It will "undertake the 'all-area' layout of industrial transfer and resource economy, park economy and port economy in the park, and integrate the 'three major economies' to support policies and resources and the coordinated development of the park." As the development direction, in accordance with the development idea of "port-hinterland integration", the spatial layout of "one park and three areas" is planned, and the construction of industrial parks along the border is promoted with high standards.
Planning is an indispensable "operational map" for the construction of the park. In June this year, the "Construction and Development Plan for Industrial Parks along the Estuary (2023-2035)" was issued, and the "One Game of Chess" coordinated and guided the three areas to prepare detailed land and space plans. At present, each area is in full swing to build a more scientific, accurate and reasonable layout planning system. "According to the actual carrying space of each area, the delineation of the scope of the park, the industrial system, the spatial layout, the pilot start-up area and other contents are specifically clarified, so as to realize the complementary and coordinated development of the industrial advantages of the three areas of Hekou, Mengzi and Kaiyuan." Since last year, the main leaders of the state party committee and the state government have gone deep into the front-line command, promoted the establishment and improvement of the working mechanism for the construction of the park with the strength of the whole state, focused on platform construction, environmental optimization, service improvement, etc., asked the needs of the enterprise, asked the enterprise, and took the initiative to serve the front with heart and affection, continuously enhance the guarantee ability of various elements, and enhance the sense of gain and satisfaction of the enterprise.
The hard environment for investment has improved significantly, and the carrying capacity has been continuously improved. As of May this year, the area of the park within the urban development boundary has increased from 21.89 square kilometers to 38.09 square kilometers, with 644,600 square meters of standard factory buildings for lease, 60,000 square meters of available housing, and 38,000 square meters of border people's mutual market. There are 39 infrastructure projects in the core area, with a total investment of 4.49 billion yuan. Two projects, 110KV Mengzi Economic Development Zone No. 1 Substation and Power Transmission and Substation and Kaiyuan Xiaolongtan Chemical Industry Park Infrastructure Construction Project (Park Entrance Road), have been completed. Since 2023, we will strive for 2.733 billion yuan of central and provincial budget and special bond funds, and accelerate the construction of water, electricity, gas and other facilities.
At the same time, innovative measures have been taken to ensure employment, and in January this year, the "group in and group out" model of cross-border employment of enterprises in the park was officially launched, and the pilot project of organized input of cross-border human resources labor cooperation between China and Vietnam was launched, so as to comprehensively sort out the employment needs of enterprises and increase efforts to solve the employment problems of enterprises. Up to now, there have been 5,950 foreign workers, and 13,500 workers in the core area.
