In 2019, the All-China Federation of Returned Overseas Chinese issued a proposal to overseas Chinese and ethnic Chinese around the world to "donate to build an overseas Chinese ice and snow museum" and collect related exhibition collections, which received positive response and active participation from the majority of overseas Chinese, returned overseas Chinese dependents, overseas Chinese businessmen and overseas Chinese enterprises and overseas Chinese federations at all levels. Lin Shaohua, executive vice president of the China Federation of Overseas Chinese Entrepreneurs, founding chairman of the Silicon Valley Science and Technology Advisory Committee of the United States, president of the Shantou Overseas Chinese Investment Enterprise Association, and chairman of Guangdong Zhonghuan Investment Group, donated 1 million yuan to help build the Overseas Chinese Ice and Snow Museum in the name of Shantou Taiyuan Investment Co., Ltd., a subsidiary of the group, to express the feelings of overseas Chinese businessmen who are concerned about Sangzi's home and country.

It is reported that on January 20, the All-China Federation of Returned Overseas Chinese held the inauguration ceremony of the Overseas Chinese Ice and Snow Museum and the opening ceremony of the "Building Dreams Together - Overseas Chinese and the Winter Olympics Theme Exhibition" in Beijing. Through nearly 400 pictures, more than 300 exhibits, more than 200 videos and more than 100 works of art, the exhibition shows the important role played by overseas Chinese and returned overseas Chinese relatives in China's sports industry, especially ice and snow sports, from multiple angles and in an all-round way.
