On January 7, the General Office of the Ministry of Transport, the General Office of the Ministry of Ecology and Environment, the General Office of the Ministry of Commerce and the General Office of the State Administration for Market Regulation jointly issued the Notice on Deepening the Work Related to the Comprehensive Application of Automobile Maintenance Data (hereinafter referred to as the "Notice").
For data quality management, notifications require clear data aggregation scope, standardize data timeliness, and improve data transmission quality.
The circular pointed out that the local transportation authorities should rely on the automobile maintenance electronic health record system (hereinafter referred to as the electronic health record system), on the basis of guiding the first and second class automobile maintenance operators to do a good job in uploading the maintenance electronic record data, organize the data collection and uploading of the three types of automobile maintenance operators, and actively guide the automobile comprehensive minor repair operators specified in the "Conditions for the Opening of the Automobile Maintenance Industry" (GB/T 16739), as well as those engaged in engines, transmissions, body, air conditioning, Special maintenance operators for electrical system maintenance and four-wheel positioning business will realize the real-time collection of maintenance electronic record data by the end of 2022.
In addition, in view of the optimization of convenience services, the notice proposes to strengthen the open sharing of data, enrich the content of convenient services, and improve the evaluation mechanism of car owners.
Specifically, all provincial-level transportation authorities should promote the public service, data collection and other functions of the provincial-level electronic health record system, achieve docking with the ministerial electronic health record system by the end of June 2022, and disclose the relevant aggregation analysis reports of automobile maintenance and operation data in the province to the public.
At the same time, the local transportation authorities should work together with relevant departments to organize the operating units of the electronic health record system to upload relevant laws and regulations, standards and policy documents and other information on automobile maintenance in a timely manner; analyze and judge the scale of the maintenance market, business service behavior, the quality of auto parts, and the typical failure of vehicles, and disclose them to the public.
The circular also puts forward specific requirements for data and information resources and expansion services.
The notice requires local transportation authorities to guide automobile maintenance operators to make full use of the data resources of the electronic health record system, grasp the results of the owner's evaluation in real time, and improve maintenance services in a targeted manner. It is also necessary to strengthen the combing and analysis of auto parts failure information, conscientiously summarize the common problems of seasonal, regional and different types and brands of vehicles, strengthen the business training of auto maintenance technical skills, strengthen the supply and demand docking with parts and components enterprises, accurately allocate related parts, and reduce the waiting time for car owners to repair. At the same time, it is also necessary to closely share information with relevant departments, further deepen the work of "direct compensation fixed point" and accurate loss determination of accident vehicle maintenance, and provide more convenient and efficient car maintenance services for the masses.
In view of the problem of quality defects in automobiles, the notice encourages automobile maintenance operators and car owners to reflect possible quality defects in vehicles and parts through the electronic health record system. And require the local transportation authorities to work together with the market supervision departments to strengthen the collection and collation of quality defect information, for the existence of quality defects, according to the law should be recalled, the market supervision department in accordance with the relevant provisions to supervise the relevant vehicle manufacturers, parts manufacturing enterprises to implement the recall.
The establishment of an electronic health record system has also helped to increase the transparency of used car transactions. In this regard, the notice pointed out that the competent departments of transportation and commerce in various places, under the premise of ensuring data security and ensuring the personal privacy of car owners in accordance with the law, can explore the conditional opening of relevant data inquiry services to the second-hand car field in accordance with the law after desensitizing the data of the electronic health record system, and promote the transparent transaction of second-hand cars. Encourage the competent departments of commerce in qualified areas to work with the competent departments of transportation to try first, relying on the data of the electronic health record system to provide vehicle maintenance certificates for the export of second-hand cars, and help the export of second-hand cars in China.
For the issue of data security management, the notice has clear requirements for local transportation authorities to organize the operation of the electronic health record system. The circular pointed out that it is necessary to strictly implement the provisions of laws and regulations such as the Cybersecurity Law of the People's Republic of China, the Data Security Law of the People's Republic of China, the Personal Information Protection Law of the People's Republic of China, and take effective measures to effectively ensure that the data security and controllability of the electronic health record system are controllable.
