In addition, the Hainan port intercepted 2 kinds of quarantine pests for the first time, intercepted 23 kinds of non-quarantine pests, of which 4 kinds of pests such as coffee wrinkled chest tianniu and Chinese wax tianniu were intercepted for the first time in the country.
In the first quarter of 2017, a total of 3,607 batches of inbound and outbound goods were inspected and quarantined, with a value of US$2.139 billion, an increase of 3.59% and 28.46% respectively year-on-year. Among them, 2130 batches of outbound exports, 536 million US dollars, an increase of 23.48% and 13.41% respectively; 1,477 inflows amounted to US$1.603 billion, a decrease of 15.94% and an increase of 34.43% respectively.
Completed 522,800 quarantine inspections of entry and exit personnel, an increase of 11.80% year-on-year; There were 896 person-times of infectious disease monitoring and physical examination of entry and exit personnel, a year-on-year decrease of 10.40%.
4395 vessels (aircraft) were quarantined in and out ofbound vehicles, an increase of 40.15% year-on-year, of which 1118 ships were quarantined and 3277 aircraft were quarantined, an increase of 21.79% and 47.75% respectively. 29,718 containers were quarantined, an increase of 16.55% year-on-year.
Passengers carried 13,885 pieces of luggage through X-ray baggage inspection machines or open bags, an increase of 77.38% year-on-year. Quarantine inspection of 173,200 pieces of entry and exit mail (including 40,448 inbound and outbound parcels and 132,740 letters), an increase of 15.62% year-on-year.
Four species of pests were intercepted at the Hainan port for the first time in China
In the first quarter of 2017, a total of 253 batches of unqualified products were detected, 47.7674 million US dollars, the batch failure rate was 7.01%, an increase of 2.24 percentage points year-on-year, and all the inbound unqualified goods detected have been supervised and destroyed, returned, technical rectification, and certificate claims in accordance with the provisions of relevant laws and regulations. Among them, 3 batches will be returned due to reasons such as the total number of colonies exceeding the standard; Three instalments were claimed for weight shortages, mainly crude oil and liquefied natural gas.
A total of 85 cases of persons entering and leaving the port were found to have symptoms of infectious diseases, and 33 cases of infectious diseases were detected; Infectious disease surveillance physical examination found 244 cases, including 9 cases of infectious diseases.
457 batches, 165 species and 956 species of plant pests were intercepted, an increase of 33.63%, 22.22% and a decrease of 2.65% respectively. Among them, 17 batches, 10 types and 19 kinds of quarantine pests were intercepted, and the batches, types and species increased by 70%, 150% and 72.73% respectively. For the first time, 2 kinds of quarantine pests such as wide-leaved Gaojiali and Changlin beetle were intercepted at Hainan Port, and 23 kinds of non-quarantine pests were intercepted for the first time, of which 4 kinds of pests such as coffee wrinkled-breasted Tianniu and Chinese wax Tianniu were intercepted for the first time in China.
Port quarantine inspection passengers carrying luggage intercepted 4857 batches of prohibited imports, weighing 3711.8 kg, an increase of 9.59% and 25.83% respectively; Quarantine inspection of entry-exit mail intercepted 20 batches of prohibited imports, weighing 35.15 kilograms, a decrease of 90.74% and 97.83% respectively. Intercepted prohibited items are returned or destroyed.
Promote the core capacity building of ports in the province and the standardized construction of animal and plant inspection
Huang Xiaohua, director of the Customs Clearance Department of the Hainan Entry-Exit Inspection and Quarantine Bureau, said that in addition to intercepting the epidemic from traditional trade in goods, inbound containers and means of transport, international postal express mail and passenger carry-on items have shown the characteristics of many batches, small quantity, miscellaneous sources, unknown epidemic situation, strong concealment and high safety risks, and travel postal inspection is still the focus of plant pest prevention and control.
It is understood that the Hainan Entry-Exit Inspection and Quarantine Bureau has vigorously promoted the core capacity building of the province's ports and the standardized construction of animal and plant inspection, vigorously carried out the "Green Bud 3" special action, "port balance" and other actions, implemented the airport travel inspection "human-machine-dog" comprehensive inspection model, formed a "special action team" for travel postal inspection work, improved the relevant system, and at the same time increased laboratory investment and technical support capacity building, greatly improving the efficiency of inspection and quarantine checks.

In the first quarter, the Hainan Inspection and Quarantine Bureau and the Provincial Council for the Promotion of International Trade issued a total of 3,308 certificates of origin for export goods for enterprises under their jurisdiction, involving a value of US$557 million, an increase of 13.48% and a decrease of 1.41% year-on-year, respectively, of which 823 certificates of origin were issued for China-ASEAN, China and South Korea, China and Australia, involving a value of US$59.7026 million, an increase of 35.14% and 62.99% year-on-year, respectively, helping enterprises to reduce tariffs of importing countries by about US$4.8 million.
