According to Xinhua News Agency, the 30th session of the Standing Committee of the 13th National People's Congress closed at the Great Hall of the People in Beijing on the morning of 20 July. The meeting voted to appoint Jiang Chaoliang as vice chairman of the Agriculture and Rural Affairs Committee of the National People's Congress.

On February 13, 2020, Hubei Province held a meeting of leading cadres in the province. At the meeting, it was announced that the central authorities had decided that Ying Yong should be appointed as a member, standing committee member, and secretary of the Hubei Provincial CPC Committee, and Jiang Chaoliang would no longer serve as secretary, standing committee, and member of the Hubei Provincial CPC Committee.

Born in August 1957, Jiang Chaoliang, a 64-year-old native of Miluo, Hunan Province, joined the Agricultural Bank of China after graduating from university and has worked in the banking system for more than 30 years. In 1996, Jiang Chaoliang transferred from the Agricultural Bank of China to the People's Bank of China and served as an assistant to the governor of the central bank.

In 2002, Jiang Chaoliang "parachuted" into Hubei and served as vice governor. More than a year later, he returned to the banking system as chairman of the Bank of Communications, then as president of the China Development Bank and chairman of the Agricultural Bank of China.

In 2014, Jiang Chaoliang "parachuted" into the local area again, succeeding Bayin Chaolu as the governor of Jilin Province, and two years later, he was transferred to the secretary of the Hubei Provincial Party Committee.

Also taking up new posts at the current NPC Standing Committee meeting were Wu Shezhou, Han Weiguo, Bu Xiaolin, Yuan Yubai, Wang Ruihe, Li Guozhang, and Shen Liang.

Among them, Wu Shezhou, Han Weiguo, and Yuan Yubai all came from the army. Wu Shezhou was previously the political commissar of the Western Theater of the Chinese People's Liberation Army, and was promoted to the rank of general in 2019. This time, he was appointed vice chairman of the Nationalities Committee of the National People's Congress. Mr. Han was previously commander of the People's Liberation Army Army and was promoted to the rank of general in 2017. Public information in July showed that Liu Zhenli had succeeded Han Weiguo as army commander. This time, Han Weiguo was appointed vice chairman of the Foreign Affairs Committee of the National People's Congress. Yuan Yubai was previously the commander of the Southern Theater of the People's Liberation Army and was promoted to the rank of general in 2019. This time, he was appointed vice chairman of the Social Construction Committee of the National People's Congress.

Bu Xiaolin was previously chairman of the Inner Mongolia Autonomous Region government. She was appointed vice chairman of the Environment and Resources Protection Committee of the National People's Congress. Wang Ruihe was previously the director of the Economic Law Office of the Legislative Affairs Commission of the Standing Committee of the National People's Congress, and this time he was appointed deputy director of the Legislative Affairs Committee of the Standing Committee of the National People's Congress.

Li Guozhang, former president of the University of Chinese in Hong Kong and member of the 12th National Committee of the Chinese People's Political Consultative Conference, was appointed as a member of the Basic Law Committee of the Hong Kong Special Administrative Region of the Standing Committee of the National People's Congress.

Shen Liang was previously a vice-ministerial full-time member of the Adjudication Committee of the Supreme People's Court and the president of the First Criminal Trial Division, and was promoted to a second-level justice at the end of last year, and was appointed vice president of the Supreme People's Court and president of the Fifth Circuit Court.
