Zhao Bingjun was born in 1859 in Ruzhou, Henan. Zhao Bingjun can be called the lowest born among the people of the Republic of China. He was an orphan whose parents died since he was a child, and naturally had no family background to speak of. When he was a child, Zhao Bingjun didn't even have a name, his name and birthday were set by himself. Living in the homes of relatives and relying on being a bookboy for others, I was fortunate enough to be literate and acquire a certain amount of cultural knowledge.

When Zuo Zongtang led an army to quell the Agubai Rebellion and retake Xinjiang, Zhao Bingjun also joined the army and made many military achievements, but he was also seriously injured. After the reconquest of Xinjiang, Zhao Bingjun was appointed as the canonical history of Xinle County for his merits. In 1901, because of his excellent work, Zhao Bingjun was appointed by Li Hongzhang as the general office of the former enemy camp of the Huai Army and also led the patrol of the three battalions, and the person in charge was still in charge of patrolling and arresting.
After the Eight-Power Alliance's invasion of China, Yuan Shikai was transferred from the Inspector of Shandong to the Governor of Shandong. Zhao Bingjun, who has rich experience and outstanding achievements, is reused by Yuan Shikai. It was also with Yuan Shikai's trust that Zhao Bingjun pioneered China's patrol police system in Zhili Province. This was also the beginning of China's modern police system. After Yuan Shikai was promoted to minister of military aircraft, Zhao Bingjun created a patrol police department nationwide and was promoted to right attendant.

Zhao Bingjun's hometown of Ruzhou and Yuan Shikai's hometown of Xiangcheng, both belong to Henan, as a fellow villager who plays the same hometown, coupled with Zhao Bingjun's excellent ability and loyalty to Yuan Shikai, Zhao Bingjun has always been extremely trusted by Yuan Shikai. After forcing the Qing court to abdicate, Yuan Shikai became the president of the Republic of China, while Zhao Bingjun was appointed by Yuan Shikai as the first minister of internal affairs of the government. In August 1912, Tang Shaoyi and Lu Zhengxiang resigned successively, and Zhao Bingjun officially became the third premier.
As a police expert in China, Zhao Bingjun has made great contributions to China's modern police system, and is even known as the founder of China's modern police system. However, just one year after Zhao Bingjun became prime minister, on March 20, 1913, at the Shanghai Railway Station, the assassination of Song Jiaoren, which shocked China and foreign countries, occurred.

And the murderer of Song Jiaoren, as a close confidant and stakeholder of Yuan Shikai, Zhao Bingjun also became a suspect, and even once suspected of being the culprit of the Song case, under the pressure of huge public opinion, Zhao Bingjun was forced to resign. On February 27, 1914, Zhao Bingjun, who had been appointed by Yuan Shikai as the governor of Zhili, died suddenly at home at the age of 55.
Regarding the cause of Zhao Bingjun's death, there are many opinions, and some people believe that it was Yuan Shikai's doing, and he poisoned Zhao Bingjun to death in order to extinguish his mouth. It is also said that Zhao Bingjun died of cerebral hemorrhage, which was a normal death. With the passage of time, the annihilation of evidence, Zhao Bingjun's death may become a suspicious case forever like the assassination of Song Jiaoren.
