Veterinarians found it was a baby female bear, about 1 year old, covered in ticks, weighing only 21 pounds, far less than the 80 pounds of a normal 1-year-old bear.
During the breeding period, the cubs are also mentally abnormal, walking strangely, sluggish, intermittent head tremors, and slight head tilt. This is a sign of a neurological abnormality.
After a week of observation, cdfw confirmed that the bear had neurological and behavioral deficits and euthanized it.
The autopsy results showed that the bear did suffer from encephalitis, and its human-friendly behavior was actually a symptom of a neurological disorder caused by encephalitis.

In 2014, Nevada's Wildlife Department was the first to issue a warning that a large number of black bear pups in the Lake Tahoe Basin were experiencing neurological abnormalities.
