It is clearly seen from the video that at 14:59, when the vehicle involved, Lu Q05**F, was driving along Cha Changchun Road from west to east, because the adjustable hopper was not fixed, after the red light was released, the cement mortar flowed to the road surface. Subsequently, the Second Brigade of Beicheng coordinated with the traffic police department to find that the driver of the car was Zheng Mougang. Law enforcement officers contacted the driver by phone, and the driver was initially dazed, but finally admitted to polluting the road by watching the vehicle's driving surveillance video.

At present, the Second Brigade has issued a "Notice of Administrative Punishment" to the parties in accordance with legal procedures, and intends to impose a fine of 5,000 yuan on them.
