Zhu Chunlei is the director of the Letter and Petition Office of Fengjing Town, Jinshan District. He has been deeply involved in the frontline of petitioning for a long time, is the "vanguard" of the reform of petitioning, and is a "caring person" who serves the masses. He regards the petitioning masses as his family, full of enthusiasm and a soft heart, and he practices the Fengjing spirit with his own practical actions, tries every means to do a good job in handling the affairs of the masses, promotes the resolution of difficult petitioning matters, and turns the masses' "worries" into "smooth hearts."
The "Layman" of Petitioning Work
Zhu Chunlei, 51, has worked in the village for 17 years. At the end of 2017, he was transferred from the government office to the township letter and petition office and became a "recruit" on the petitioning front. How is the work done? Is the base number clearly understood? How to deal with emergencies? What should I pay attention to when receiving a visit? One question after another was thrown in front of the "recruit", which made him feel a lot of pressure.
In the face of the new post, in order to find out, understand, and thoroughly understand the petitioning work as soon as possible, Zhu Chunlei can be said to have exhausted all methods. He "pestered" the old comrades who had more than 10 years of experience in petitioning and humbly asked for advice, and promptly recorded the problems they did not understand. In his free time to deal with petitioning cases, he went through archives, looked for materials, studied policies... I did not dare to relax for a moment, in order to better understand the demands of the masses.
After more than half a year of study and exploration, Zhu Chunlei gradually found ways and methods to work. "Playing iron also needs to be hard, and the key is to make sufficient efforts in peacetime." Only by clarifying the ins and outs of the matter can we help the masses coordinate and solve the problem. Zhu Chunlei said. To this end, he also developed a habit of arriving at the office an hour early every day in order to sort out the day's work content - to be aware.
The "Intimate People" of the Petitioning Masses
In the reception hall, the petitioners saw Zhu Chunlei the most. He always listened carefully to the voices of the masses and safeguarded their legitimate rights and interests. Many years ago, a visiting mass member reported that he had caused family difficulties due to illness and hoped to receive social assistance. Looking at the old man with sick face and mobility problems, Zhu Chunlei not only arranged lunch for him after the visit was completed, but also escorted him home. In order to learn more about the petitioning matters of the elderly, he came to the village committee where the elderly were located, and after careful investigation and patient coordination, finally properly solved the problem of medical subsidies reflected by the petitioners.
"When the masses report that they are worried, worried, and worried, we must think differently and compare our hearts to our hearts, and many problems will be solved." Zhu Chunlei said that many of the masses who come to petition have their own reasons and grievances, and usually carry resentment and anger, and only by patiently listening to their demands can we find the key to the problem.
As a staff member of the Letters and Petitions Office, Zhu Chunlei never forgets his original intention, keeps his mission in mind, and with feelings and responsibilities, constantly practices the purpose of "solving difficulties for the people and sharing worries for the party".
The "main attacker" who solves the puzzle
Someone once said to Zhu Chunlei: The petitioning department only has the right to coordinate, supervise, and suggest, and it is laborious and unflattering, so why don't you want to change to a more relaxed post when you are in your fifties! But he said firmly: "The organization put me in this position, which is a trust in me." I can do things for the people and solve their 'urgent difficulties and worries', I am worth it! ”
In the past two years, with the continuous acceleration of the pace of fengjing's large-scale development and development, new contradictions have emerged. In view of this situation, Zhu Chunlei put pressure on himself and tried every means to continue to increase the coordination and resolution of the backlog of letters and petitions.
In 2020, in the face of the contradiction between dozens of tenants visiting dozens of households caused by illegal operations in the rental process of an apartment in the jurisdiction, Zhu Chunlei rushed back and forth, constantly building a communication bridge between the government, developers and the masses. After many rounds of coordination and communication, the incident was finally substantively resolved through joint efforts. Chen Linjie, a staff member of the Office of Letters and Petitions, said, "Director Zhu Chunlei has always been an example for us to learn from, and as long as he is there, no matter what difficult and complicated petitioning cases we encounter, we are 'at ease.'"
Filmed before the pandemic
Over the years, Zhu Chunlei has always adhered to the "Fengjing spirit" of "seizing opportunities, never accepting defeat, bravely moving forward, and daring to compete for the first", not pushing or hiding in the face of problems, and not waiting to solve problems. Under his leadership, Fengjing Town's petitioning work has always ranked among the top two in the assessment of letters and visits in the whole district. He also received many letters of thanks and pennants from the masses, and expressed his high recognition and gratitude for his work attitude and style of doing things fairly and relieving the people's worries.
What makes Zhu Chunlei quite happy is that he recently received a national brand honor and was awarded the honorary title of "Director (Director) of Excellent Letters and Visits of the National Petitioning System". "This is an affirmation of my work and a motivation to keep me going." Zhu Chunlei said.
