Promote the high-quality development of the marine economy in our province

【Contents of the Proposal】Members of the Education Sector submitted a proposal on the "Proposal on the High-quality Development of the Marine Economy in Our Province". The proposal believes that actively integrating into the new development pattern with the domestic cycle as the main body and the domestic and international dual cycles promoting each other and achieving high-quality development of the marine economy is an important task in the "14th Five-Year Plan" period of our province. To this end, it is recommended to promote the optimization and upgrading of traditional marine industries, cultivate and expand strategic emerging industries, and build a modern marine industry system led by marine biological medicines and products, marine high-end equipment manufacturing, marine electronic information and digital industries, modern fisheries and coastal high-end service industries. Efforts should be made to promote the construction of scientific research institutions in the marine field and improve the marine science and technology innovation system. Deepen regional coordinated development, expand new space for industrial cooperation, deepen exchanges and cooperation with Taiwan, and actively carry out exchanges and cooperation with countries and regions along the "Belt and Road".

【Implementation】The provincial party committee and the provincial government attach great importance to the development of the marine economy in our province, and have held a special meeting on the marine economic work of the provincial party committee and a meeting on promoting the high-quality development of the marine economy in the province. The provincial government has formulated and issued the "Three-year Action Plan for Accelerating the Construction of "Maritime Fujian" and Promoting the High-quality Development of the Marine Economy (2021-2023)", scientifically compiled the "Fujian Province's "14th Five-Year Plan for the Construction of a Strong Marine Province" and other policy documents, implemented the construction of the national marine economic innovation and development demonstration city and the national marine economic development demonstration zone, and pioneered the provincial marine industry development demonstration county. It is the first in the country to build a Beidou satellite application network covering the province's marine fishing vessels, innovate and develop the "plug-in AIS" equipment for marine fishing vessels and promote it nationwide, and build a leading marine three-dimensional observation network in China. In 2020, the province's marine GDP was 1.05 trillion yuan, ranking third in the country for six consecutive years, accounting for 23.9% of the province's GDP. The five leading industries of coastal tourism, marine fisheries, marine transportation, marine engineering construction and marine shipbuilding accounted for 97.4% of the added value of the main marine industries and 42.3% of the gross marine product. The total output of aquatic products is 8.33 million tons, ranking second in the country; the output of mariculture, distant-water fisheries, the export volume of aquatic products, the per capita share of aquatic products and other indicators rank first in the country; the port throughput capacity exceeds 800 million tons, and the container liner routes reach 149 ports in 55 countries and regions (including Hong Kong and Taiwan); the innovative development of "Silk Road Shipping" with 72 named routes.
