# Transfer principle aspect #

When employees of the four cities handle the transfer and continuation of the medical insurance relationship of employees in the four cities, only the basic medical insurance relationship, the number of years and the balance of personal accounts are transferred, and the pooled fund is not transferred for the time being. After the employees of the four cities handle the transfer and continuation of the medical insurance relationship of the employees, the medical insurance treatment of the employees in the month of payment shall be implemented in accordance with the medical insurance policy of the place of transfer. When employees of the four cities apply for the transfer of medical insurance relationship, the place of transfer shall provide the place of transfer with the number of years of payment, etc., and retain their insurance history.

# Years of age calculation #

After the employees of the four cities handle the transfer and continuation of the medical insurance relationship of the employees, the medical insurance payment years actually paid by the employees in the four cities will be mutually recognized (the overlapping part of the actual payment years will not be doubled). The number of years of mutual recognition is not applicable to differentiated policies that require the actual number of years of payment in the local area to determine eligibility for treatment. The scope of differentiated policies is determined by each region.

# Health insurance retirement place confirmation aspect #

The "Measures" stipulate that after reaching the statutory retirement age, employees in the four cities may, in accordance with the following rules, confirm one place in the four cities and enjoy the medical insurance treatment of retired employees in that place.

(1) At the time of retirement, if the actual payment period (not counting the mutual recognition period) in any of the four cities meets the specified conditions for local retirement without payment and medical insurance treatment (hereinafter referred to as the medical insurance retirement period provisions), it may choose one of the places where the medical insurance retirement period has been insured to enjoy the medical insurance treatment of retired employees.

(2) Where the actual number of years of medical insurance payment for employees (excluding mutual recognition) actually paid in the four cities has not reached the provisions of the local medical insurance retirement period, and the cumulative number of years of medical insurance payment for employees mutually recognized by the four cities has reached 20 years after the combined calculation, the retired employee medical insurance treatment shall be enjoyed in the place where the actual payment period is the longest (when the insurance time is the same, the place closest to the retirement time is preferred).

(3) Where the actual number of years of payment of employee medical insurance (excluding mutual recognition) in the four cities has not reached the provisions of the local medical insurance retirement period, and the cumulative number of employee medical insurance payment years of the four cities has not reached 20 years after the combined calculation of the years of mutual recognition of employees' medical insurance, the cumulative amount of supplementary payment to the four cities' mutually recognized medical insurance payment years may reach 20 years after the combined calculation of the insured years with the longest actual payment period. The supplementary payment method shall be implemented in accordance with the medical insurance policy of the place of supplementary payment. Those who are unable to make up the payment or are unwilling to make up the payment may participate in the basic medical insurance for urban and rural residents in accordance with relevant regulations.

In addition, the "Measures" also emphasize that the medical insurance departments of the four cities should strengthen the exploration of the medical insurance transfer mechanism for employees, and jointly formulate a transfer fund system to prevent the risk of fund expenditure in each city to ensure that the income and expenditure of the fund in each city are relatively balanced. When the provincial medical insurance department promulgates the relevant documents for the overall planning of urban workers' medical insurance outpatient clinics, the four cities will separately formulate outpatient overall planning transfer and continuation measures.

The Measures will come into force on 1 January 2022
