1. Scope and conditions of recruitment

Teacher qualifications must meet the academic standards, Putonghua proficiency, physical and psychological conditions stipulated by the Teachers Law, the "Teacher Qualification Regulations" and other laws and regulations, and must obtain a primary and secondary school teacher qualification certificate before going through the employment procedures.

If the foreign staff of Huimin County apply for the application, they must submit a letter of introduction issued by the employing authority department at the time of registration, and scan it (JPG format) and upload it. (3) Online payment

Candidates who have passed the preliminary examination of qualifications must log in to the registration website within the specified time to make online payment. Those who fail to go through the online payment procedures within the time limit will be deemed to have given up automatically. The written test administration fee is 40 yuan per person. No refunds will be given after successful registration.

Applicants who intend to enjoy the reduction or exemption of examination fees are not required to pay online. After passing the preliminary examination, the relevant supporting materials shall be submitted within the specified time according to the specified procedures, and the examination fee reduction and exemption procedures shall be handled. The required supporting materials and procedures are shown in Annex 2.

After the applicant has successfully paid the fee, he or she must pay attention to the announcement on the registration website in time.

After the registration is completed, if the number of applicants does not reach the ratio of 1:3, if it is planned to recruit 1 person, the recruitment position will be cancelled; If it is planned to recruit more than 2 people (inclusive), the plan shall be reduced accordingly according to the prescribed proportion. If the B08 post is reduced, the plan will be adjusted to the B04 post. Fourth, the way of recruitment

Written test content (full score of 100 points): The main content of the post of primary and secondary school teacher is the knowledge of high school textbooks in the corresponding post discipline.

Applicants must take the examination with the written test admission ticket and their valid ID card (consistent with the registration), and both certificates are indispensable.

The results of the written test are on a 100-point scale and are calculated to two decimal places, and the mantissa is rounded. In order to ensure the basic quality of new recruits, the minimum passing score line is set for the written examination, which is determined according to the number of job recruits and the written examination. After the written test, within the qualified score line, according to the recruitment plan and the position applied for from high score to low score according to the ratio of 1:3 to determine the personnel who enter the scope of interview qualification review; If the prescribed proportion is not reached, it shall be determined according to the actual number of qualified persons. If the last person who enters the scope of interview qualification review has the same written test score, he or she will enter the scope of interview qualification review together.

(2) Qualification review

The qualification review of candidates runs through the entire recruitment process. If the results of the previous review are inconsistent, the results of the next review shall prevail. The qualification review shall be jointly organized by the competent authority for recruitment and the competent department of the recruiting unit.

Those who enter the scope of interview qualification review after the written examination shall conduct on-site qualification review within the specified time. The materials to be submitted during the on-site qualification review are shown in Annex 2. Failure to conduct on-site qualification review within the specified time and failure to submit relevant materials as required shall be deemed to be automatically waived. For vacancies caused by waiver of qualification examination or disqualification, the vacancies will be filled from the high score to the low score from the candidates who have reached the passing score of the written examination, and the replacement will only be carried out once. Those who have passed the qualification examination shall pay an interview and examination fee of 70 yuan per person.

Applicants should carefully read the letter of commitment to integrity, and personally sign the "2024 Huimin County Education System Open Recruitment of Primary and Secondary School Teachers Integrity Commitment" (Annex 4). (3) Interview

The interview is conducted in the form of trial lecture or structured interview according to the characteristics of the position, and some positions add skill tests, including the positions of skill tests, and the total interview score is calculated according to the proportion of 60% and 40% of the skill test scores, see Annex 1 for details. After the interview, the total score will be calculated according to the proportion of 40% of the written test score and 60% of the interview score, and the written test score, interview score and total score will be scored on a 100-point system, calculated to two decimal places, and the mantissa will be rounded.

In order to ensure the basic quality of new recruits, the minimum passing score line for the interview is set at 60 points (full score of 100 points), and those who are lower than the minimum qualified score line will be disqualified from entering the scope of inspection. 5. Inspection and physical examination

According to the total score of the candidate's examination, from the high score to the low score according to the ratio of 1:2 in the recruitment plan to determine the candidates for the inspection, the inspection is carried out in a ratio of 1:1, and the recruiting unit or the competent department of the recruiting unit shall set up an inspection and physical examination working group to be specifically responsible for the inspection and physical examination.

According to actual needs, inspections can be carried out in a variety of ways, such as consulting archives, checking certificates, on-site inspections, and interviews. It mainly examines ideological and political performance, moral character, ability and quality, study and work performance, law-abiding, integrity and self-discipline, as well as whether there are circumstances that should be avoided, and the degree of matching with the recruitment position, etc., and reviews whether the candidates meet the specified job qualifications and whether the relevant information and materials provided are true and accurate. Physical examinations shall be conducted in general hospitals at or above the county level, and the standards and items for physical examinations shall be carried out with reference to the standards and operation manuals for the recruitment of civil servants, and the provisions of the State shall prevail if the State has other provisions. The cost of the medical examination shall be borne by the applicant. If the employer and the applicant have any doubts about the results of the physical examination, they may apply for a re-examination, and the applicant shall bear the cost. For those who need to be re-examined according to the regulations, they shall not be carried out in the original physical examination hospital, and the re-examination can only be carried out once, and the results shall be subject to the conclusion of the re-examination. Those who falsify or conceal the true situation in the process of physical examination, resulting in distortion of the results of physical examination, will not be hired, and relevant personnel will be held accountable in accordance with regulations.

Applicants who fail to participate in the physical examination at the specified time and place shall be deemed to have given up automatically. For vacancies caused by abandonment or failure to pass the inspection or physical examination, according to the actual situation, after review and approval, the vacancies will be filled in equal amounts according to the total score from high to low.

6. Publicity and employment

According to the results of examinations, inspections and physical examinations, determine the personnel to be hired. For the personnel to be hired, it will be uniformly publicized on the website of the People's Government of Huimin County (http://www.huimin.gov.cn/), and the publicity time will be 7 working days. If there are objections during the publicity period, they shall be investigated and handled in accordance with the relevant provisions and a conclusion shall be made. The list of personnel to be hired will not be filled after it is announced.

At the expiration of the publicity period, if there is no problem or the problem does not affect the employment, the employing unit or the competent department shall put forward an employment opinion and report it to the county human resources and social security bureau for the record. For the same position, in accordance with the procedure from high score to low score, the candidate independently selects the employing unit, and the specific time of post selection is announced on the website of the People's Government of Huimin County. The application materials submitted shall be true and accurate. If the applicant provides false materials, once verified, the interview qualification will be cancelled.

6. Interview

The interview will be conducted in the form of a trial lecture according to the characteristics of the position, and some positions will increase the skill test, including the position of the skill test, and the total score of the interview will be calculated according to the proportion of 50% and 50% of the skill test score, see Annex 1 and Annex 2 for details. Please pay attention to the website of Yangxin County People's Government at any time for the time, place and related matters of the interview.

After the interview, the total score will be calculated according to the proportion of 40% of the written test score and 60% of the interview score.

The written test score, interview score, and total test score are all scored on a 100-point scale, calculated to two decimal places, and the mantissa is rounded.

In order to ensure the basic quality of new recruits, the interview is set with a passing score of 70 points, and those who are lower than the qualified score line will be disqualified from entering the scope of inspection. If the total score of the applicant in the same position is the same, it shall be determined according to the written test score from high to low; If it is still the same, the experts will be organized to re-propose the interview for the personnel with the same total score, and determine the candidates who will enter the scope of the inspection and physical examination according to the order of the re-interview results.

7. Investigation and physical examination

According to the total score of the candidate's examination, the candidates who enter the scope of inspection are determined according to the ratio of 1:2 from high score to low score. The inspection shall be carried out in a ratio of 1:1, and the inspection and physical examination shall be organized by the competent department of the recruiting unit.

Inspect. According to actual needs, inspections can be carried out in a variety of ways, such as consulting archives, checking certificates, on-site inspections, and interviews. It mainly focuses on the examination of ideological and political performance, moral character, ability and quality, study and work performance, compliance with discipline and law, integrity and self-discipline, as well as whether there are circumstances that should be avoided, and the degree of matching with the recruitment position, etc., and whether the candidates meet the specified job qualifications, whether the relevant information and materials provided are true and accurate. In accordance with the "Opinions on Further Strict Management of Cadre Files" (Lu Group Fa [2017] No. 2) and the relevant regulations of our province on the work of cadre personnel files, the files of the inspection objects should be strictly reviewed, focusing on the review of "three ages, two calendars and one identity". Problems existing in the archives should be seriously investigated, and if the problems have not been clarified and dealt with in place, employment formalities must not be handled. If the applicant fails to accept the inspection and provide relevant materials within the specified time, it will be deemed to have given up.

Physical examination. Physical examinations shall be conducted in general hospitals at or above the county level, and the standards and items for physical examinations shall be carried out with reference to the standards and operation manuals for the recruitment of civil servants, and the provisions of the State shall prevail if the State has other provisions. The cost of the medical examination shall be borne by the applicant. If the recruiting unit and the applicant have doubts about the results of the physical examination, they can apply for a re-examination, and the cost shall be borne by the applicant. For those who need to be re-examined according to the regulations, they shall not be carried out in the original physical examination hospital, and the re-examination can only be carried out once, and the results shall be subject to the conclusion of the re-examination. Those who falsify or conceal the true situation in the process of physical examination, resulting in distortion of the results of physical examination, will not be hired, and relevant personnel will be held accountable in accordance with regulations.

Applicants who fail to participate in the physical examination at the specified time and place shall be deemed to have given up automatically. For vacancies caused by abandonment or failure to pass the inspection or physical examination, the personnel who enter the scope of the inspection and physical examination from the same post can be filled in equal amounts.

8. Publicity and employment

According to the results of examinations, inspections and physical examinations, determine the personnel to be hired. The proposed personnel will be publicized on the website of the Yangxin County People's Government, and the publicity time will be 7 working days. If there are objections during the publicity period, they shall be investigated and handled in accordance with the relevant provisions and a conclusion shall be made. The list of personnel to be hired will not be filled after it is announced.

At the expiration of the publicity period, if there are no problems or the problems reflected do not affect the employment, the employer shall put forward employment opinions, fill in the "Summary Table of Personnel Employed by Public Institutions" and the "Registration Form of Personnel Employed by Public Institutions", and report to the competent authority for public recruitment of county public institutions for the record and related procedures; Where the problems are reported affecting employment and are verified, they will not be hired. The employing unit and the hired personnel shall sign an employment contract in accordance with the provisions and establish a personnel relationship.

The total amount of personnel control record management teachers shall be implemented in accordance with the "Personnel Management Measures of Public Institutions Implementing the Total Personnel Control Record Management in Shandong Province (Trial)" (Lu Ren She Fa [2017] No. 53) and other relevant regulations.

The probationary period system and the minimum service period system shall be implemented for the hired personnel, and the formal employment shall be terminated if the probationary period is completed, and the employment contract shall be terminated if the employee is unqualified, and the minimum service period (including the probationary period) shall be 3 years.
