Secondly, Qinzhou in the Song Dynasty was a place to exile criminals and degrade officials, and for this reason, a "prison city" was specially built in Qinzhou City, so Tao Bi, who was on the way to his post, had his sorrow overshadowed his joy.

However, after arriving in Qinzhou, It made Tao Bi look at Qinzhou with astonishment, and this remote town was also very intoxicating. However, after all, Qinzhou is thousands of miles away from home, and on the occasion of the good festival, Tao Bi's heart will inevitably flood with homesickness.

Under the influence of multiple factors, Tao Bi built this Tianya Pavilion in Pingnan Gudutou, Qinzhou during the Celebration Calendar, in addition to relieving homesickness, Tianya Pavilion also has the meaning of building a frontier and educating one side.

The first move, which took place during the Chunxi Baoqing period in the middle of the Southern Song Dynasty, was moved from the pingnan ancient ferry port to the east gate of the city.

The second move occurred during the Kangxi period of the Qing Dynasty, when the Tianya Pavilion was seriously damaged, and Yu Sanwei of Zhixian rebuilt the Tianya Pavilion on the original site of Pingnan Gudu.

The Cape Pavilion is divided into two entrances, the first entrance is the gate tower, consisting of a circular arch and two ear doors, the book above the main entrance has a plaque of "Sea and Sky Victory", the second entrance is the Cape Pavilion, and the plaque of "Ten Thousand Miles to the Sky" on the pavilion is written by Su Dongpo, a generation of great writers.
