It is clearly seen from the video that at 14:59, when the vehicle involved, Lu Q05**F, was driving along Cha Changchun Road from west to east, because the adjustable hopper was not fixed, after the red light was released, the cement mortar flowed to the road surface. Law enforcement officers contacted the driver by phone, and the driver was initially dazed, but finally admitted to polluting the road by watching the vehicle's driving surveillance video.
