In Cui Jie's view, the construction and development of the Greater Bay Area is a grand undertaking that requires continuous investment and renewal and iteration, and the most important thing is that the Bay Area also needs to maintain a huge attraction to global capital, talents and various production factors, and to create such an atmospheric environment, only from the construction of "culture" is the long-term solution. Therefore, he proposed to enhance the soft power of the Guangdong-Hong Kong-Macao Greater Bay Area as soon as possible and accelerate the construction of the Guangdong-Hong Kong-Macao Greater Bay Area Cultural Highland.

Regarding the results of the investigation and analysis, Cui Jie and the research group put forward corresponding suggestions and countermeasures:

The first is to improve. It is recommended to further improve the quality and efficiency of government services, improve the user experience of government websites, simplify procedures, and clarify the handling process, the key is to strengthen policy publicity through various channels.

The second is contact. In close connection with the people of Hong Kong and Macao, it is proposed to build an "easy-to-do" platform for Hong Kong and Macao people; set up a special service window and Cantonese-speaking staff to implement one-stop services; further strengthen the downstream docking mechanism for Hong Kong and Macao people to start a business in Shenzhen, so as to provide further convenience for Hong Kong and Macao people to come to Shenzhen to live and work in peace and contentment.

The third is excavation. It is recommended to dig deep into the historical and cultural resources such as Futian ancient villages, ancestral halls in urban villages, and reform and opening up, and use them as public cultural facilities open to the public, carry out root-seeking culture, and carry forward the feelings of home and country. At the same time, strengthen the docking of community and primary and secondary school education, list it as a base for traditional culture or patriotic education in primary and secondary schools, and the government will list it for it, and hire local folk experts in Shenzhen to explain Shenzhen's local culture, forming a cultural story that can be passed on and told.

Fourth, abundance. It is recommended to further enrich the urban cultural menu, so that there is both "Chinese flavor" and "international style". It is recommended to encourage the opening of bookstores and cultural and creative stores; it is recommended to create a number of small and fine urban cultural punch card landmarks in a "scattered" manner; it is recommended to strengthen cooperation with top museums and exhibition halls in China, Hong Kong and Macao to launch high-level display projects; it is recommended to transform Huaqiang North Stars Square into a civic activity square to further show the style of the central vitality area.

Fifth, propaganda. It is recommended to speed up the construction of district-level financial media centers, form a propaganda matrix, enhance international communication capabilities, strengthen foreign cultural exchanges and multi-level dialogue among civilizations, form a new media matrix for foreign propaganda, and tell the stories of Futian, the Bay Area and China, so as to form a good public opinion atmosphere for accelerating the construction of the Cultural Soft Power Highland in the Guangdong-Hong Kong-Macao Greater Bay Area.
