Lu Zhaohua joined the army in 1983 as a pilot, and in 1995 he took off his military uniform and put on a police uniform. Over the past 26 years, he has walked the streets and alleys to listen to his parents, from the Xijiao Village community to the Bayi Road community, the Hengjiekou community, and now the Mingyuelou community, his figure has spread to all corners of the jurisdiction. Everywhere he went, he was always welcomed by the masses and was an indispensable element of peace in the jurisdiction.
For such a good senior, many new police officers will always praise and ask - "How did you achieve such a good relationship with almost every resident?" Lu Zhaohua replied: "Only when we do good and practical things for the masses will the masses trust you and praise you, can we talk to you about things, talk to you when we have difficulties, and treat you as our relatives." ”
Lu Zhaohua's path to joining the police began with the chengxi police station as a community police officer in the western suburbs of the village. At that time, there were 4 natural villages under the jurisdiction of xijiao villages, and social security was chaotic, and fights and brawls occurred almost every day due to various interests. How to carry out effective management and ensure safety became a difficulty for Lu Zhaohua at that time.
"I later built a village protection team in the village, and the members of the team worked part-time as floating population coordinators." Lu Zhaohua recalled that at that time, the whole village did not have a house number, and it was very inconvenient to find someone to handle the case. He took the assistant to register the situation day and night, and hand drew a flat map of each alley in the village according to the owner and the occupants, and the size of the house.
This work lasted for half a year, until he later basically understood the situation in the jurisdiction. "At that time, I also recruited people from outside with ideas and abilities as liaison officers for our civilian police to coordinate the handling of local incidents." Lu Zhaohua repeatedly investigated the problem of poor public security and pondered the countermeasures for solving the problem. After the implementation of the liaison mechanism, outsiders have a greater sense of belonging to the local area, and the local security situation has improved significantly.
From the army to the public security team, Lu Zhaohua was not familiar with the public security business. "In order to adapt to public security work as much as possible, I was on duty with the old police during the day, observed and learned their experience in handling affairs, learned public security business knowledge and relevant laws and regulations on my own at night, and then went to the office every night to help with the duty, the purpose is to learn more knowledge, what do not understand the initiative to ask questions to the old police."

In 2002, when he first came to the Mingyuelou community, Lu Zhaohua found that there were many theft cases here. Lu Zhaohua said that in order to dispel the uneasiness of residents, he and community cadres went to the community joint construction unit to consult and plan, and established the city's first volunteer patrol team of serving party members. By patrolling in shifts and squeezing the crime space, the number of cases in the jurisdiction has dropped significantly.
