Fall 2024 Campus Recruitment Announcement
In order to further strengthen the construction of the city's medical and health talent team, increase the introduction of medical and health talents, comprehensively improve the level of medical and health services in our city, and combine the development needs of municipal medical and health institutions, the Ma'anshan Municipal Health Commission will organize and carry out campus recruitment in the fall of 2024, and the relevant matters are hereby announced as follows:
First, the principle of recruitment
Adhere to the principles of openness, fairness, competition and merit.
2. Recruitment plan
A total of 72 people are planned for this recruitment, and the specific position plans are detailed in the table below.
3. Recruitment conditions
The recruitment target is the 2025 college graduates with nationally recognized academic qualifications (including college graduates who have not confirmed the employment unit during the 2-year career selection period), and must meet the following conditions:
(1) Have the nationality of the People's Republic of China;
(2) Abide by the Constitution and laws;
(3) Have good conduct;
(4) The professional or technical conditions required for the position;
(5) Physical conditions to meet the requirements of the post;
(6) Other conditions required for the post.
The "major" in the job plan is mainly set according to the professional (discipline) guidance catalogue of the Ministry of Education; If it has been clarified as a specific major or second-level discipline, similar and related majors shall not be applied; The information with brackets at the end of the major on the graduation certificate can only represent that the content learned is involved, and cannot be recognized as a major (except for the "Professional Guidance Catalog" published by the Ministry of Education with brackets), and applicants can only apply for the corresponding positions with the name of the major outside the brackets; Applicants are not allowed to apply for the minor major on the graduation certificate.
Definition of "academic qualifications and degrees" in the job plan: "graduate students" refer to those with graduate degrees. "Master's degree" means a person with a master's degree. Recruitment positions that require academic qualifications and degrees must be consistent with the major of the degree.
"Under the age of 35" in the job plan is "born on or after October 1, 1988" (and so on for other related age calculations).
Persons with any of the following circumstances are not allowed to apply for the examination:
(1) Personnel who do not meet the requirements for recruitment;
(2) Non-recent graduates of full-time colleges and universities;
Non-recent graduate students who are studying full-time in ordinary colleges and universities cannot apply for the examination with their original academic qualifications and degree certificates.
(3) Active-duty military personnel;
(4) Persons who have been recorded in the public institution open recruitment archives for violating the "Provisions on the Handling of Violations of Discipline and Rules in Public Institution Open Recruitment" in all levels and types of public institution open recruitment, and the period for recording has not yet expired;
(5) Those who have been expelled from the Communist Party of China;
(6) Persons who have previously received criminal punishment for crimes, persons who have been dismissed from public office, persons who have received Party or government disciplinary sanctions for which the period has not yet expired or are currently undergoing disciplinary review, persons who are in the period of criminal punishment or who are undergoing judicial investigation and have not yet reached a conclusion;
(7) Persons in other circumstances who are prohibited by law from participating in the examination or being hired as staff of public institutions.
Applicants are not allowed to apply for positions that constitute the circumstances listed in Article 6 of the "Provisions on the Recusal of Personnel Management of Public Institutions" after being hired.
4. Recruitment Procedures
The recruitment work will be carried out in accordance with the procedures of announcement, registration, qualification review, examination, signing of employment agreement, physical examination, publicity and employment. Determine the specific location of campus recruitment according to the registration situation.
(1) Publish recruitment announcements
The Ma'anshan Municipal Health Commission has connected with the career guidance centers or graduate schools of medical colleges inside and outside the province to obtain support from the university. The recruitment announcement will be released on the websites of the Ma'anshan Municipal Human Resources and Social Security Bureau, the Ma'anshan Municipal Health Commission and the recruiting unit, and the relevant medical colleges and universities will be entrusted to release it simultaneously.
(2) Registration
Registration is conducted online.
Online registration time: 8:00 on October 1, 2024 to 17:00 on October 12, 2024.
Registration method: Applicants log in to the website of the Ma'anshan Municipal Health Commission (wjw.mas.gov.cn), download and fill in the "2024 Ma'anshan Municipal Health Commission Autumn Campus Recruitment Registration Qualification Review Form" (see Annex 2) and personal handwritten signature "Letter of Commitment" (Annex 3) and send it to the designated mailbox together with the photocopies of the following registration materials, and the contact information and email address of each unit are detailed in Annex 4.
(1) Valid ID card;
(2) "2024 Ma'anshan Municipal Health Commission Autumn Campus Recruitment Registration Qualification Review Form" (Annex 2);
(3) "Graduate Employment Agreement" or "Graduate Employment Recommendation Form" (stamped with the official seal of the school);
(4) A recent one-inch color photo with the same bottom without a hat;
(5) Various certificates required by other positions.
(3) Qualification review
Online registration shall be conducted in the form of online preliminary examination of qualifications.
Qualification review time: October 13-14, 2024.
After the registration is over, the Ma'anshan Municipal Health Commission will take the lead in organizing the recruiting units to conduct a centralized qualification review of the materials submitted by the applicants, focusing on whether the registration information filled in by the candidates and the qualification review materials submitted are consistent with their actual situation, application conditions and job requirements. Those who pass the registration review will enter the examination process.
The qualification examination runs through the whole process of open recruitment, and if it is found that the applicant does not meet the application conditions, or passes the qualification examination by fraud, and its actual situation does not conform to the application conditions, once verified, the qualification for examination and employment will be cancelled.
In order to achieve competitive merit, if the ratio of the number of people who have passed the qualification examination to the number of recruitment plans reaches 2:1, the candidates who apply for the position can enter the examination process.
(4) Examinations
1. The examination method is a comprehensive interview, which mainly examines the comprehensive quality of the candidates for the position, with a time of 10 minutes per person and a full score of 100 points. Set up an interview examiner group, according to the professional category and the number of applicants to determine the personnel and group arrangement, each examiner group is composed of 5 examiners. The calculation of the score is to remove the highest score and the lowest score, and then add up the scores of the rest of the examiners and average them, and the calculated candidate's score is the interview score (the calculation is kept to two decimal places, and the third decimal place is rounded), and the interview result is announced to the candidate himself on the spot. The minimum score for the interview is set, and those with an interview score of less than 60 will be disqualified from entering the next link. If the actual number of personnel participating in the interview is less than or equal to the number of job recruitment plans, the interview score must reach 70 points or above before entering the physical examination and inspection procedures. If the interview score of the candidates for the same position is the same, the method of adding one interview question will be adopted to determine the on-site test.
2. The time and place will be notified separately.
3. Announcement of results
The comprehensive interview score is the final score. The final results of the applicants will be published on the website of the Ma'anshan Municipal Health Commission and the website of the recruiting unit.
According to the number of recruitment plans and the final results of the applicants, from high scores to low scores, the physical examination and inspection objects will be determined in equal amounts according to the ratio of 1:1.
(5) Sign an agreement of intent to work
After the examination, the intended candidates will be determined in equal proportions of 1:1 according to the final score from high to low scores, and the recruiting unit will sign an employment intention agreement with them. The employment intention agreement clearly states that the applicant must provide the original certificates of academic qualifications, degrees, qualifications and other certificates at the corresponding level required by the recruitment position before September 30, 2025, otherwise his employment qualification will be cancelled.
If there is a vacancy in the candidates who intend to sign the employment intention agreement, among the candidates who have reached the minimum score line, they will be filled in equal amounts according to the final score from high to low scores, until there are no more replacement personnel for the position.
(6) Physical examination
The physical examination and inspection work shall be organized and implemented by the recruiting unit.
The physical examination work refers to the Ministry of Human Resources and Social Security, the National Health and Family Planning Commission, and the State Civil Service Bureau's Notice on Revising the General Standards for Physical Examination for Civil Servants (Trial) and the Manual for Physical Examination for Civil Servants (Trial) (Ministry of Human Resources and Social Security [2016] No. 140) and the Organization Department of the Provincial Party Committee, the Provincial Department of Human Resources and Social Security, and the Provincial Department of Health "Notice on Further Standardizing the Physical Examination of Public Recruitment Personnel in Public Institutions in the Province" (Anhui Social Secretary [2013]) No. 208) and other provisions. Those who pass the physical examination will enter the inspection procedure.
According to the requirements of the position to be hired, the inspection work shall take a variety of forms to fully understand and grasp the political ideology, moral quality, ability and quality, law-abiding, integrity and self-discipline, job matching and other aspects of the inspection object, as well as the performance of the study work and application period, and at the same time verify whether the inspection object meets the specified application qualifications, whether the application information and related materials provided are true and accurate, and whether it has the "Regulations on the Avoidance of Personnel Management of Public Institutions" (Ministry of Human Resources and Social Security [2019] No. 1) Circumstance of recusal, and provide objective and detailed organizational investigation materials.
In accordance with the spirit of the "Implementation Opinions on Accelerating the Establishment of Credit Supervision, Warning, and Punishment Mechanisms for Judgment Defaulters" (Wan Ban Fa [2017] No. 24) and other documents, if the subject of the investigation is still a judgment defaulter at the end of the inspection, the inspection is not qualified.
If there is a vacancy in the qualified candidates for physical examination, in accordance with the prescribed procedures and time limits, among the applicants who have reached the minimum qualified score line in the same position, they will be filled in equal amounts according to the final score from high to low scores, until there are no more replacement personnel for the post.
(7) Publicity
The list of personnel to be hired who have passed the physical examination and inspection shall be publicized on the website of the Ma'anshan Municipal Human Resources and Social Security Bureau, the Ma'anshan Municipal Health Commission and the recruiting unit for 5 working days.
(8) Recruitment and enrollment
If there is no objection to the publicity or the results of the publicity do not affect the employment, the recruiting unit shall submit the relevant materials to the human resources and social security department for employment approval after being reviewed by the health department in accordance with the regulations. Applicants who violate the provisions of open recruitment or fail to provide the original certificates of academic qualifications, degrees, qualifications and other certificates at the corresponding level required by the recruitment position before September 30, 2025 will be disqualified from employment. Those who fail to report to work within the time specified by the recruiting unit will be disqualified from employment.
According to the "Regulations on the Personnel Management of Public Institutions" and the "Notice of the Provincial Personnel Department on Forwarding the Opinions of the Provincial Personnel Department on the Trial Implementation of the Personnel Employment System in Public Institutions in the Province" of the General Office of the Provincial Government, the recruiting unit must sign the employment contract of the public institution with the hired personnel to establish a personnel relationship. A probationary period system shall be implemented for new recruits in public institutions in accordance with regulations, and the probationary period shall be included in the term of the employment contract.
The wages and benefits of the hired personnel shall be implemented in accordance with the current regulations of the public institution. For those who meet the requirements, they can enjoy the current talent policy of Ma'anshan City.
5. Discipline requirements
The recruitment work is subject to the full supervision of the Discipline Inspection and Supervision Group of the Ma'anshan Municipal Commission for Discipline Inspection and Supervision in the Municipal Health Commission, and at the same time accepts social supervision. Those who commit fraud or twist the law for personal gain in recruitment work shall be held accountable and severely dealt with in accordance with the "Provisions on the Handling of Violations of Discipline and Regulations in Public Recruitment by Public Institutions".
