In the previous data, we shared the sources of revenue for the 2024 fiscal budgets of Yulin and Shenzhen from the perspective of more than 30 third-level indicators.

The data shows that Yulin and Shenzhen, two cities that both belong to South China, have very obvious differences in their sources of fiscal revenue.

This makes us wonder what the situation will be like in other cities.

In order to better show the distribution of data, we select five major sources of fiscal revenue, namely tax revenue, non-tax revenue, general public budget transfer revenue, government fund income and government fund transfer income in government fund revenue.

Since the size of the city varies from large to small, the use of percentages can ignore the size and history of the city, and can show the distribution of data more intuitively.

We selected six cities: Yulin (Guangxi) and Meishan (Sichuan) in the western region, Taiyuan (Shanxi) in the central region, and Shanghai, Shenzhen (Guangdong) and Jiaxing (Zhejiang) in the eastern seaboard.

In terms of distribution, 70% of the fiscal revenue of Shenzhen, Shanghai, Taiyuan and Yulin comes from the general public budget revenue, while Jiaxing and Meishan account for about half of the general public budget revenue and government fund revenue.

Many people say that taxes are the main source of local finance. But the data shows that this sentence applies to Shanghai and Shenzhen, but not to cities with lower levels of development, such as Yulin and Meishan.

The proportion of non-tax revenue, including revenue from fines and confiscations, is not high in the six selected cities, with Meishan being the highest, accounting for 14%.

About one-third of Taiyuan's fiscal revenue comes from general transfer payments. Shenzhen, Shanghai, Jiaxing and other places are within 20%, with the exception of Yulin, where 56% of the 2024 budget is a transfer payment.

In addition to transfer payments, government fund revenue is also the main source of fiscal revenue for some cities. For example, one-third of Jiaxing's fiscal revenue comes from government fund revenue.

What is the income of government funds, which is composed of income at the same level and income from conversion, of which the income at this level includes sewage treatment fees, vehicle tolls, and income from the transfer of state-owned land use rights.

Taking Jiaxing as an example, the budget revenue of government funds in 2024 will be 96.3 billion yuan, of which 54 billion yuan belongs to the income from the transfer of state-owned land use rights, commonly known as the income from land sales.

Sichuan Meishan's 2024 budget of 25.8 billion yuan of government fund revenue, accounting for 47% of fiscal revenue, of which 24.9 billion yuan is the income from the transfer of state-owned land use rights.
