The cause of Luo Huaibin's death is disputed
The statement said that after Comrade Luo Huaibin, an employee of the hospital, died in the line of duty four years ago, the family did not recognize the cause of death determined by the public security organs, and refused to deal with the aftermath, believing that Luo Huaibin was deliberately murdered by the leaders of the hospital.
In response to the family's questions, the Hunan Xiangya Judicial Appraisal Center has notified the cause of Luo Huaibin's death, "Luo Huaibin is in line with sudden cardiac death caused by coronary atherosclerotic heart attack", the appraisal procedure is legal, the appraisal process is standardized, open and transparent, and the appraisal opinion is objective and fair. The institute gave a briefing on Comrade Luo Huaibin's work arrangements for going to Tibet, and his itinerary was all normal work arrangements.
According to the statement, Luo Huaibin, the former deputy director of the information technology department of the institute and a professor-level senior engineer, died on April 27, 2020 during a business trip in Luozha County, Shannan City, Tibet Autonomous Region. After the incident, the local public security organs ruled out homicide on the basis of the external investigation of the death scene, the on-site inquest, the "Forensic Autopsy Report" and the "Judicial Appraisal Opinion", and the judicial appraisal was consistent with sudden cardiac death caused by a coronary atherosclerotic heart attack, and decided not to file the case in accordance with the law.
In the process of handling Luo Huaibin's posthumous affairs, the family members questioned the conclusions made by the public security organs and the Hunan Xiangya Judicial Appraisal Center, believing that Luo Huaibin was deliberately murdered by the leaders of the court, and refused to handle the cremation of the body, the determination of work-related injuries, and the implementation of the bereavement policy. Luo Huaibin's body is still stored in the Xishan Funeral Home in Lhasa.
The Central South Survey and Planning Institute of the National Forestry and Grassland Administration introduced: In the process of handling Comrade Luo Huaibin's post-affairs, the institute attached great importance to it, set up a leading group for post-incident handling work as soon as possible, set up a special work class, and the main leaders led a team to Lhasa, Tibet to assist the family in dealing with the aftermath, and identified Comrade Luo Huaibin as an outstanding Communist Party member of our hospital. Over the past four years, the hospital has maintained communication with family members, cared for and condoled with family members at important time nodes, handled matters such as work-related injury identification in accordance with laws and regulations, and actively promoted post-incident handling.
The statement also said that in response to the family's questions, on May 17 this year, the Political and Legal Committee of the Yuhua District Committee of the Communist Party of China in Changsha City organized a briefing meeting on Comrade Luo Huaibin's situation. The Public Security Bureau of Shannan City, Tibet Autonomous Region, reported the facts of Comrade Luo Huaibin's death in Tibet and the circumstances of the investigation and decision not to file the case in accordance with the law. The Discipline Inspection and Supervision Group of the Central Commission for Discipline Inspection and the State Supervision Commission in the Ministry of Natural Resources reported the investigation and verification conclusions of the relevant cadres of the Central South Investigation and Planning Institute of the State Forestry and Grassland Administration: "The individual problems reflected are true, and the relevant personnel have been criticized and educated in accordance with the regulations, and other problems have not been found and have been closed." ”
In the next step, the hospital will continue to maintain communication with the family and jointly handle the aftermath of Comrade Luo Huaibin.
According to public information, Luo Huaibin was born in 1966, a native of Xuanhan, Sichuan, a senior engineer, mainly engaged in forestry survey, planning and design.

Previously, an account claiming to be Luo Huaibin's wife posted on the Internet that Luo Huaibin was "deliberately murdered", and said that "the motive of the other party was that in 2018, Luo Huaibin reported in his real name that the relevant leaders of the hospital were corrupt and many other violations of discipline and law."
