At the same time, in the Anhui Hefei Public Resources Trading Center, the Hefei Yihe Garden Community Elevator Maintenance Project is bidding for the outside world. The relevant person in charge of the Hefei Elevator Association said that at present, there are more than 10,000 elevators in Hefei that have been running for more than 10 years, and there are more than 1,900 elevators that have been running for more than 15 years. Once the old elevator in the house cannot pass the annual inspection, it must be replaced and renovated, how will the owners implement it? [Elevator status] More than 10,000 elevators have been "in service" for more than 10 years

"At present, Hefei has more than 80,000 elevators." On January 27, Zhang, secretary general of the Hefei Elevator Association, told reporters that in addition to residential elevators, this also includes escalators, pedestrian elevators, grocery elevators and so on. Among them, there are more than 10,000 elevators with operating time from 10 to 15 years, and more than 1,900 elevators with operating time of more than 15 years. "This is mainly a straight elevator, including the residential elevator used by residents."

According to its introduction, although the residential elevator has been operating for more than 15 years, it is considered an "old" elevator, and according to the current domestic laws and regulations, the elevator does not have a specific "life time". This also means that the elevator will not have to be replaced at a certain time. However, if there are many faults and cannot pass the annual inspection, such elevators can go to the market supervision department for replacement. Before the elevator is replaced, it is necessary to issue relevant reports such as safety assessments and implement them step by step according to the procedure.

The reporter learned that there were already elevators in the 80s of the last century. Secretary General Zhang said that according to the information they learned in previous years, the earliest batch of elevators in Hefei have been replaced and transformed.

[Subsidy conditions] The first subsidized elevator was renovated

But at present, Hefei still has elevators with a running time of more than 20 years. In response to the replacement and transformation of these qualified residential elevators, In 2020, Hefei issued the "Implementation Plan for major repairs of the renovation of old residential elevators in Hefei". According to the plan, Hefei Adopts the method of making a declaration according to the facts and subsidizing after the fact, and implements financial subsidies for major repairs of the renovation of old residential elevators that meet the conditions.

However, the plan also stipulates that the application for subsidies for major repairs of old residential elevators must also meet the following conditions: have a legal certificate of ownership of the house; residential properties built and put into use before the implementation of the Interim Measures for the Administration of Housing Maintenance Funds in Hefei On September 1, 2000; and residential elevators have been put into use for more than 15 years (including the principal number).

"Before the plan was introduced, Hefei city conducted a thorough survey of elevators that meet these conditions, and there are about 100 in the city." Among them, we have 50 or 60 units in Luyang District. On January 27, the relevant staff of the Special Equipment Department of the Market Supervision Bureau of Luyang District, Hefei City, told reporters. It is worth mentioning that this program provides economic subsidies for the renovation of old residential elevators that have not yet implemented the maintenance fund system.

"Our elevator has been running for 20 years. Previously, there was only an elevator on the fourth floor or above. After the replacement of the elevator, the third floor was also connected to the elevator. Mr. Fang, a resident, told reporters that if conditions permit, they will also apply for a replacement of another elevator in the later stage.

[Maintenance Fund] In the past 3 years, 125 elevators have used maintenance funds

For residential areas that have already paid for the maintenance fund, the replacement of the elevator can activate the maintenance fund. It is understood that the Hefei Yihe Garden Community was built more than 10 years ago, and some elevators need to be repaired or replaced after many years of use. The external bidding for elevator maintenance in the community mainly includes host maintenance, control cabinet and whole machine update.

On the application form of Hefei Vascular Center, the community has 8 elevator maintenance and machine updates. Before bidding, the special maintenance funds used for these repairs and updates have been voted by the owners in accordance with the new voting rules, and the plans have been submitted to the Hefei Vascular Management Center for the record.

Also entering the actual promotion of maintenance, there is also the Elevator of Hefei Olin Garden Community, mainly 1 elevator to replace the wire rope and repair the main engine. According to the regulations on the management of maintenance funds, the special funds used for elevator maintenance need to declare the plan in advance, and after the completion of the project, it must be audited and accepted by a third-party authoritative institution, and then the center will allocate the applied maintenance funds. However, during the maintenance process, there are also applications for advance payment, which can be allocated up to 70%.

It is understood that these two communities are the first to vote on the use of maintenance funds through elevator maintenance applications after voting on the new regulations. "After the implementation of the new voting rules, 12 residential community elevators have used maintenance funds through the voting of owners", the relevant personnel of Hefei Vascular Management Center introduced on the 27th, and 12 elevators benefited a total of 841 owners.

According to the statistics of the center, in the past three years, there are 125 elevators in Hefei that use maintenance funds for maintenance and renovation, of which 88 elevators are repaired and reconstructed, 37 elevators are updated, and the maintenance amount is 22.3406 million yuan, benefiting 8487 owners.

[Voting New Rules] 12 elevators have passed the new rules

According to the newly implemented Civil Code, the Hefei Vascular Management Center lowered the threshold for voting on maintenance funds. In the past, according to the provisions of the Property Law, the maintenance funds for the maintenance or replacement of parts of an elevator were required to be approved by two-thirds of the owners of the exclusive area and the number of people. After the implementation of the new rules on voting on January 1, only two-thirds of the exclusive area and the number of people need to participate in the voting, of which the double majority votes can apply for the use of maintenance funds, that is, "more than two-thirds of the owners participate in the voting, and the owners who participate in the voting agree to the double majority", which reduces the difficulty of voting.

It is understood that in order to reduce the cost of decision-making, from January 1, the use of maintenance funds in Hefei can be voted through electronic scanning codes, Hefei Vascular Management Center uses electronic information technology such as face recognition and Alipay to develop maintenance funds to use electronic scanning code voting procedures, the owner can scan the code through Alipay, face recognition to achieve identity authentication, automatically bind personal houses through information sharing, both can query and grasp the deposit, use, interest, balance and other conditions of housing maintenance funds at any time, and also view the use plan of the community to use maintenance funds. The total project budget, the amount apportioned by the owners, the voting progress and other relevant information. "This solves the problems of long decision-making cycle, low efficiency, difficult to distinguish between authenticity and falsity in traditional written signature voting, and the difficulty of owners to participate in voting due to geographical restrictions," said relevant personnel.

The reduction of the difficulty of voting has also promoted the use of old elevator maintenance funds in Hefei. According to the statistics of the center, since the implementation of the new regulations, 12 elevators in residential areas in Hefei have used maintenance funds through the voting of owners.
