Although ZTE won the appeal in this matter and won, it seems that winning is not so glorious. Because the $1.4 billion fine you paid will not be returned to you, and the probation has been executed for 5 years, and it takes 5 years to win the case, so what is the significance of winning the case? Because even if ZTE wins the lawsuit and proves that it did not sell embargoed equipment at that time, when they announced the ban, didn't ZTE still go to the first time to settle?
