strengthen the legal guarantee for the management of the whole chain of energy consumption.
Accelerate the green and low-carbon transformation of the steel industry
Li Tai focused on the requirements of relevant policies for the steel industry, focusing on three aspects.
The first is to strengthen the regulation and control of steel production capacity and output. "Not long ago, the third round of the second batch of central ecological and environmental protection inspectors notified the 'two high' projects blindly launched and the problem of poor control, especially pointed out that some iron and steel enterprises approved small and large construction, illegal new ironmaking capacity, and even construction and operation without approval." Li Tai said that the named enterprises should pay close attention to the implementation of rectification, and other enterprises should also take this as a warning and carry out self-examination and self-correction.
Li Tai said: "In 2024, the mainland will continue to implement the crude steel output control policy, establish and improve the output control policy based on efficiency, energy consumption, environmental protection, quality, safety and other standards, and actively support steel enterprises that meet the requirements to give full play to their production capacity, and gradually reduce the backward production capacity space." ”
The second is about the in-depth adjustment of the structure of steel products. "Previously, we did some research specifically for the special steel industry. In the fields of aerospace, advanced rail transit, and the new generation of information technology industry, there are still about 70 special steel short-board materials in the mainland, and there is still a gap between the bearing steel, gear steel, and high-temperature alloy materials used in aero engines compared with the international advanced level. Li Tai said, "We must increase investment in scientific and technological research and development, accelerate technological innovation, and make great efforts to develop high-end steel products such as high-performance special steel." ”
The third is to accelerate the transformation of energy conservation and carbon reduction in the steel industry. At present, the National Development and Reform Commission, together with relevant departments, is vigorously promoting energy-saving and carbon-reduction transformation in key areas and the renewal of energy-using equipment, and the renewal and transformation of energy-using equipment in industrial industries such as iron and steel is one of the key support directions. Li Tai proposed that he hoped that iron and steel enterprises would combine the promotion of extreme energy efficiency projects, carry out in-depth self-examination and diagnosis against the benchmark level of energy efficiency, feel their own energy conservation and carbon reduction potential, and actively organize energy conservation and carbon reduction transformation and energy-using equipment renewal project reserves and declarations. "We will increase financial support through central budget investment, ultra-long-term special treasury bonds and other channels to help the steel industry save energy, reduce carbon emissions and green transformation."
