June 26 is the International Anti-Drug Day, and on June 25, the Henan Provincial High People's Court reported 10 typical cases, in which the defendants in two cases were sentenced to death because of the huge amount of drugs sold and transported, and the crimes were extremely serious.
More than 27 kilograms of narcotics were sold and transported across provinces
In October 2015, Yang Moutao, Wang Mouhao, Li Moumin and others drove to Huidong County, Guangdong Province, and contacted defendant Fan Moutong to purchase 10 kilograms of methamphetamine.
Later, Fan Moutong, together with Wang Mouhao and Li Moumin, drove the purchased methamphetamine to Pingdingshan City, Henan Province, and delivered it to Wang Mouhao and Yang Moutao. On November 29 of the same year, Fan Moutong sold 18 packs of methamphetamine to Yang Moutao at a price of 370,000 yuan in Huangbu Town, Huidong County.
On the same day, Yang Moutao instructed Wang Mouhao and Dong Mouying to drive the above-mentioned methamphetamine to Wuhan City, Hubei Province and sell it to Zeng Mouling, and Wang Mouhao and Dong Mouying were arrested by the public security organs after arriving in Wuhan City, and seized 18 packages of methamphetamine from the car on the spot, totaling 17,977.12 grams.
This case was tried by the Intermediate People's Court of Pingdingshan City, Henan Province, in the first instance, and by the High People's Court of Henan Province, in the second instance. The Supreme People's Court conducted a death penalty review of the case.
The court held that the defendant Fan Moutong sold and transported a total of 27,977.12 grams of methamphetamine, and his conduct constituted the crime of trafficking and transporting drugs. After committing the crime in this case, he continued to commit drug-related and gun-related crimes and was sentenced, his subjective malice was deep, and the crime was extremely serious, and should be punished in accordance with law. Accordingly, the defendant Fan Moutong was convicted of the crime of trafficking and transporting drugs, and was sentenced to death, deprivation of political rights for life, and confiscation of all personal property with the original conviction for the crimes of illegal possession of drugs and illegal possession of firearms.
The convict Fan Moutong has been executed in accordance with the law.
In more than two years, drugs were sold and transported five times
At about 8 o'clock on November 28, 2016, the defendant Xiang Moubing, together with Xiang Moubo and the defendant Feng Moulan, transported drugs from Jinghong, Yunnan Province to Kunming, and was seized by the police when they passed through the blocking point of Qinglong Factory in Yuanjiang County, Yunnan Province, on National Highway 8511, and Xiang Moubing fled in another vehicle.
3,060.14 grams of methamphetamine, 210.89 grams of methamphetamine tablets and 10.16 grams of heroin were seized at the scene.
In November 2018, after Feng Moulan's introduction, the defendant Zhang Mouyuan purchased 1,000 grams of methamphetamine from Xiang Moubing at a price of 150,000 yuan per kilogram, and after Zhang Mouyuan and Feng Moulan transferred 150,000 yuan to Xiang Moubing, the drug transaction was not completed due to price and other reasons.
In January 2019, He Moubo purchased 3,000 grams of methamphetamine from Xiang Moubing at the same price. Xiang Moubing mailed 3,000 grams of methamphetamine to a makeup studio in Yuzhou City, Henan Province by courier, and was picked up by He Moubo and defendant Li Mouzhen. Defendants He Mouqiang, He Moubo, and Li Mouzhen paid more than 300,000 yuan in drug money, and owed 150,000 yuan for drug purchases, which was offset by the 150,000 yuan that Zhang Mouyuan had previously paid to Xiang Moubing.
In February of the same year, He Moubo purchased 1,000 grams of methamphetamine from Xiang Moubing at a price of 130,000 yuan, and then Xiang Moubing mailed 1,000 grams of methamphetamine to a makeup studio in Yuzhou City by express delivery, which He Moubo took and sold, and He Moubo paid 129,800 yuan for the purchase of drugs.
From January to March 2019, defendant Song Mougang contacted Xiang Moubing to purchase 2 pieces (700 grams) of heroin at a price of 120,000 yuan per piece for sale. On March 5, Xiang Moubing mailed 700 grams of heroin to a makeup studio in Yuzhou City by courier, and He Moubo took it away.
In April, after discussing with Tian, Song Mougang contacted Xiang Moubing again and purchased 2 pieces (700 grams) of heroin at a price of 130,000 yuan each. On April 21, Xiang Moubing mailed 2 pieces of heroin to a courier point in Yuzhou City through courier, Tian Moujun and Xi Moujuan were caught red-handed by the police when they drove to the courier point to receive the courier, and 2 pieces of heroin were seized at the scene, totaling 675.3 grams.
In the past two years or so, Xiang Moubing has committed a total of five drug-related crimes, which have led to the spread of narcotics from the source of drugs and their flow into society, and the crimes are extremely serious.

The court held that the defendant Xiang Moubing violated the state's drug management regulations by conspiring with others to transport and sell methamphetamine, heroin, and other drugs, and that his conduct constituted the crime of trafficking and transporting drugs. Xiang X sold and transported 7,060.14 grams of methamphetamine, 210.89 grams of methamphetamine tablets, and 1,385.46 grams of heroin, a large amount, and played a major role in the joint crime, and was the principal offender with the most serious criminal responsibility, and his crimes were extremely serious and should be punished in accordance with law. Accordingly, the defendant Xiang was sentenced to death, deprived of political rights for life, and confiscated of all personal property for the crime of trafficking and transporting narcotics.
The convict Xiang has been executed in accordance with the law.
