According to the staff of the Archives Section of the Yimeng Revolution Memorial Hall, in the first batch of 300 famous anti-Japanese heroes and martyrs, 3 people were buried in the East China Revolutionary Martyrs' Cemetery, namely Hans Heber, an internationalist fighter and journalist, Xin Rui, head of the Shandong Sister Theater Troupe, and Chen Ming, vice chairman and secretary general of the Shandong Provincial Wartime Work Promotion Committee.

In the first list of famous anti-Japanese martyrs released by the Ministry of Civil Affairs, 30 heroic martyrs fought in Yimeng (including Luzhong, Lunan and Binhai). The specific list is as follows (in order of year of sacrifice):
1. Liu Zhendong (1893-1938), senior staff officer of the 5th Theater Command of the National Revolutionary Army and commander of the 2nd Road Guerrilla Army. In February 1938, when he was supervising the battle in Juxian County, Shandong Province, he was shot in the head by the Japanese army and martyred.
2. Zhu Jialin (1892-1938), brigade commander of the 115th Brigade of the 39th Division of the 40th Army of the National Revolutionary Army. He participated in the Sniper War in Linyi, and was heroically killed in battle against the Japanese army in Pei County, Jiangsu Province in May 1938.
3. Fan Zhuxian (1882-1938), commissioner of the Administrative Office of the 6th District of Shandong Province and commander of security. He served as the county magistrate of Yishui and Linyi Counties, and was martyred in November 1938 in Liaocheng against the Japanese army.
4. Fang Shuhong (1908-1939), commander of the 114th Division of the 51st Army of the National Revolutionary Army. He died in June 1939 while fighting the Japanese army at Yishui TaipingGuanzhuang.
5. Zhang Zizhong (1890-1940), commander-in-chief of the 33rd Group Army of the National Revolutionary Army. In 1938, he commanded the 59th Army to participate in the Linyi Sniper War. In May 1940, he died heroically in the Battle of Zaoyi against the Japanese army.
6. Wang Liren (1910-1941), Director of the Enemy Engineering Department of the Political Department of the 115th Division of the Eighth Route Army. In December 1941, he was killed in battle against the Japanese army during the siege of Daqingshan in the Yimeng Mountains.
7. Hans Heber (1897-1941), Polish journalist. In December 1941, he was killed in battle during the daqingshan breakthrough in the Yimeng Mountains.
8. Liu Zichao (1906-1941), director of the Propaganda Department of the Political Department of the Shandong Column of the Eighth Route Army. In December 1941, the leading organ of the Shandong Column, where he was located, was surrounded by Japanese troops and unfortunately died in the breakout battle.
9. Liu Haitao (1907-1941), commander of the Luzhong Military Region of the Eighth Route Army. In November 1941, during the counterattack of the Japanese "sweep", he was captured and killed at Lushan (present-day Yinan and Mengyin junction).
10. Zhu Yugan (1906-1941), Director of the Social Department of the CPC Shandong Luzhong District Party Committee. In November 1941, he was captured and killed in the anti-"sweep" at Lushan (present-day Yinan, the junction of Mengyin).
11. Xin Rui (1918-1941 female), head of the Shandong sister theater troupe. Died in the Battle of Daqingshan.
12. Chen Ming (1902-1941), vice chairman and secretary general of the Shandong Provincial Wartime Work Promotion Committee. Died in the Daqingshan Breakout.
13. Chen Ruoke (1919-1941 female), standing committee member of Shandong Women's National Salvation Federation. In November 1941, he died in Mengyin County.
14. Lin Duo (1915-1941), Political Commissar of the Ministry of Health of the 115th Division of the Eighth Route Army. In December 1941, he died heroically in the Yimeng Mountains.
15. Sun Bolong (1903-1942), formerly known as Sun Jingyun, zi Bolong, a native of Xuecheng District, Zaozhuang City. Deputy Commander of the Lunan Military Region of the Eighth Route Army. He was killed in 1942 during a breakout against the Japanese.
16. Li Zhuru (1905-1942), Secretary-General of the Shandong Provincial Wartime Work Promotion Committee, died heroically at Guyu in Yishui in November 1942.
17. Wang Yang (1913-1942), Political Commissar of the 1st Military Subdistrict of the Luzhong Military Region of the Eighth Route Army. In October 1942, he died heroically during the breakthrough transfer of Jishan in the Taishan base area.
18. Lu Shengxun (1907-1942), deputy commander of the Jiaodong Military Region of the Eighth Route Army. He was a commissioner of the Yimeng Special Office. In December 1942, he died heroically in Laiyang County.
19. Hong Zhenhai (1910-1942), commander of the Lunan Railway Guerrilla Brigade of the Eighth Route Army. In April 1942, he commanded troops in Huangbuzhuang to heroically die in battle against the Japanese puppet army.
20. Zhong Xiaopei (1914-1942), served as the secretary of the Youth Movement Committee of the Shandong Branch of the CPC Central Committee, the director of the Youth Federation, the vice president of the Shandong Branch of the Mao Zedong Youth Cadre School, and the chairman of the Shandong Youth Anti-Japanese National Salvation Federation. In September 1942, he was killed by a Japanese attack in the former village of Yulin in Laiwu.
21. Tian Shouyao (1915-1943), brigade commander of the 8th Brigade, 3rd Division, New Fourth Army. During the War of Resistance Against Japanese Aggression, he was the commander and brigade commander of the 344th Brigade of the 115th Division of the Eighth Route Army. Brigade Commander of the 8th Brigade of the 3rd Division of the New Fourth Army and Commander of the Second Military Subdistrict of Northern Jiangsu. He was killed on March 18, 1943 in a battle on the North Sea at Lianyungang.
22. Zhou Fu (1901-1943), director of the Political Department of the Lusu Theater of the National Revolutionary Army. In February 1943, he was killed in battle with the Japanese army in Anqiu.
23. Meng Zhaoyu (1918-1943), political commissar of the Lunan Independent Detachment of the Eighth Route Army and political commissar of the Railway Guerrilla Brigade. In March 1943, while leading the railway guerrilla brigade to the enemy-occupied areas, he was arrested and killed by the puppet army.
24. Fu Zhuting (1912-1943), political commissar of the Coastal Military Region of the Eighth Route Army. In November 1943, he died in Fulin Village (specifically Madantou Village) in Heilin Town, northwest of Ganyu District.
25. Peng Xiong (1915-1943), chief of staff of the 3rd Division of the New Fourth Army. In 1939, he led his troops into the Mengshan area to assist the CPC Fei County Working Committee in establishing an anti-Japanese democratic regime and opening up the anti-Japanese base area in northern Fei. On March 18, 1943, on the way to Yan'an, he was killed in a battle with the Japanese army on the north sea side of Lianyungang, Jiangsu Province.
26. Lu Baoqi (1913-1943), director of the Enemy Engineering Department of the Luzhong Military Region of the Eighth Route Army. He once served as the chief of the anti-traitor section of the Political Department of the Shandong Column of the Eighth Route Army and the director of the Enemy Engineering Department of the Luzhong Military Region. He was arrested and killed in October 1943 in The East of Tai'an City.
27. He Wanxiang (1915-1944), commander of 2nd Company, 6th Regiment, 2nd Brigade, 115th Division, Eighth Route Army. In the spring of 1944, he died heroically in battle with the puppet army at Mount Lushan in Yiyuan.

30. Cao Shifan (1924-1945), deputy platoon commander of 2nd Company, 1st Battalion, 1st Regiment, Luzhong Military Region, Eighth Route Army. In March 1945, the Shandong Military Region deployed to attack Mengyin City, and was ordered to enter the city with Cao Fengzhou to blow up the west gate of the city, and successfully completed the task. In May, he participated in the battle against Zhang Tianzuobu in the Changwei area of the puppet army, was seriously wounded and died in June.
