At 9:00 a.m. on May 27, 1949, the People's Liberation Army's campaign to liberate Shanghai ended in victory, and Shanghai, China's largest city, returned to the embrace of the people! Chairman of the Central Military Commission Mao Zedong appointed Chen Yi, commander of the Second Field Army of the People's Liberation Army, as the first mayor of Shanghai after liberation.
Mayor Chen Yi
However, the newly liberated Shanghai is devastated, full of waste, and the industrial system has basically fallen into a semi-paralyzed state. Of the city's more than 10,000 factories, less than a third were able to start operations, more than half of the machine industry was shut down, and the flour industry was less than one-tenth of what it was before the war due to poor transportation. The existing flour and rice are only enough for the whole city to eat for half a month, while the coal is only enough to burn for seven days.
There were also nearly 20,000 remnants of the Kuomintang army scattered in society, as well as more than 30,000 agents of eight organizations lurking and not withdrawing, plus habitual bandits, beggars, pickpockets, prostitutes and unemployed vagrants, which made Shanghai's social unrest.
In the face of this "mess", Chen Yi and his colleagues only worked around the clock, and after a period of unremitting efforts, Shanghai production gradually recovered, supply began to increase, and social order began to stabilize.
However, this gradually improving scene was something that Chiang Kai-shek of the Kuomintang, who fled to Taiwan, did not want to see, so they sent assassins to assassinate the party, government, and military leaders in Shanghai, creating terrorist incidents and threatening the security of the nascent regime.
In their assassination list, Chen Yi ranked first.
One day, Chen Yi was reviewing documents at his desk when the secretary walked in with a letter. Chen Yi took it, saw that the envelope said "Shanghai Mayor Mr. Chen Yi received", heavy, opened a shake, "Dang" a sound, a shiny bullet landed on the table, there is nothing else in the envelope.
Threatening letters! Chen Yi immediately understood everything. He smiled faintly, "Oh, the gift sent to me is not light!" He then contemptuously threw the envelope and the bullet into the paper basket next to the table.
If this letter is a warning, then what the Taiwan Kuomintang Secrecy Bureau and the Kuomintang secret service agencies located on Zhoushan and other islands are meticulously planning is the assassination operation that was concretely carried out.
In order to complete Chiang Kai-shek's task of "successful assassination within six months", the Secrecy Bureau sent a batch of spies to Shanghai.
The first batch of 28 agents to carry out the assassination mission, under the leadership of Feng Qizeng, director of the Jiangsu and Zhejiang Special Workstation of the Kuomintang Secrecy Bureau, infiltrated Shanghai from Zhoushan in batches. They carried dozens of American-made silent pistols, light machine guns and long and short guns, as well as a full range of radio equipment. However, this group of spies had an unstable foothold, that is, they were wiped out by our public security personnel.
A second group of Kuomintang agent Assassins, led by Zhu Shan, arrived, this time bringing american detonators, high-energy explosives, grenades, and highly toxic cyanide in addition to guns and radios. However, they soon all fell into the net.
When the news reached Taiwan, Chiang Kai-shek, disappointed, summoned Mao Renfeng, the head of the secret service, to scold him. Chiang Kai-shek once again issued a secret killing order against Chen Yi to Mao Renfeng. This time, Chiang Kai-shek personally designated the assassin: "Don't ask others to go, just send Liu Quande over!" Only when Liu Quande goes, can he 'solve' Chen Yi! ”
On the evening of October 29, 1949, a special top-secret telegram was delivered to Yang Fan, deputy director of the Shanghai Municipal Public Security Bureau and director of the Social Affairs Department, through special channels. The telegram read: "According to reliable intelligence, Taiwan's secret service has dispatched Major General Liu Quande, the leader of the group, to lead An Pinggui and Ouyang Qin to Shanghai to carry out the task of assassinating Mayor Chen Yi. ”
Hostility is command. Subsequently, a special battle to round up the secret agent killer began quietly and intensely.
The investigators brought up Liu Quande's information: This person is also a little famous in the circle of Kuomintang agents. Liu Quande, a 34-year-old native of Ji'an County, Jiangxi Province, left home to join the Red Army as early as 1929 at the age of 14. Because of his brilliant mind, he soon joined the Communist Youth League and joined the Communist Party of China in 1931. He served as a squad leader and platoon leader in the Red Army until he was promoted to the commander of the special agent company of the Red 4 Army, and the director of the political department of the Red 4 Army was Chen Yi, that is to say, Liu Quande was responsible for Chen Yi's security work.
Time is changing, and things are unpredictable!
In 1933, he was sent to Shanghai by our party to do underground party hoeing and security work. In November 1935, he defected after being arrested by Kuomintang military agents in Wuchang, and then became a Kuomintang eagle dog. Known for his boldness, marksmanship, and fierce heart, he was highly valued by the military leaders and was a cunning and sophisticated gold medal killer.
Liu Quande
In June 1949, shortly after Liu Quande fled to Taiwan, he was summoned by Mao Renfeng, director of the Kuomintang Secrecy Bureau. He also appointed him as the leader of the operations team of the major general, and ordered him to sneak back to the mainland to complete the assassination mission personally entrusted by Chiang Kai-shek.
On October 30, 1949, the secret service of Taiwan's Secrecy Bureau airlifted Liu Quande and members of the action group An Pinggui and Ouyang Qin by plane to Dinghai on Zhoushan Island. After they parachuted and landed, they immediately connected with Huang Bamei, a famous bandit leader in Dinghai. Next, Huang Bamei will try to send the three to Shanghai.
After Huang Bamei saw the Visitors from Taiwan, she heard that Old Jiang wanted to "counterattack the mainland" and asked them to go to Shanghai first to assassinate Chen Yi and others. Liu Quande, who was eager for credit, said to Huang Bamei impatiently: "You quickly try to find a small boat and send our brothers to The Great Ocean Mountain, and the closer you get to the beach, the better." ”

Huang Bamei had already prepared several boats to dock on the shore, and she personally escorted several Taiwanese visitors with her subordinates to row in the direction of Dayangshan. Arriving at Dayangshan, Liu Quande instructed Huang Bamei to send An Pinggui and Ouyang Qin to the wharf and let them enter Shanghai by cargo ship. On their own

He left Dayangshan and sneaked into Shanghai on November 2.
After receiving top-secret information, Li Shiying, director of the Shanghai Municipal Public Security Bureau, and Yang Fan, deputy director of the Shanghai Municipal Public Security Bureau, deeply felt that the enemy situation was serious and the people who came were not good. After discussing, the two decided to take the initiative. After the investigators visited and learned day and night, and repeatedly explored the situation of several people related to Liu Quande, a man named Gao Jiyun entered the sight of the Shanghai Municipal Public Security Bureau, this person is more politically reliable and familiar with Liu Quande, and the most important point is that he is also Liu Quande's savior.
The police decided to mobilize him for my use. Yang Fan ordered Gao Qiyun to be found and personally do his work. After a fierce ideological struggle, Gao Qiyun finally made a choice: as an internal line, immediately go to Visit Shi Xiaofeng, where Liu Quande is most likely to go, and report on the situation immediately.
Who is Shi Xiaofeng? During the Japanese occupation of Shanghai, Liu Quande was an instructor at the Wang Pseudo-Political Defense School, and Both Shi Xiaofeng and Gao Jiyun were his students. After Liu Quande assassinated Yu Ling, director of the wireless reconnaissance station of the Wang Pseudo Secret Service Headquarters, he was hunted down everywhere, and Shi Xiaofeng hid Liu Quande with the assistance of Gao Jiyun and escaped a disaster. Both Shi and Gao had a life-saving grace for Liu Quande, so their relationship was relatively close.
After Liu Quande sneaked into Shanghai, for the sake of safety, he did not dare to stay in the hotel, and indeed went to the residence of his hardcore brother Shi Xiaofeng on Shanxi Southwest Road and hid. He was particularly cautious and careful, hiding at home during the day and only going out at night. Go out in disguise, do not see acquaintances, the action is very mysterious.
At about 11:00 a.m. on November 9, 1949, a cyclist came to Shi Xiaofeng's house, and it was Gao Jiyun who was ordered to come and inquire about Liu Quande.com. Just arrived at the door, it happened that Shi Xiaofeng came back from outside and saw his old classmates who had not been seen for many days, and Shi Xiaofeng was particularly happy. After chatting for a while, Shi Xiaofeng mysteriously said to Gao Jiyun that he would let him see a person and push open the door of the back room, and it was Liu Quande who was sitting on the sofa inside.
When Liu Quande saw someone coming, he raised his head alertly, first of all, he was shocked, recognized that it was Gao Qiyun, stood up with a smile on his face, and enthusiastically took his hand: "I didn't expect to meet the old man here. ”
After all, there was a life-saving grace in those years, liu Quande was particularly enthusiastic about Gao Qiyun, and also relaxed his guard. However, the cunning Liu Quande knew that his mission was important, and he had not contacted him for many years, and he did not know how his recent situation was and whether he had been "redwashed", so he was worried that Gao Jiyun would not be able to rely on him and spoil a big thing.
In the blink of an eye, it was lunchtime, and the three brothers, whom they had not seen for many years, were reunited here and now, and they wanted to reminisce about the wine.
At lunchtime
The three people drank and chatted, Liu Quande deliberately frequently poured wine for Gao Jiyun, toasted cup by cup, he wanted to drunk Gao Jiyun, to spit out the truth after drinking, to see if he could set up some situation.
Gao Jiyun was anxious to get out and report to the public security organs. In a hurry, he had a plan, taking advantage of the fact that Liu Quande and Shi Xiaofeng were not prepared, he bit down and swallowed the cigarette he was smoking, stimulating his stomach and causing vomiting, then pretended to be drunk, shaking and vaguely resigning: "I am drunk, very uncomfortable, I will go home and sleep for a while, and you will continue to drink slowly." ”
Liu Quande believed it to be true and did not block it. Gao Jiyun staggered away in a hurry. As soon as I went out, I was blown by the cool breeze, and my mind immediately cleared up a lot. In order to quickly catch Liu Quande, he immediately rushed to the road and breathlessly asked the People's Liberation Army and traffic police who commanded the traffic: "Quick! Follow me to catch the spies. ”
When the SOLDIERs heard about the situation, they didn't think much about it, so they pulled up the traffic police and followed Gao Jiyun and ran to the building on Southwest Mountain Road. Gao Jiyun gently came to Shi's house and saw that Liu Quande had taken off his clothes and was lying on the bed, whimpering and sleeping, and immediately beckoned the military police to rush up. Liu Quande opened his eyes from his sleep, and before he could react, he had been grabbed by two guns, one long and one short, against his head.
After Liu Quande was arrested, seeing that the general situation was gone, under the strong pressure of the investigators' surprise interrogation and the public security organs, he had to bow his head, honestly explain the infiltration into Shanghai and the special task of assassinating Mayor Chen Yi, and explain all the lurking personnel he knew, including Lei Shuang and Lao Youhua, who were important contacts lurking in Shanghai.
According to the clues provided by Liu Quande, the public security organs immediately launched a large-scale search and arrest, and the two subordinates that Liu Quande brought from Taiwan were also quickly arrested, and more than a dozen nest bandits who facilitated their killing operation were also arrested one by one, but an important enemy special agent, Lao Youhua, got the news and absconded in advance!
According to Liu Quande's account, the information about Lao Youhua introduced to him by his superiors was very limited: Shandong people; doctors; beautiful looks and delicate thoughts. Nothing else.
Lao Youhua was born in Jinan, Shandong Province, to a landlord family, a wealthy family, received a good education from an early age, and later his parents were brutally killed by the Japanese army for not submitting to the Japanese. In 1937, at the age of 14, she was admitted to the Nanjing Church Nursing School to study nursing. At the end of 1937, Nanjing fell, and the Nanjing Church Nursing School was also moved to Chongqing.
During his studies in Chongqing, Because of his beautiful appearance and smart personality, Lao Youhua was favored by the Kuomintang military command secret service organs that urgently needed talents and developed into a secret agent. After graduating from nursing school, she began to participate in special training in the military command, including blasting, shooting, using poison, and even using beauty meters.

In November 1948, the situation in the War of Liberation was already very clear, and the Kuomintang side knew that the general trend was gone, and began to prepare for the back road, one of which was to arrange a large number of latent personnel, and Lao Youhua's name was listed among them. Mao Renfeng personally talked to him, let her go to Shanghai to lurk, and stipulated contact information, codes, and passwords.
At that time, because Shanghai was still under the domain of the Kuomintang, generally all the agents who were ordered to lurk were introduced and installed by their respective organs, or the Secrecy Bureau, or the Central Unification, through the relationship they grasped, contacted the lurking points and introduced them. And Lao Youhua thought that it was a dangerous move, because the Communists would definitely investigate the lurkers after they came, and once a spy was caught, they would confess her.
Therefore, she did not lurk in the way specified by Mao Renfeng, preferring to brave the cold wind of early winter to run around the shanghai beach by herself. Eventually, she found a job at a private clinic in Lujiawan.
In accordance with the secret rules of the Secret Service, she wrote two notes in code language about her occupation and new address, which were posted on billboards at the back door of the Great World and the Sixteen Shops Of Dada Pier to inform her superiors. She and her boss only communicated in this way and had never met.
In February 1950, Lao Youhua suddenly received a letter that had not been paid, and used a secretly written potion to show that she had come to see, and it was an instruction issued to her in the name of the headquarters of the Secrecy Bureau, so that she immediately began to collect the travel and living conditions of the east China Bureau of the CPC and the Shanghai Municipal Party Committee and government, and the first person on the list was Chen Yi, and there were Rao Shushi, Tan Zhenlin and others below.
A month later, Lao Youhua received a registered letter, an instruction directly issued in the name of Mao Renfeng, with only 12 words: The incoming guest, ready to receive, must cooperate.
After that, Lao Youhua began to wait for the "visitor" to contact her, but waited and did not wait. It wasn't until the newspaper later published the news of Liu Quande's arrest that she didn't know that this was the case.
Seeing that the situation was not good, Lao Youhua immediately fled Shanghai and settled in her hometown of Jinan, where she found a job in the infirmary of a factory and continued to do her old business. Because of his positive performance, in less than two years, Lao Youhua became an activist in the factory.
After the end of the "anti-rightist" movement, the list of party organization development inspections in our party organization included the names of Lao Youhua. Therefore, Lao Youhua immediately wrote an application to join the party. At the beginning of 1958, the party organization officially talked to Lao Youhua, and then asked her to fill out a registration form, which required her to truthfully fill in her resume, and to get a list of the identity and address of the certifier and the witness.
It was the history of lurking in Shanghai at the end of 1948 (Note: At that time, Lao Youhua's clinic in Lujiawan, Shanghai, lao thought that after the liu quande incident, the public security bureau went to investigate, it was already a headless case, so it was filled out truthfully) let her reveal the stuffing. The Jinan Factory Party Organization sent an official letter to the Shanghai side, but unexpectedly this official letter was immediately sent to the Public Security Bureau, and Lao Youhua's bottom came out at once, and Huang Chibo, director of the Shanghai Municipal Public Security Bureau, personally signed an arrest warrant and assigned police officers to Jinan to arrest Lao Youhua.

After Lao Youhua was arrested, he confessed to the crime he committed. At this point, the plan of Liu Quande and his gang of Kuomintang secret service organs to murder Chen Yi was completely bankrupt, and all the enemy agents involved were arrested.
