However, Tesla's sales target for 2023 is 2.6 million units, and the 2022 production capacity construction target is 3.25 million units, by which time the Vermont plant has exhausted its potential, the Shanghai plant needs to be further expanded (expected to be completed in April), and the Berlin and Texas plants begin to meet the production agenda.

It is not easy to build a factory abroad, except in China.
The Berlin Gigafactory, which is scheduled for trial operation in October 2021, covers an area of 300 hectares and is covered with a large number of trees next to Berlin's Ost Freienbrink industrial park. The problem lies in these forests, where officials from the local Nature Conservancy reveal that the bats inhabiting the forest are in hibernation, which ends in February and March, followed by their mating season, during which the bats cannot be disturbed.
Tesla needs to hurry up and place the hibernating bats. Under German environmental law, the cutting of trees must be suspended to protect birds and other animals from returning to their nests in the spring. Local officials also warned that if deforestation is not completed by mid-March to circumvent the wildlife breeding season, the Berlin Gigafactory could face a 6- to 9-month extension.
Interestingly, a species survey of the entire forest area by the environmental protection department in January showed that there were only two bats in the whole forest area.
On December 8, 2020, the local administrative court in Frankfurt, Germany, issued a provisional injunction prohibiting Tesla from further cutting down the forest near the location of its new factory, because the insurance organization filed a lawsuit claiming that the deforestation would affect the hibernation of the Coronella austriaca, and the hibernation period would not end until February and March of the following year, followed by the mating season, and cutting down trees to build the factory could disturb them. At the same time, it could have an impact on the lives of sand lizards (Lacerta agilis). The Frankfurt District Court later reviewed the environmental group's complaint and said two days later it had rejected the group's appeal, on the grounds that Tesla had taken sufficient steps to protect local reptiles by complying with requirements to capture and house them in other habitats.
In the process of leveling the land, local environmental groups feared damage to the animals that lived here, construction workers were asked not to disturb the animals currently living in the area, and workers could only begin leveling the area after the ants had relocated outside the site.
Because the construction of the new factory required cutting down part of the forest and the extraction of groundwater, local residents put up signs and took to the streets to protest Tesla's destruction of the local environment. Tesla promised to replant the area around Brandenburg by three times the number of trees cut down to make up for the fallen trees. In order to find a suitable replanting site, Tesla also deliberately found a local environmental protection organization, found a piece of land and selected a tree. Scientists, however, warn that planting new trees is not as effective as maintaining carbon capture strategies for existing ones.
In early 2020, about 25 unhaired bombs and 187 pounds of ammunition were found at the site. The German government pays for the removal of the explosives, but it will take time to clear the mines, and Tesla will need to submit a report on the results of the bomb disposal before it can get the next step of approval.
IG Metall, a metal workers' union that dominates Germany, wants to represent as many employees as possible at Tesla's new factory in Berlin. The union has opened an office near the Berlin factory, hoping to represent Tesla factory employees on issues including wages and employment contracts. According to IG Metall, job seekers at Tesla's new factory told them that the company offered salaries 20 percent lower than collective bargaining wages from German automakers.
If One day Tesla and the union face negotiations, workers' pay will be a major point of contention between the two sides. But it seems that there is no one in Germany who has a better brain than Musk. Tesla's current employee income is mainly obtained through stock options, and the way is too flexible, many workers have difficulty knowing how much they are actually paid.

The Berlin plant has a planned production capacity of 450,000 units, but production can only be carried out at a rate of 1,000 units per week at the beginning of production, and then gradually increased. If at this rate, the one-month production capacity may be less than 5,000 vehicles, and the half-year production capacity is less than 30,000 vehicles.
Musk replied: "The Berlin plant is expected to achieve a continuous production cycle of 45 seconds. On average, you can stay up and running 75% of the time per week. If it runs around the clock, it's about 10,000 cars a week. "In this way, the annual production capacity is 50-600,000 vehicles.
Tesla sold 141429 Model 3 in Europe in 2021, up 64% year-on-year. However, since the Berlin factory only produced the Model Y in the early days, for a period of time the European market needed to determine the Model 3 and still rely on the support of the Shanghai Gigafactory. If Tesla has no way to increase the production capacity of the Model Y in a short period of time, even in the early 2022 Shanghai factory will still have to undertake the delivery of a part of the Model Y in the European market.
On January 13, 2022, the environmental protection department of the State of Brandenburg issued a special production license for the production of 2,000 Model Ys to Tesla's Berlin Gigafactory. However, the Model Y must not be delivered to consumers until final approval is obtained.

Tesla's 2,100-acre plant in Austin, Texas, plans to produce electric pickups such as the CyberTruck and electric heavy-duty trucks there. Construction of the Texas Gigafactory began in July 2020 and is said to have recently begun in three shifts, surpassing the Berlin plant.

Tesla's Shanghai Gigafactory broke ground on January 7, 2019, fully accepted in September, and completed hardware construction in a record 9 months, starting with the delivery of the first domestic Tesla on December 30, 2019. The second phase of the expansion project was temporarily suspended. On November 26, 2021, it was reported that the second phase of the construction of Tesla's Shanghai plant has been re-divided into three stages: Phase A is to increase the production capacity of a certain model production area; Phase B is to add a new model and related derivative models in the production area of new models; Phase C is to build a research and development center (which has been officially opened in October 2021) and conduct research and development tests for vehicle production such as environmental testing.
The project relies on existing production equipment and has no new production equipment. The project increased productivity by increasing working hours, increasing the number of employees, and increasing the frequency of material turnover.
Now, the second phase of the Shanghai factory has become the second factory, and the site selection is still in progress.
Musk has replied that Tesla will complete the construction of factories in Berlin and Texas, and then consider building a second gigafactory in Asia.
Many cities in China are competing for Tesla's second factory project, and Cities such as Qingdao, Chongqing, and Jinan have expressed their willingness to cooperate. However, now the location of the automobile factory is a big deal, the lion of the automobile enterprise has opened its mouth, and the place only has the share of the promise, and there is no opportunity to bargain, because the goods are sold many times, and the buyers are competing. Beginning in 1923, GM produced Chevrolet cars in Janesville, and in 2008 it closed its plant. The Janesville government raised nearly $200 million in hopes of competing for GM's small car market project, but the town of Orion, Michigan, threw out $1 billion, shattering Janesville's illusions. When the Volvo plant was first competed, Daqing did not have the supporting and logistics advantages for the production of cars, and Daqing State-owned Assets provided 3 billion yuan of financing for the Volvo project, on the condition that Geely had to build a factory in Daqing.
Musk said Tesla will achieve annual sales of 20 million vehicles in 2030. This will require at least 25 million units of capacity, which is less than one-tenth of this year's capacity plan. And enough for Tesla to be busy.
Therefore, Tesla's main task in 2022 is to increase production capacity.
