Since the beginning of summer, in order to effectively curb ozone and further promote the prevention and control of ozone pollution in summer, our district has strengthened accurate traceability, strengthened scheduling research and judgment, adhered to the work idea of "source prevention and control, process management, and end treatment", focused on key areas, key periods, and key industries, highlighted the combination of points and areas, paid close attention to source prevention and control, and made every effort to fight the battle of ozone pollution prevention and control in summer, so as to continuously improve the ambient air quality in the central urban area.
Weave a dense and solid enterprise "gas control network". The Hantai Branch of Ecology and Environment has strengthened the law enforcement and inspection of key industrial enterprises emitting VOCs, guided enterprises to strengthen the operation and management of waste gas collection and treatment facilities, implemented staggered production measures, reasonably arranged production time, and carried out production under optimal working conditions to ensure the stable discharge of various pollutants up to standard. At the same time, we will adopt the normalized inspection method of "day and night inspection + open inspection and secret visit", continue to carry out night atmospheric inspection and "green test protection" action, fully protect the "Hantai Blue", create a good learning and living environment for students and citizens, and promote the continuous improvement of regional air quality.
Intensify the remediation of catering fumes. The district urban management bureau has strengthened the remediation of catering fume pollution, and carried out special inspections on the catering industry within 3 kilometers of key areas to ensure the normal operation of fume purification facilities and the stable discharge of various pollutants. At the same time, we will increase the daily management of open-air barbecues and mobile food stalls, guide compliance operations, reduce oil smoke emissions, and minimize and weaken ozone production peaks.
Strict construction dust control. The District Housing and Urban-Rural Development Bureau carried out special inspections on dust control, implemented the control of designated people, posts and responsibilities, implemented a person responsible for supervision at each construction site, and urged all construction sites to fully implement the "six hundredth" dust suppression measures every day.
Strengthen the waste gas treatment of automobile repair enterprises. The District Transportation Bureau conducts on-site inspections of all auto repair enterprises, guides auto repair enterprises to implement staggered operation measures, strengthens the daily maintenance and management of paint room exhaust gas treatment facilities, stops painting and baking paint operations during the control period from 9 a.m. to 18 p.m., prohibits open-air spraying and painting operations, and ensures the normal operation of exhaust gas treatment facilities and stable emission of volatile organic compounds.
Implement staggered unloading of oil at gas stations and encourage the public to refuel at night. The District Bureau of Commerce inspects the operation of oil and gas recovery facilities at each gas station, and implements the suspension of oil tanker loading and unloading operations during the control period from 9 a.m. to 18 p.m., and it is strictly forbidden to leak, drip or obvious oil and gas emissions during the loading and unloading process. Notices will be posted in conspicuous locations at gas stations to guide citizens to refuel at night and reduce VOCs emissions during the day.
Strengthen the synergistic control of ozone and fine particulate matter. Increase the intensity of sprinkling and moisturizing, make every effort to do a good job in sprinkling, wet sweeping, and fog cannon operations on primary and secondary roads, and further strengthen the control of key areas and roads. During the high temperature period, the frequency of emergency sprinkling in key areas should be encrypted, and the continuous operation of fog cannon trucks and sprinkler trucks should be adopted to ensure that the road surface remains moist, effectively reduce the concentration of pollutant emissions, and reduce ozone production.
Strict control of open burning of biomass. Strictly implement the main responsibility of districts, towns (streets), and villages (communities) to ban burning, give full play to the effectiveness of grid supervision, strengthen the control of "fixed-point, timed, person-fixed, and responsible", comprehensively use high-definition video surveillance and other means, continue to increase the intensity of day and night inspections, create a strong publicity atmosphere for banning burning, strengthen the supervision of open-air random burning, and investigate and punish all kinds of illegal burning behaviors in accordance with the law.
