Due to the low threshold, coupled with the impulse of some local governments to build cars, and the large-scale entry of social capital, in the past few years, hundreds of new energy vehicle brands have emerged in China, and almost every province and city is starting to build a new energy automobile industry base.
According to media reports, many new energy vehicle bases under construction have become semi-pull projects due to capital interruptions, resulting in a serious waste of land resources and funds.
In response to the problem of overcapacity of new energy vehicles, the National Development and Reform Commission proposed to strictly control capacity expansion.
On March 26, at the 2022 China Electric Vehicle 100 Forum, Lin Nianxiu, deputy director of the National Development and Reform Commission, pointed out in his speech that there are problems such as blind investment and disorderly development of new energy vehicles. For new energy vehicles to develop healthily, they must rely on existing production bases and highlight key layouts, and cannot bloom everywhere. At the same time, we will strengthen the cleaning up and rectification of new energy vehicle violation projects.
Lin Nianxiu said that the overall layout is an objective requirement for the high-quality development of the new energy automobile industry, we will respect the law of the market in accordance with the law to strengthen window guidance, strengthen overall planning, optimize the industrial layout, implement support policies, relevant local and industry enterprises to implement the national layout requirements to the letter.
First, in accordance with the principle of main body concentration and regional agglomeration, guide the industry to gather in areas and entities with a good development foundation and sufficient utilization of production capacity, focusing on building internationally competitive industrial clusters in the Yangtze River Delta, Pearl River Delta, Beijing-Tianjin-Hebei, Chengdu-Chongqing and other regions.
The second is to encourage and guide key areas to formulate industrial development plans, rely on existing production capacity to develop new energy vehicles, ensure that the project construction is standardized and orderly, vehicle enterprises should highlight the key layout, rely on existing production bases to gather development, and no longer add new production capacity distribution points before the existing bases reach a reasonable scale. New energy vehicles must not be too scattered, encourage a key enterprise to reach a certain scale in one place and then build a second point, and the whole country should make overall planning, not bloom everywhere.
The third is to strictly implement the regulations on the management of investment in the automobile industry, strengthen the cleaning up and rectification of illegal projects of new energy vehicles, and investigate and deal with violations such as unapproved construction, batch zero construction, and construction while approving in accordance with laws and regulations.
The fourth is to standardize the merger and reorganization of vehicle enterprises, vigorously promote the withdrawal of backward enterprises and ineffective production capacity, and build an industrial pattern with reasonable layout, orderly development and efficient operation.

China's new energy vehicle market also has a ceiling.
