The extreme heavy rainfall of "8.12" in Liulin Town, Suixian County, caused flash floods, causing major casualties and property losses. A few days ago, after a serious investigation, the discipline inspection and supervision organs in Hubei Province seriously pursued responsibility and accountability for the relevant responsible persons for ineffective performance of their duties and dereliction of duty, and gave them party discipline and government affairs sanctions respectively.
The flash flood disaster was triggered by exceptionally heavy rainfall, and Liulin Town in Suixian County was the center of this round of extreme heavy rainfall, from 20:00 on August 11 to 20:00 on the 12th, liulin town received 519 mm of rain in 24 hours, and the maximum rainfall in 6 hours reached 463 mm.
In view of the problems of ideological paralysis, unrealistic work style, non-implementation of flood prevention arrangements, untimely early warning response, and inadequate risk avoidance measures exposed in the course of disaster relief, discipline inspection and supervision organs separately investigated the responsibility of relevant responsible persons. Among them, Chen Wu, secretary of the Suixian County CPC Committee, was given a serious warning within the party and the administrative secretary was given a major punishment and dismissed from his post; Huang Zongchao, deputy secretary of the Suixian County CPC Committee, deputy county magistrate, and acting county magistrate; Liu Yinzhou, member of the Standing Committee of the Suixian County CPC Committee and executive deputy county magistrate, was given a serious warning within the party and the administrative secretary was dismissed from his post, and his dismissal procedure was performed in accordance with relevant regulations; Zhang Chang'an, secretary of the Liulin Town Party Committee, was given the punishment of staying in the party for probation and dismissal; and Cheng Lijun, deputy secretary of the party committee and mayor of Liulin Town, was given the punishment of revocation of his party post and dismissal of government affairs.
The main responsible persons of Suizhou City and Suixian Emergency Management Bureau, Water Conservancy and Lake Bureau, and the relevant responsible persons of Suixian County Party Committee and County Government were punished by serious warnings within the party, major administrative records or admonitions.
Instruct the Suizhou Municipal Party Committee, the Municipal Government and their principal responsible persons to make written inspections to the Provincial Party Committee and the Provincial Government respectively.
