On September 16 and 19, 2024, two typhoons landed in Shanghai within four days, in order to effectively do a good job in the rapid recovery of the safe use of the glass curtain wall of the existing building after the typhoon transit, eliminate the potential safety hazards caused by extreme weather to the glass curtain wall building to the greatest extent, prevent the occurrence of secondary disasters, and ensure the safety of people's lives and property, the Municipal Commission of Housing and Urban-Rural Development hereby reminds the relevant matters as follows↓↓
1. Raise awareness and implement responsibilities. Typhoons "Bebinca" and "Prassan" have landed in Shanghai one after another, which has caused a certain adverse impact on the safe use of glass curtain walls. All relevant departments and relevant personnel should do a good job of investigating the special hidden dangers of the glass curtain wall after the typhoon (hereinafter referred to as the "special investigation") as soon as possible to eliminate the potential risk of high fall and ensure the safety of the use of the glass curtain wall of the building.
2. Conduct in-depth investigations and sum up experience. In particular, for the glass curtain wall of the building damaged in this typhoon, the construction management department of the district shall urge the building to entrust the municipal emergency inspection unit to complete the safety appraisal within one month. The Shanghai Institute of Disaster Prevention and Relief led the industry association and technical experts to establish a typhoon damage investigation team for glass curtain walls, and conducted a comprehensive investigation and analysis of the causes of glass curtain wall damage in combination with safety appraisal, so as to accumulate experience for the subsequent elimination of hidden dangers of glass curtain walls and the improvement of glass curtain wall safety management in the city.
3. Highlight key points and conduct comprehensive investigations. From now until September 30, 2024, the owner of the glass curtain wall shall carry out the self-inspection of the glass curtain wall building as soon as possible in accordance with the requirements of the "Glass Curtain Wall Use and Maintenance Manual", including but not limited to the broken glass panel, the deformation and leakage of the opening fan, the performance of the tie rod cable, the loosening of the connectors, etc.; The construction management department of each district shall entrust a professional technical unit to carry out emergency testing of glass curtain walls and fully hidden frame glass curtain walls belonging to the "Guidelines for District-level Inspection of Glass Curtain Walls of Existing Buildings in Shanghai" (Hu Jian'an [2023] No. 385) in Class III places (curtain walls have been in use for more than 25 years, public places with large crowd density, and curtain wall heights ≥100m), and the results of building self-inspection and district-level emergency testing should be entered into the "Shanghai Building Curtain Wall Management Platform" (hereinafter referred to as the "system") as the basis for sales.
Fourth, immediately check and correct, and classify and rectify. The emergency detection should clarify the safety status of the glass curtain wall, which is divided into no potential safety hazards, there are hidden dangers of high falls that endanger public safety, and further judgment is required. For glass curtain walls without potential safety hazards, they can continue to be used; For those who have a potential danger of endangering public safety, emergency avoidance measures should be taken within 48 hours; For the glass curtain wall buildings that are damaged and broken in this typhoon, have not been evaluated for safety or emergency testing beyond the design period, and need to be further determined after emergency testing, the owner shall refer to the "Notice on Doing a Good Job in the Special Investigation and Remediation of Glass Curtain Walls of Existing Buildings" (Hu Jian Qian'an [2024] No. 12) to entrust professional technical units to conduct safety appraisal, and the construction management departments of each district shall clarify the time limit for the completion of safety appraisal to ensure that the building is notified and the responsibility is assigned to the special person to implement the rectification and disposal of major hidden dangers of the glass curtain wall. Ensure the safety of the glass curtain wall of the building after the typhoon.
5. Strengthen coordination and implement emergency expenses. The construction management departments of all districts should implement emergency testing and guarantee funds, link the housing management departments and the glass curtain wall building industry management departments to coordinate professional and technical service units to connect with the owner's property, and carry out special investigation and maintenance of the glass curtain wall of the building damaged by the typhoon in a timely manner. For glass curtain walls that have paid special maintenance funds, special investigation, appraisal and maintenance costs can be paid by the special maintenance funds for glass curtain walls, and the construction management departments of all districts can refer to the "Notice on Printing and Distribution<关于规范本市住宅维修资金管理的若干规定>" (Hu Fang Specification [2024] No. 7) to clarify the requirements for the withdrawal and use of emergency maintenance funds.
6. Update information and enter it into the system in a timely manner. Special investigation, safety appraisal report, hidden danger rectification measures, maintenance and disposal, use of special maintenance funds for glass curtain wall and other relevant information should be entered into the system in a timely manner to form a dynamic file of glass curtain wall building.
7. Strengthen oversight and implement law enforcement. Construction management departments at all levels should urge the owners of glass curtain walls within their jurisdictions to do a good job in self-inspection and safety appraisal after the typhoon, and send additional personnel to strengthen the focus on the construction with long life, many hidden dangers and frequent accidents, strictly grasp the safety appraisal of glass curtain walls beyond the design period, strengthen the supervision and spot check on the implementation of the daily management system of the building, and do a good job in the statistical reporting of the hidden dangers and disposal of the glass curtain wall after the typhoon. For the building owners who have not carried out this special investigation, the legal representative of the enterprise will be interviewed as soon as possible; For those who have potential public safety hazards, they will cooperate with industry management departments to take administrative measures such as restricting the rental and sale of buildings, suspending the issuance of business licenses, circulating criticism, and suspending the qualifications to undertake business in Shanghai. The special investigation will be included in the 2024 comprehensive supervision and energy efficiency evaluation system of glass curtain walls in all districts of the city.
