In 2024, there will be a total of 62 major projects and key projects and 132 sub-projects in Xuhui District, with 2.33 million square meters planned to start and 2.28 million square meters planned to be completed throughout the year. In the first half of the year, under the unified leadership of the district party committee and the district government, the major district office led the relevant departments of the district to promote the construction of the project, and realized that 1.311 million square meters of major projects and key projects were started and 814,000 square meters were completed, and the area of opening and completing exceeded expectations. The number of newly started projects reached 13, and the number of completed projects reached 12. As of the end of June, the fixed investment of major projects and key projects in our district was 19.29 billion yuan, 50.8% of the annual plan was completed, a year-on-year increase of 20.0% (16.08 billion yuan in the same period of 2023). Among them, 4.32 billion yuan of fixed investment was completed in June, accounting for 86% of the fixed investment in the whole region, and continued to play the role of "ballast stone" for major projects.
Introduction to key start-up projects
West Bund Digital Intelligence Center Project
Jointly developed and constructed by China Overseas Real Estate and West Bund Group, the West Bund Digital Intelligence Center project is located in the Xuhui Binjiang area, with Tianyaoqiao South Road to the east, Longyao Road to the south, Longwu Road to the west, and Longheng Road to the north. The project covers an area of about 140,000 square meters, with a total construction area of about 1.05 million square meters and a total investment of about 41.7 billion. The project consists of a total of six plots, mainly including 22 towers, several commercial podiums, and 3 basements, and is scheduled for full completion in 2028, of which plots 3 and 4 will start in early April 2024.
miHoYo Headquarters Project
miHoYo Headquarters Project extends to plot xh215-02B in the east, Yishan Road in the south, district boundary in the west, and planned greening in the north. The project covers an area of 17,800 square meters, with a total construction area of about 130,000 square meters and a total investment of 2.4 billion. The project consists of a 20-storey office tower with a 2-storey basement and is scheduled for full completion in March 2027. The project will start in mid-March 2024.
China Energy Construction Shanghai Headquarters Comprehensive Integration Project
China Energy Construction Shanghai Headquarters Integrated Project is developed and constructed by China Energy Construction Group Co., Ltd., with Fenglin Road in the east, Longhua Middle Road in the south, Shipyard Road in the west, and Zhongshan South 2nd Road in the north. The project covers an area of 20,000 square meters, with a total construction area of 189,000 square meters and a total investment of about 10.5 billion. The project consists of a 200-meter-high super high-rise office building, a 50-meter-high commercial and serviced apartment complex, two 80-meter-high residential buildings with 3 basements, and is scheduled to be fully completed in December 2027. The project will start in early April 2024.
Shanghai 600 Urban Renewal Project
The Shanghai 600 Urban Renewal Project is constructed by Shanghai Xujiahui Mall Co., Ltd. The project is located in Xujiahui business district, with Hengshan Road to the north, 58-1A and 58-4 plots to the east, Zhaojiabang Road to the south, and Hengshan Road to the west. The project covers an area of about 2,145 square meters, with a total construction area of about 19,000 square meters, with a total investment of more than 700 million yuan.
The old city reconstruction project of Changqiao New Village Area
The old city reconstruction project of Changqiao New Village Area is a pilot project of "two old and one village" old city renovation, which aims to improve the living conditions of the people and renew the urban appearance. The project extends to the east of Changqiao New Village in the east, Luoxiang Road in the south, Changqiao Road in the west, and Shangzhong Road (Central) in the north, with a land area of nearly 40,000 square meters and a total construction area of more than 180,000 square meters. The main construction content is commercial housing and health center, old center, people's square, builder's home, vegetable farm, affordable housing, public green space, common passage, etc. The project will start in early July 2024.
Introduction to key completed projects
Demolition and reconstruction project of old housing at No. 7-8, Lane 341, Kangjian Road
The demolition and reconstruction project of the old housing at No. 7-8, Lane 341, Kangjian Road, after the reconstruction, the new construction area is about 4723.35 square meters, including 4173.35 square meters of above-ground construction area and 550 square meters of underground construction area. The main construction content of the project is to demolish an original house at No. 7-8, Lane 341, Kangjian Road, and build a new residential building with 11 floors above ground and 1 floor underground and a finished doorman. In April 2023, it was listed as a key project for the renovation of "two old and one village" in Xuhui District in 2023, and it was implemented in the form of signing a contract and moving out and designing the scheme at the same time. The residents will move out in June 2023, the original houses will be demolished in July of the same year, the pile foundation construction will be officially completed on September 8, the steel structure will be capped on November 24, and the completion and delivery will be completed by the end of April 2024, realizing only one year from start to relocation.
Alibaba's new retail center project
Developed and constructed by Alibaba, the Alibaba New Retail Center project is located in the Xuhui Binjiang area, with Longteng Avenue to the east, Longqi Road to the south, Yunxiu Road to the west, and Longhua Airport Road to the north. With a total construction area of 64,000 square meters and a total investment of 1.96 billion yuan, the project is designed by the world-renowned Foster Architects (Foster+Partners), using a unique "genetic algorithm" to design the best comfort in all seasons, and is committed to creating a vibrant, low-carbon and environmentally friendly sustainable park. The project was completed in May 2024.
NetEase Shanghai West Bund R&D Center Project (Phased Acceptance)
NetEase Shanghai West Bund R&D Center project is located in the Xuhui Binjiang area, east to Airport River, south to Longshui South Road, west to Fenggu Road, and north to Huangshi Road. The project covers an area of 19,200 square meters, with a total construction area of about 130,000 square meters and a total investment of 3.2 billion. The project consists of two 16-storey commercial and office towers, a four-storey podium and a three-storey basement, which will become NetEase's Shanghai headquarters when completed. The project is divided into two phases of acceptance, the first phase of the south tower area has been completed in mid-June 2024, to achieve the office of personnel to settle in, and the second phase of the north tower area is scheduled to be completed by the end of September.
Beiyang Artificial Intelligence Town Project (Phased Acceptance)
The Beiyang Artificial Intelligence Town project is jointly developed and constructed by Cao Development Corporation, Xuhui Urban Investment and Huajing Town. The project is located in Huajing Town, Xuhui District, with Chengqi Road to the north, Beiyang River to the east, Outer Ring Expressway to the south, and Laohumin Road to the west. The total area of the project is about 244,500 square meters, the total construction area is about 1,038,200 square meters, and the total investment is 14.42 billion yuan. The project is divided into 9 plots A, B, C, D, E, F1, F2, G and primary schools, including single-family offices, Grade A office buildings, commercial centers, rental residences, educational facilities, etc. Among them, the teaching building of the Institute of Artificial Intelligence (Shanghai) is located in plot B. At present, all blocks of the project are under normal construction and progress as planned, of which the phased acceptance of Lot 1 (teaching building area) of Plot B has been completed at the end of June, the acceptance of Plot A is planned to be accepted at the end of the year, the acceptance of Lot 2 of Plot B is at the end of September, and the acceptance of the primary school plot is at the end of July.
Xujiahui Center Project (Part of the land plot completed)
The Xujiahui Center project is developed and constructed by Sun Hung Kai Properties in Hong Kong, and is divided into Lot 3 (Yishan Road Plot) and Lot 4 (Hongqiao Road Plot). The project is east to Gongcheng Road, south to Hongqiao Road, west to Guangyuan West Road, Yishan North Road, and north to Mingshiyuan, covering an area of about 74,000 square meters, with a total construction area of about 820,000 square meters, of which the above-ground construction area is about 560,000 square meters, and the underground construction area is about 260,000 square meters. The T2 tower of Lot 4 (Hongqiao Road Plot) has been topped out, the façade of the curtain wall is under construction, and the commercial part is expected to open in 2025.
In the next step, the district major office will closely follow the overall goal of "grasping the start of construction, grasping the delivery, and grasping the fixed investment", fully consider the impact of extreme weather such as high temperature, heavy rain, and lightning in the main flood season, as well as the difficult problems in the construction process in the first half of the year, plan the work plan in advance, and make every effort to promote the construction progress of key projects in accordance with the annual plan.
