In order to crack down on the illegal production and sale of "special liquor" in accordance with the law, the Chengdu Municipal Market Supervision and Administration Bureau is currently carrying out a special action to clean up the source and chain of "special liquor" in Chengdu.
A few days ago, the Chengdu Municipal Market Supervision Department and the Public Security Department jointly investigated and dealt with a case of selling "Chengdu Military Region Exclusive" liquor in the live broadcast room of the online platform:
In April this year, a consumer bought a "Chengdu Military Region Special" wine (6 bottles/piece, 500ml/bottle, alcohol content: 53%vol) at a price of 2,050 yuan in the live broadcast room of a liquor company in Chengdu. Suspecting that he had bought a counterfeit or shoddy product, the consumer chose to report and complain.
After receiving the complaint, the food business detachment of the Chengdu Market Supervision and Law Enforcement Corps attached great importance to it, carefully studied and judged, started the execution connection mechanism in advance, and held three case discussion meetings, and conducted a detailed investigation into the production and sales chain of the "special liquor", and conducted a surprise inspection of the relevant companies in conjunction with the municipal public security department and the Shuangliu District Market Supervision Bureau.
At the scene, law enforcement officers found 4,097 bottles of "private customization (exclusively for Chengdu Military Region)", 12 bottles of "38 degrees Luzhou Laojiao Sichuan Armed Police Special Liquor", and 7,537 bottles of "Huarui Mansion · Zhongnanhai Liquor (Red Memory)", a total of more than 13,000 bottles, and immediately transferred the case to the public security department for investigation.
In order to resolutely eliminate the source of the production and sale of "special liquor" and eradicate the illegal chain, the food business detachment of the Chengdu Municipal Market Supervision and Law Enforcement Corps cooperated with the Municipal Public Security Bureau to go to Fuyang, Luzhou and other places in Anhui Province to conduct a thorough investigation of the case.
After investigation, since June 2019, criminal suspects Chen, Lin Moujie and others, for the purpose of profit, purchased base liquor brewed from two liquor companies in Luzhou from 2019 to 2022, passing off as old liquor, entrusting a packaging company in Luzhou and a glass products company to produce wine bottles and outer packaging drawings designed and marked with "Chengdu Military Region Exclusive", and organizing workers to fill and package the prepared liquor into "Chengdu Military Region Exclusive" liquor, and sell it to Anhui and Hebei by accepting orders through online channels, Shandong and other provinces and cities.
At present, 7 criminal suspects have been arrested, 3 production dens and 4 sales dens have been destroyed, and the amount involved is more than 4,000 yuan.
Relevant person in charge of the food business detachment of the Chengdu Market Supervision and Law Enforcement Corps: According to the relevant provisions of the Food Safety Law of the People's Republic of China, a liquor company in Chengdu is suspected of operating food with labels that do not comply with the law. At present, the case is being further handled.
The case of illegal production and sale of "special liquor" in Chengdu is not an isolated case. Recently, the Ministry of Public Security has also deployed a nationwide "clean wind" special operation. A number of cases have been solved:
01. The live broadcast room openly peddled "special liquor" and pretended to be a Moutai dealer to create a false appearance
At the beginning of this year, in the two online live broadcast rooms in Weifang, Shandong Province, "Jiuding Commerce and Trade No. 12" and "Youqian Liquor Direct Store", the anchors claimed that they were selling "special wine" that could not be bought in the market at all, which was extremely precious and could only be obtained through the "special channels" of "insiders".
They use a variety of tactics to create a sense of scarcity and urgency, such as "limited to 20 boxes" and "countdown to rush to buy", to attract consumers to buy. Mr. Zhang, a consumer, was attracted by this hot sale scene and bought a bottle of so-called "special wine" in the live broadcast room.
In order to convince consumers that the "special liquor" they sell is genuine, in these live broadcast rooms, the logo behind the anchor is very similar to the logo of the Kweichow Moutai brand, and the shelves behind the salesperson are almost all Moutai bottles, trying to create the illusion of a regular dealer and further enhance consumers' trust.
According to the requirements of the live broadcast platform, if you sell a certain brand of goods, you must provide relevant business qualifications, but when the police contacted the Moutai manufacturer, they learned that the two online live broadcast rooms were not authorized by Moutai Distillery, and the so-called "special liquor" sold was not produced by Moutai Distillery at all.
02. Counterfeit Moutai's "special liquor" and "grafting" to evade supervision
After investigation, the police handling the case found that the sales records in the two live broadcast rooms were all niche brand wines they represented, and did not show the sales of the so-called "special wine" and "special wine".
What's going on? It turned out that although these anchors were selling all kinds of so-called "special wines" in the live broadcast room, when consumers clicked on the purchase links provided in the live broadcast room, the associated products were wines produced by other brands represented in the live broadcast room.
The police speculated that these live broadcast rooms selling special liquor used this method to circumvent the regulatory rules of the live broadcast platform.
After grasping the relevant situation, the case-handling personnel quickly arrested several main suspects, Wang, Li and others, and the live broadcast room selling fake wine was also closed by the platform, and the relevant accounts were banned.
03. The production equipment of the filling den is simple and the sanitary conditions are poor
After investigation, the criminal suspect Wang began to sell the so-called "special liquor" at the beginning of this year, and illegally made a profit of nearly one million yuan in just a few months. However, Wang is only a distributor and does not have the ability to produce and package alcohol. According to the suspect Wang, a man surnamed Chen took the initiative to contact him and said that he owned a winery in Renhuai, Guizhou, and was able to provide "special wine" for sale to Wang's live broadcast room.
The police finally found a den for the production of "special liquor" in the Renhuai area of Guizhou, and arrested Chen and others on the spot. During the search, the police who handled the case found that the production equipment in the den was poor, the environment was poor, and the sanitary conditions were extremely poor.
Weifang Municipal Public Security Bureau Food and Drug Ring Detachment Police: Many wine bottles are recycled waste wine bottles, and some packaging materials and domestic garbage are piled together, flies are flying all over the sky, and the environmental sanitation is dirty and messy.
04. Low-grade wine is transformed into high-end wine through packaging, and the live broadcast room hires online water armies to induce consumers
According to the criminal suspect Chen's confession, the so-called "special liquor" he provided to Wang and others were all low-grade base liquor purchased from local wineries, and the wine bottles, wine boxes, and wine bags that packaged these "special liquors" were high-imitation packaging specially customized by Chen, and the criminal suspect Chen and his accomplices filled and packaged the low-grade base liquor in the filling den, and then sent it to buyers all over the country through express logistics.
In less than a year, Chen issued millions of yuan of so-called "special wine".
According to the police, the base liquor involved in the case was reprocessed and reused from the sake lees discarded after brewing, and the quality could not be guaranteed at all.
The investigation also found that the lively purchase scene in the live broadcast room was actually a well-planned drama. Most of the orders and likes come from hired online trolls, with the aim of creating the illusion that "special wine" is selling well, so as to induce consumers to place orders.
Deputy Captain of the Food and Drug Ring Detachment of Weifang Public Security Bureau:
1. The so-called "special wine" and "special wine" on the market are all fake wines, and consumers are advised not to buy them;
2. Pay attention to the screening of high-end liquor that is significantly lower than the market price, which is likely to be fake wine or counterfeit wine;
3. If consumers suspect that they have purchased counterfeit liquor, they should report to the public security organs in time.
