Comrade Peng Shilu, formerly known as Peng Baolu, male, Han ethnicity, Guangdong Haifeng people, born in November 1925, joined the revolutionary work in July 1939, served as a soldier in the Guangdong Pingshan Dongjiang Column, and later went to Yan'an Youth Cadre School and Yan'an Middle School to study. In 1942, he worked as a nurse in Yan'an Central Hospital. Since 1944, he has studied in the Chemical Engineering Department of Yan'an Academy of Natural Sciences and the Chemical Engineering Class of Zhangjiakou Industrial College. He joined the Communist Party of China in August 1945. Since July 1946, he has successively served as a trainee of Xuanhua Coking Plant in North China, a technician in Fuping District Chemical Factory and Shijiazhuang Coking Factory. From December 1948, he studied at Harbin Institute of Technology and Dalian Institute of Technology. In September 1951, he went to the Department of Chemical Machinery of the Institute of Chemical Machinery in Moscow, Soviet Union to study. In September 1956, he went to the Moscow Power Institute in the Soviet Union to study nuclear power training courses. Since April 1958, he has successively served as an engineer and deputy director of the research office of the Institute of Atomic Energy of the Second Ministry of Machinery Industry. In April 1963, he was appointed deputy chief engineer of the 15th Institute of the Seventh Academy of the National Defense Science and Technology Commission. Since June 1965, he has successively served as the deputy chief engineer of the second department of the Second Design Institute of the Nuclear Industry, the deputy chief engineer of the 909 base, and the acting director of the Revolutionary Committee. In August 1971, he was appointed as the deputy director and deputy chief engineer of the 19th Institute of Wuhan. In April 1973, he was appointed as the first vice president and deputy secretary of the party committee of the Seventh Research Institute of the Commission of Science, Technology and Industry for National Defense. Since September 1979, he has successively served as the deputy director, chief engineer, member of the party group and deputy secretary of the party group of the Sixth Machinery Industry Corporation, deputy general manager, deputy secretary of the party group and chief engineer of China State Shipbuilding Corporation, and chief designer of nuclear submarines. In 1994, he was elected as the first batch of academicians of the Chinese Academy of Engineering. In February 2004, he was approved by the central government to enjoy ministerial medical treatment. He retired in November 2018.
After the sacrifice of his father Comrade Peng Pan, he became an orphan at the age of 4 and was twice arrested and imprisoned by the Kuomintang in his childhood. In 1940, he arrived in Yan'an under the arrangement of the party organization. In 1951, he went to the Soviet Union to study on the recommendation of the organization, and to serve the country, he needed to study nuclear power.
Comrade Peng Shilu is a famous nuclear power expert in China and one of the pioneers and founders in the field of nuclear power in China. He presided over the design and construction of China's first nuclear submarine land mode reactor, participated in the successful development of the first nuclear submarine, introduced the first million kilowatt-class nuclear power plant Daya Bay Nuclear Power Plant, organized the independent design and construction of the first large-scale commercial Qinshan Phase II nuclear power plant, and made pioneering work for the research, design and construction of China's nuclear power.
Comrade Peng Shilu served as the first chief designer of nuclear submarines, and played an important role in realizing the historic breakthrough of China's nuclear submarines from scratch and the sustainable development of nuclear power technology. He presided over the design, construction and operation of China's first nuclear submarine land mode reactor, determined the technical route and plant site, established a generation of nuclear power reactor physical design methods and nuclear power device main parameter calculation methods, solved many key technical problems such as nuclear power device cold start, and laid a solid foundation for the successful launch of China's first nuclear submarine.
Comrade Peng Shilu has made important contributions to the independent design and construction of Nuclear Power Plants in China and the sustainable development of nuclear power. He vigorously promoted the use of the pressurized water reactor route for China's first nuclear power plant, and was specifically responsible for the introduction, overall design and preliminary work of Daya Bay Nuclear Power Station, China's first million kilowatt nuclear power plant, and proposed three major control and management methods for the progress, investment and quality of nuclear power projects. He organized the construction of China's first commercial large-scale nuclear power plant, the Qinshan Phase II Nuclear Power Plant, and summarized and proposed the working mechanisms of "owner responsibility system, bidding system, and project supervision system".
Comrade Peng Shilu was selected as a national advanced worker in 1978 and won the National Science Conference Award; in 1985, the "Research and Design of China's First Generation nuclear submarines" project presided over as the first completer won the special prize of the "National Science and Technology Progress Award"; in 1988, he was awarded the honorary award of "Outstanding Contributions to the Cause of National Defense Science and Technology" by the Commission of Science, Technology and Industry for National Defense; in 1996, he was awarded the He Liang HeLi Foundation Science and Technology Progress Award; in 2017, he was awarded the Highest Award of the He Liang Ho Lee Fund. Science and Technology Achievement Award; in 2020, he won the 13th Guanghua Engineering Science and Technology Achievement Award.
Comrade Peng Shilu is a deputy to the 11th, 12th and 13th National Congresses of the Communist Party of China, an alternate member of the 12th Central Committee of the Communist Party of China, a deputy to the Fourth and Eighth National People's Congresses, and a member of the Standing Committee of the Eighth National People's Congress.
In his revolutionary career of more than 80 years, Comrade Peng Shilu has always strengthened his ideals and convictions, maintained his political character of loyalty to the party, and persisted in conscientiously studying Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thinking of "three represents", the scientific outlook on development, and Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era.
